European Ϸվ resolution on Iran: in particular the poisoning of hundreds of schoolgirls

Ϸվ,

- having regard to the Charter of Fundamental Rights,

- having regard to its previous resolutions on Iran’s human rights situation,

- having regard to Rule 144 of the Rules of Procedure,

  1. whereas since November 2022, after the first documented incident of classroom poisoning at one school in the city of Qom, thousands of students, almost entirely at girls’ schools, have reported being affected by poisonings all across the country and many of them being hospitalized;

  1. whereas parents and teachers of the victims have staged protests across Iran over the poisoning incidents;

  1. whereas parents, teachers and doctors claim they have been pressured not to speak about the poisonings;

  1. whereas the stringent restrictions imposed on media in Iran, make it difficult to determine the nature and scope of the incidents;

  1. whereas parents have taken their children out of school, as a consequence of the poison attacks;

  1. whereas the Iranian authorities have launched an investigation into the poisonings;

G.whereas Iran’s President Ebrahim Raisi blamed the incident on “enemies of Iran”; whereas Iranian Foreign Minister Hossein Amir-Abdollahian has criticized Western governments for “shedding crocodile tears” over the poisonings;

  1. Expresses its deep solidarity with the Iranian families and students, who were victims of the incidents;

  1. Calls on the authorities of Iran to allow a prompt, transparent, and impartial investigation into these reported poisonings, to bring perpetrators to justice, and to ensure the safety of all students; urges the authorities of Iran to ensure the immediate and unconditional protection of children in all circumstances;

  1. Calls the Iranian authorities to allow visits of all Special Procedures of the UN Human Rights Council, and particularly to ensure that the UN Special Rapporteur on the situation of human rights in the Islamic Republic of Iran is allowed to enter the country;

  1. Condemns the authorities of Iran use of unnecessary or disproportionate force towards civilians; calls on Iran to live up to their international obligations, and to respect the people’s rights to freedom of expression, peaceful assembly and free media;

  1. Expresses its deep concern over statements from protesters believing that the attacks on schoolgirls are revenge for the role young women played in recent protests against the mandatory hijab;

  1. Calls on the EU and its Member States to continue holding the Iranian regime accountable for the killing of its own people and grave human rights violations; calls on the Foreign Affairs Council to add all those who are found complicit in or responsible for the poisoning attacks or for surprising protests to the EU’s list of individuals against whom restrictive measures in relation to serious human rights violations in Iran have been imposed;

  1. Instructs its President to forward this resolution to the Council, the Commission and the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the parliaments and governments of the Member States and the Government and Ϸվ of Iran.
