Motion for a European Ϸվ resolution on severe political, humanitarian and human rights crisis in Sudan, in particular the sexual violence and child rape

–having regard to Rule 150(5) of its Rules of Procedure,
A.Whereas the conflict in Sudan between the Sudanese Armed Forces (SAF) and the United Arab Emirates (UAE)-backed Rapid Support Forces (RSF) that erupted in April 2023, has killed thousands of people, forcibly displaced more than 14 million and left many facing famine; whereas the humanitarian crisis may worsen due to the US funding cuts;
B.whereas there are new allegations of war crimes, crimes against humanity and ethnic cleansing in Sudan; whereas the ICC investigations on allegations of genocide, war crimes and crimes against humanity in Darfur, since 2002;
C.whereas mass sexual violence against women and children has been documented as a weapon of war; whereas UNICEF has recently denounced that armed groups are raping and sexually assaulting children, mostly girls; whereas several women have taken their lives after being raped;
D.whereas the UN humanitarian response is underfunded;
1.Strongly condemns the indiscriminate attacks against civilians and healthcare workers, widespread unlawful killings and targeting of civilian property and infrastructure, that lead to a dramatic humanitarian and displacement crisis;
2.Denounces the sexual violence, committed and reminds that it is a serious violation of international humanitarian law, war crime and may also amount to crimes against humanity;
3.Affirms that the ongoing widespread of violence is happening against the backdrop of decades of impunity; demands to end these abhorrent crimes and to ensure credible investigations, adequate punishment of perpetrators, treatment and full reparation for survivors;
4.Urges all parties to the conflict to uphold their obligations under international law, end all attacks on civilians and civilian infrastructure and ensure unhindered and immediate humanitarian access; calls to urgently agree on a permanent cessation of hostilities which should be followed by a credible political transition that respects people’s desire for democratic reform;
5.Reprehend the lack of response from international and regional actors to the suffering of Sudanese civilians;
6.Calls for all countries to institute and enforce a United Nations (UN) arms embargo across all of Sudan; calls to ensure that all countries including UAE and France, and entities that have violated directly or indirectly the Darfur arms embargo are held accountable;
7.Rejects the mass arbitrary arrests and unlawful deportations of Sudanese carried out by the Egyptian authorities in some cases involving EU-funded security forces; urges EU member states to immediately refrain from returning Sudanese nationals and to open safe and regular pathways to ensure that those who wish to seek international protection have unimpeded access to their territory and asylum procedures;
8.Calls on the EU to increase their support to the Sudanese civil society as well as emergency funding for the humanitarian response in Sudan, and in neighbouring countries; demands that specific support be ensured for protection, care, treatment and support mechanisms for survivors of sexual violence, including comprehensive sexual and reproductive health care services;
9.Instructs its President to forward this resolution to the EU institutions, Member States, and the Sudanese authorities.
