European Ϸվ resolution on the situation of indigenous and environmental defenders in Brazil, including the killing of Dom Philips and Bruno Pereira

Ϸվ,

- having regard to its previous resolutions on Brazil,

- having regards to the UN Declaration of Human Rights,

- having regard to the declaration by the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell after its visit to Brazil on strategic partnership and deeper cooperation,

- having regard to the EU/Brazil strategic Partnership signed in July 2007,

- having regard to the EEAS Statement of 1 December 2021 on the 10th EU-Brazil Human Rights Dialogue,

- having regard to the UN Declaration on Human Rights Defenders of 1998, the European Union Guidelines on Human Rights Defenders and the European Instrument for Democracy and Human Rights (EIDHR),

- having regard to Rule 144 of its Rules of Procedure,

  1. whereas, on 5 June 2022, Bruno Pereira, a former employee of Brazil’s National Indigenous Foundation (FUNAI), expert anthropologist, and Dom Phillips, a British journalist, disappeared in Brazil in the region of Javari Valley; whereas their bodies were discovered on 15 June 2022;
  2. whereas the Brazilian authorities arrested local fishermen as suspects to be the material murderers; whereas the Brazilian authorities were diligent to launch a full investigation on the matter;
  3. whereas organised crime groups activities, in particular in the Amazon due to illegal logging and mining, is the principal cause of the increase in the numbers of attacks against indigenous people; whereas the Brazilian law enforcement struggles to effectively counter organised crime, in particular in the Amazon, given the vast expanse of territory and the difficultly accessible terrain;
  4. whereas the EU and Brazil, along with the three other countries of the Mercosur region, reached a political agreement on 28 June 2019 for an ambitious, balanced, enhanced and comprehensive trade agreement; whereas this agreement has among one of its main goals, trade and cooperation but also to promote joint values on sustainable development by strengthening worker’s rights, fight climate change, increase environmental protection, encourage companies to act responsibly, as well as human rights including indigenous peoples rights; whereas the agreement has not yet entered into force;
  5. whereas Brazil is a likeminded partner of the European Union, with whom the EU shares common values such as the principle of the rule of law, human rights and free elections;
  1. Condemns the murder of Bruno Pereira and Dom Phillips and expresses its deepest sympathies to the families; takes note of the arrest of two suspects as the main perpetrators of these two crimes and supports the launching of a full investigation in the matter and just in order to swiftly bring the potential instigator(s) to justice;
  2. Notes with concern the increase in the attacks against human rights defenders and indigenous people in Brazil;
  3. Urges the Brazilian authorities to do everything in their power to revert this trend by principally further developing ways to tackle organised crime groups and their illegal activities;
  4. Underlines the strategic, cultural, political, and economic importance of Brazil as a strategic partner of the EU; welcomes Brazil’s strong commitment to a multilateral rules-based order,andin particularasks Brazil to clearly take distance from Putin’s unacceptableregime and its unprovoked and unjustified aggression and invasion of Ukraine like it was the caseillustrated by the condemnation of the Russian war in Ukraine, at the UNresolution;

Instructs its President to forward this resolution to the Council, the Commission, the governments and parliaments of the Member States, the Secretary-General of the Organisation of American States, and the Government and Ϸվ of Brazil.
