Motion for a European Ϸվ resolution on the humanitarian situation in Sudan, in particular the death of children trapped by fighting

Ϸվ,

having regard to its previous resolutions on Sudan,

having regard to the African Union “Roadmap for the Resolution of the Conflict in Sudan,” 27 May 2023,

having regard to the Geneva Convention,

having regard to Rule 135 of its rules of procedure,

A.whereas the Sudanese military and the paramilitary Rapid Support Force (RSF) have been locked in a violent power struggle since 15 April 2023 and continue to violate international humanitarian law through the use of indiscriminate bombings;

B.whereas, the violence has killed thousands of innocent civilians, displaced more than 1.2 million and forced nearly 500,000 to flee to neighbouring countries, threatening stability in the wider region;

C.whereas the latest ceasefire expired on 2 May allowing only limited humanitarian access to parts of Khartoum; whereas conflict has continued in other parts of the country notably Darfur;

D.whereas millions of citizens are trapped in their homes and humanitarian workers are unable to deliver supplies to civilians affected by the conflict; Whereas medical facilities have been subject to attack with many remaining closed;

E.whereas children are dying due to malnutrition, dehydration, lack of medical care and long power outages; Whereas hundreds of babies are in critical conditions and 60 orphans are reported to have died;

1.Firmly condemns the continued violence between the armed forces of Sudan, resulting in hundreds of lives lost, including many children. Deplores the disregard of agreed humanitarian ceasefires and calls on all parties to immediately cease all military action and allow for unrestricted humanitarian access

2.Calls on all parties to the conflict to immediately return to talks for a negotiated peace agreement Fully supports all regional and international efforts for a peaceful solution and commends efforts by the Inter-Governmental Authority on Development (IGAD);

3.Calls on the EU and its Member States to ensure that a permanent ceasefire agreement is followed by a process of democratic reform. Calls on the EU to urgently consider targeted sanctions against General Burhan and General Hemedti and others responsible to human rights abuses through the EU Global Human Rights Sanctions Regime.

4.Reminds all factions of their obligations under international law to protect civilians and guarantee humanitarian access. Recalls the need for the EU and its Member states to actively monitor and document those responsible for human rights abuses in order to bring them to account.

5.Calls on the Commission to stand ready to provide immediate support and humanitarian assistance to those impacted by the conflict including the internally displaced and those seeking refuge in other countries. Recalls the need for the EU and its Member States to protect and promote the work of human rights defenders, civil society activists at risk of attacks and violence, including through emergency travel documentation for those who need to leave Sudan for their safety.

6.Instructs its President to forward this resolution to the Council, the Commission, the Government of Sudan, the Sudanese RSF, the African Union, the Secretary-General of the United Nations and the Pan-African Ϸվ.
