Motion for a European Ϸվ resolution on the systematic repression of human rights in Iran, notably the cases of Pakhshan Azizi and Wrisha Moradi, and the taking of EU citizens as hostages

- having regard to Rule 150(5) of its Rules of Procedure,
- having regard to its previous resolutions on Iran,
A. whereas the Supreme Court of the Islamic Republic of Iran has upheld the execution sentence of the Kurdish humanitarian worker Pakhshan Azizi, and has sentenced to death Wirishe Moradi, who fought against the Islamic State in Syrian Kurdistan,
B. whereas in 2024 the Islamic Republic of Iran has executed over 900 people and at least 31 women, marking the highest number of executions since 2015,
C. whereas several EU nationals are being arbitrarily detained in Iran and are victims of Iran’s hostage diplomacy; whereas their health condition has been reported as worryingly deteriorating,
1. Firmly condemns the systematic repression and deliberate deterioration of human rights in Iran, characterized by a severe crackdown on protests and freedom of expression, escalation of executions, suppression of women's rights, persecution of ethnic and religious minorities,
2. Decries the decision by the Supreme Court of Iran to uphold the execution sentence for Pakhshan Azizi, held in Evin Prison,
3. Denounces the unlawful and politically motivated arrest of Wrisha Moradi, held in Evin Prison and sentenced to death with charges of armed insurrection and for carrying out political activities in Kurdistan, stresses the lack of due process in her trial and calls for her case to be referred to international mechanisms for independent investigation,
4.Considers the confirmation of these sentences to represent a grave escalation Iran's strategy to instil fear on political opponents, minorities and women’s organisations, following the "Woman, Life, Freedom" protests,
5.Expresses deep concern over the unprecedented rise in executions, particularly of women, and calls on the EU and its Member States to pursue all available measures, including targeted sanctions against Iranian officials responsible for human rights violations, to demand the immediate cancellation of Azizi's and Moradi’s sentences and to establish a moratorium on death sentences,
6.Condemns the systemic discrimination of women and other vulnerable groups through laws that severely restrict freedoms and rights,
7.Urges the Iranian authorities to immediately release, safely repatriate and drop all charges against condemned EU nationals, including French nationals Olivier Grondeau, Cécile Kohler and Jacques Paris, as well as Swedish nationalAhmadreza Djalali; strongly condemns the Islamic Republic’s use of hostage diplomacy and inhumane detention conditions,
8.Reiterates its calls on the EU and its Member States to undertake joint diplomatic efforts and work collectively on releasing hostages, as well as applying the EU Global Human Rights Sanctions Regime against individuals responsible for grave human rights violations, to coordinate with international organizations, to advocate for the immediate release of detained EU nationals and to ensure accountability for their Inhumane or degrading treatment,
9.Reiterates its call on the Council to designate the Islamic Revolutionary Guard Corps as a terrorist organisation,
10.Instructs its President to forward this resolution to the Council, the Commission, the HRVP, the Islamic Consultative Assembly, the Government and the Office of the Supreme Leader of the Islamic Republic of Iran.
