MOTION FOR A RESOLUTIONon the humanitarian situation in Sudan, in particular the death of children trapped by fighting

Motion for a European Ϸվ resolution on the humanitarian situation in Sudan, in particular the death of children trapped by fighting

Ϸվ,

having regard to Rule 144 of its Rules of Procedure,

A.whereas on 15 April 2023, violent armed clashes started in Sudan between the Rapid Support Forces (RSF), and the Sudanese Armed Forces (SAF);

B.whereas peace talks between SAF and RSF which concluded on a ceasefire declaration to protecting civilians and facilitating the humanitarian response have been repeatedly violated;

C.whereas since the conflict has started more than 1 million people have been displaced;

D.whereas more than 13.6 million children in Sudan are in urgent need of humanitarian assistance; whereas the conflict led to school closures, putting children at great risk of recruitment by armed groups; whereas in Khartoum 70 childrendied at the Mygoma orphanage due to malnourishment, dehydration and infections;

1.calls on immediate cessation of hostilities and attacks against civilians, critical basic infrastructures and medical facilities and allow for safe and unhindered humanitarian access;

2.condemns the use of armed forces against civilians, journalists, human right defenders, humanitarian and health workers, members of international and civil society organizations in Sudan; calls on the immediate release and full access to legal representation of those among them being in detention;

3.calls for a negotiated and peaceful resolution to the conflict based on an inclusive dialogue involving all relevant stakeholders; calls on the renewed commitment of all parties to respect the will of Sudanese people to achieve the transition towards a democratic civilian-led government;

4.welcomes the decision of the Human Rights Council to document allegations of human rights violations since 25 October 2021, including those arising from the current conflict; calls on this mechanism to ensure that perpetrators are held accountable towards justice;

5.Condemns the use of sexual violence in the conflict; calls on urgently providing the necessary support to survivors and on perpetrators to be brought to justice;

6.Underlines that under no circumstances should children be involved in armed conflict; calls on all warrying parties to refrain from targeting, recruiting and using children;

7.Calls on expanding the current UN arms embargo beyond Darfur; urges all countries to stop transferring weapons and military equipment to the warring parties;

8.Calls on the EU to apply sanctions under the EU Global Human Right Sanction Mechanism on leaders of the SAF and RSF and those responsible for human rights violations;

9.Calls on increasing EU humanitarian response to the crisis in Sudan and neighboring countries where population is displaced; urges to increase support through the EU 2024 annual budget to this end;

10.urges to ensure that the EU policy on migration do not undermine support for human rights in Sudan and to immediately stop cooperation with Sudanese border authorities through the Khartoum Process, as it reinforces the ability of the military to oppress people;

11.calls on the EU and Member States to renew support to the transition process until the conflict ends and significant improvements of the humanitarian and human rights situation are confirmed;

12.Instructs its President to forward this resolution.
