Motion for a European Ϸվ resolution on the humanitarian situation in Sudan, in particular the death of children trapped by fighting

Ϸվ,

having regard to Rule 144 of its Rules of Procedure,

A.whereas clashes between the paramilitary Rapid Support Forces (RSF) and the Sudanese Armed Forces (SAF) have intensified, and the humanitarian and human rights situation across Sudan has significantly deteriorated; whereas both forces are blatantly violating international humanitarian law (IHL) by using heavy and often indiscriminate weaponry in residential areas and attacking medical and humanitarian facilities and infrastructure critical to civilians’ survival;

B.whereas as of 31 May, at least 863 people including 190 children were killed, 5,000 injured including 1,700 minors, and at least 1.65 million people have been displaced within and outside Sudan; whereas more than a third of the population including 13.6 million children, are in urgent need of humanitarian aid;

C.whereas 60 children died in the past six weeks while trapped in inhuman conditions in an orphanage in Khartoum; whereas most died from lack of food and from fever;

D.whereas people who were in the process of applying for visas at EU embassies before the crisis, could not get their travel documents back due to the closure of offices;

1.Strongly condemns the continuous violations of the international human rights and IHL by both the SAF and the RSF and deplores that they have a history of committing serious human rights violations in Sudan;

2.Urges the belligerents to protect civilians and to urgently agree on a permanent cessation of hostilities which should be followed by a credible political transition that respects people’s desire for democratic reform; calls to ensure the role of civilians movements in ongoing and future political talks;

3.Expresses deep concerns on the situation of children and requires to ensure their safety and assistance;

4.Demands the immediate, unrestricted and sustained access for humanitarian actors to monitor and assess the needs of civilians and to deliver assistance to those impacted by the conflict;

5.Demands EU member states to halt returns of Sudanese nationals, to open new safe and regular pathways include suspending visa requirements, removing unnecessary documentation requirements for travel and providing people fleeing Sudan with emergency travel documents within Sudan or in neighbouring countries, including to those who had left their passport at embassies that are now shut down;

6.Denounces that the EU was accused of financing (directly or indirectly) the Rapid Support Forces (RSF) as border agents to contain the migration route to Libya;

7.Calls on the European Commission to make funds available for cross-border largescale humanitarian response and prepare for the needs to expand outside of Khartoum, notably in Western Darfur;

8.Urges to stop selling, suppling, transferring or exporting any form of arms, ammunition, security equipment and military aid to the warring parties;

9.Urges to establish via the UN Human Rights Council an independent monitoring and investigative mechanism addressing all alleged human rights violations and abuses in Sudan since the October 2021 coup;

10.Instructs its President to forward this resolution to the EU institutions, Member States, and the Sudanese authorities.
