听听沤eljana Zovko, u ime kluba PPE. 鈥� Po拧tovani predsjedavaju膰i, dosad nezabilje啪ene katastrofalne poplave koje su pogodile Jablanicu, Konjic, Kiseljak, Kre拧evo i Fojnicu 3.听listopada odnijele su najmanje 20 啪ivota, dok se za mnogima jo拧 uvijek traga. Stanovni拧tvo ovih op膰ina hitno je evakuirano sino膰 uslijed ponovnih prijetnji poplavama. Kao najve膰i partner Bosni i Hercegovini, na拧a je du啪nost mobilizirati sva raspolo啪iva sredstva kako bi omogu膰ili 啪urno pru啪anje prijeko potrebne pomo膰i.

Pozdravljam odluku Europske komisije o aktiviranju Mehanizma civilne za拧tite Europske unije i pru啪anju neposredne pomo膰i ljudima na terenu. Dvanaest zemalja 膷lanica ponudilo je pomo膰 Bosni i Hercegovini preko Mehanizma civilne za拧tite. Pozdravljam i pomo膰 Europske unije putem sustava Copernicus kako bi se pomoglo lokalnim vlastima u procjeni 拧tete uzrokovane poplavama.

Ovi napori solidarnosti i pomo膰 klju膷ni su kako bi se 拧to prije sanirali pristupni putevi te locirale nestale osobe. Zahvaljujem Vladi Andreja Plenkovi膰a koja je odmah donijela odluku o doniranju 10听milijuna听EUR i na taj se na膷in jo拧 jednom pokazala kao da je uistinu najve膰i prijatelj Bosne i Hercegovine. Me膽utim, Bosna i Hercegovina jo拧 uvijek treba na拧u hitnu i neodgodivu pomo膰. Pozivam na aktiviranje europskog Fonda solidarnosti koji je, osim za dr啪ave 膷lanice, ve膰 kori拧ten i za zemlje kandidatkinje i pru啪anje dugoro膷ne financijske potpore zajedno s preusmjeravanjem sredstava iz IPA听III fonda kako bi se pru啪ila 啪urna pomo膰 u sanaciji posljedica poplava.

Bosna i Hercegovina, kao na拧a partnerska zemlja, mora imati pristup ovim sredstvima kako bi se omogu膰ila brza reakcija, obnove infrastrukture i pomo膰 najugro啪enijima. I tra啪im, na kraju, od politi膷ara u Bosni i Hercegovini da poka啪u solidarnost svih razina vlasti i 啪urno odblokiraju proces usugla拧avanja potrebnih odluka za upu膰ivanje reformske agende koja je potrebna Europskoj komisiji da aktivira plan rasta od milijarde听EUR za Bosnu i Hercegovinu.

Koliko je jo拧 啪rtava potrebno da se poka啪e dobra volja za kompromisom?

听听Lucia Annunziata, on behalf of the S&D Group. 鈥� Mr President, I'm just returning from the mission to Bosnia and Herzegovina, so I think I can give, first, a little testimony.

Some 3.4 million people went to vote on Sunday in Bosnia and Herzegovina. It was a very competitive and very delicate vote for a country that is composed not of three peoples, but of three different ethnic ethnicities: the Serbs, the Croats and the Bosniaks.

It was the Friday afternoon when all of a sudden we were hit by the news that there was a major flood that indeed had provoked 19 victims. It was around Mostar. For a moment, everybody freaked out 鈥� like we have to cancel the elections, with the rest of the election being valid. 48 hours later, happily the situation had been, in a way, brought under control. There were five municipalities that were postponed, but the situation was saved.

It was saved also because 鈥� and we were happy to see it, and we were proud to see it 鈥� the European 合法博彩网站 immediately activated the Copernicus Services and the EU Civil Protection Mechanism. You could see the EU rescue team in the country helping, with updated maps, with pumps, generators, excavators and more. It was frankly a good moment for Europe. We were proud to be there as Europe. It was a decisive wave not only for humanitarian things, but because I think it shows that, in a very delicate political moment, the EU could help; the EU was there, standing by Bosnia and Herzegovina.

A few words about what we were doing there. We were there as part of the OSCE/ODIHR International Election Observation Mission, and the Conference of Presidents of the European 合法博彩网站 had given us the mandate to observe those local elections. As you may know or may not, normally the observer missions of this 合法博彩网站 do not observe local elections. In this case, though, we went because the geography, the complex social geography, was important, but mainly it was a mission as a strong sign of the European commitment to this area, to Bosnia and Herzegovina.

I just would like to remind you that, on 21 March, the European Council decided to green鈥憀ight the start of accession negotiations with Bosnia and Herzegovina once all the relevant state steps set out in the Commission recommendation of October 2022 are taken.

So the flood drama decision helped! This was a good chain of events.

A B贸snia 茅 um pa铆s extremamente importante para n贸s, 茅 um pa铆s no cora莽茫o da Europa a que temos de dar aten莽茫o. N茫o 茅 s贸 aten莽茫o quando morrem 20 ou mais pessoas porque ainda h谩 muitos desaparecidos, em que h谩 estragos naturais, em que h谩 popula莽玫es inundadas, em que h谩 vilas onde n茫o se pode chegar, como foi o caso desta vez. N茫o 茅 s贸 por a铆 que n贸s devemos ajudar. N贸s devemos ajudar a B贸snia a ser uma verdadeira democracia no cora莽茫o da Europa e nada tem sido feito nesse sentido. A Uni茫o Europeia manda dinheiro, pensa que o dinheiro vai conseguir resolver todos os assuntos, mas, meus caros amigos, n茫o vai.

Eu estive na B贸snia desde 1996 noutra condi莽茫o 鈥� fui como embaixador de Portugal. Voltei l谩 em 2007 como representante do Conselho da Uni茫o Europeia e voltei agora para a verifica莽茫o das elei莽玫es. E devo dizer-vos que muito pouca coisa mudou, principalmente naquilo que toca 脿s pessoas. O 贸dio mant茅m-se latente, as divis玫es permanecem e a B贸snia continua a ser um pa铆s dividido e com um futuro altamente preocupante para todos n贸s, para toda a Europa e, no fundo, geoestrategicamente, 茅 um perigo, uma bomba a prazo para todos n贸s.

Temos, portanto, de ajudar a B贸snia. N茫o 茅 s贸 neste caso deste infort煤nio. Temos de ajudar a B贸snia do fundo de todas as ra铆zes da democracia e de forma que se torne uma de n贸s, porque 茅 muito importante e s贸 assim poderemos equilibrar o espa莽o interno europeu. Porque, se repararem no mapa, h谩 uma grande divis茫o entre a Europa mais ocidental e mais oriental, e no meio h谩 um vazio europeu. Esse vazio tem de ser preenchido, e a B贸snia faz parte dele.

听听Stephen Nikola Bartulica, u ime kluba ECR. 鈥� Po拧tovani predsjedavaju膰i, dobro da imamo danas raspravu o stanju u Bosni i Hercegovini. Poznato je da su nedavne poplave izazvale veliku tragediju u toj zemlji, pogotovo na podru膷jima Donje Jablanice, Jablanice, Kiseljak, Fojnica i Konjic. Do sada znamo da je 22听ljudi smrtno stradalo. Mo啪da 膰e ih biti vi拧e, jo拧 se traga za 啪ivima.

Izra啪avam svoju su膰ut svima i na拧e misli i molitve su s ljudima u susjednoj Bosni i Hercegovini. Dobro je da je hrvatska Vlada brzo odobrila 10听milijuna听EUR听pomo膰i i dobro da hrvatska civilna za拧tita sudjeluje u spa拧avanju ljudi koji su na tom podru膷ju pogo膽eni.

艩to se ti膷e, ina膷e, razloga zbog 膷ega je do ove tragedije do拧lo, treba re膰i da je ovaj kamenolom iznad Donje Jablanice radio bez dozvole. Dakle, vidimo i dalje kakve posljedice mo啪e izazvati kad lokalna vlast na neodgovoran na膷in upravlja resursima.

Hrvatska 膰e uvijek biti tu da pomogne Bosni i Hercegovini na njezinom putu prema Europskoj uniji. To je prioritet, zapravo, na拧e zemlje i treba jo拧 jednom naglasiti da je hrvatski narod najbolje jamstvo da ta zemlja i dalje dr啪i smjer prema zapadu.

Znamo interno da ima jako puno prijepora, problema. Na neki na膷in zemlja je disfunkcionalna, na啪alost, ali hrvatska Vlada je tu i dalje, i mi da pru啪imo svaku potrebnu pomo膰 da izdr啪i i u ovim te拧kim okolnostima. Dakle, Hrvatima posebna jedna poruka, bit 膰emo va拧 glas ovdje u Europskom parlamentu, znamo da nisu okolnosti najpovoljnije, ali sve 膰emo u膷initi da se ubrza, zapravo, va拧 put prema Europskoj uniji.

听听Helmut Brandst盲tter, im Namen der Renew-Fraktion. 鈥� Herr Pr盲sident, liebe Kolleginnen und Kollegen! Zun盲chst einmal m枚chte ich mein tief empfundenes Mitgef眉hl mit den Menschen in Bosnien und Herzegowina hier ausdr眉cken. Ich wei脽, viele haben ihre Lieben verloren. Es wurde sehr viel zerst枚rt. Und ich habe eine sehr klare Botschaft an die Menschen in Bosnien und Herzegowina: Wir, die Europ盲ische Union, wir stehen auf eurer Seite. Unmittelbar nachdem ich die ersten Sch盲den gesehen habe, habe ich mit dem 枚sterreichischen Au脽enministerium telefoniert, und man hat mir klar gemacht: Ja, das Katastrophenschutzprogramm der Europ盲ischen Union wird sofort in Kraft gesetzt. Viele, viele L盲nder werden helfen, und das ist auch sehr wichtig.

Ich habe aber noch eine Botschaft: Von meinen Besuchen in Sarajevo und auch aus Gespr盲chen mit Menschen aus Bosnien und Herzegowina in 脰sterreich wei脽 ich, dass es da oft eine Differenz gibt zwischen politischen Parteien auf der einen Seite und der Zivilgesellschaft auf der anderen Seite. Viele Menschen der Zivilgesellschaft, der NGOs, wollen den Beitritt zur Europ盲ischen Union, weil sie wissen, dass das f眉r die Menschen ein riesiger Vorteil ist. Viele in der Politik sehen das noch nicht so, und als ich oft gefragt habe 鈥濿as soll denn der n盲chste Schritt sein? Was wollen Sie denn als N盲chstes?鈥�, ist da nicht sehr viel gekommen.

Die Katastrophe jetzt ist ganz schrecklich, aber sie ist auch eine Chance. Sie muss den Politikerinnen und Politikern in Bosnien und Herzegowina zeigen, dass sie nur gemeinsam mit der Zivilgesellschaft jetzt diese Sch盲den der Katastrophe beseitigen k枚nnen. Und da ist sehr viel zu tun. Wir m眉ssen uns ja auch r眉sten f眉r die n盲chsten Naturkatastrophen, die es geben wird, aber auch gleichzeitig sehen, dass man nur gemeinsam alles organisieren kann, dass die Gesellschaft so zusammenw盲chst, dass sie auch 眉ber alle Ethnizit盲ten hinweg gemeinsam diesen Beitritt zur Europ盲ischen Union voranbringt. Wir wissen, dass das f眉r Bosnien und Herzegowina wichtig ist. Wir wissen, dass es f眉r die Europ盲ische Union wichtig ist, dass die L盲nder des Westbalkans zu uns kommen. Wir m眉ssen es gemeinsam machen.

Noch einmal alles Gute an die Menschen in Bosnien und Herzegowina. Wir sind bei euch, wir vergessen euch nicht听鈥揼anz im Gegenteil. Die Europ盲ische Union, viele L盲nder werden helfen, und ich hoffe, dass Sie alle auch diese schreckliche Naturkatastrophe jetzt gut 眉berstehen werden.

听听Gordan Bosanac, u ime kluba Verts/ALE. 鈥� Po拧tovani predsjedavaju膰i, na po膷etku, ispred grupe Zelenih 鈥� EFA, 啪elim izraziti su膰ut obiteljima i prijateljima stradalih u poplavama u Bosni i Hercegovini, s nadom da 膰e traganje za nestalima 拧to prije dati rezultate.

Ova tragedija, koja se desila samo nekoliko tjedana nakon razornih poplava u centralnoj i isto膷noj Europi, jo拧 jedan je bolan podsjetnik na klimatsku krizu u kojoj 啪ivimo, bez obzira 拧to neki kolege i kolegice isto uporno negiraju ili umanjuju u svojim govorima u ovom Parlamentu. Bojim se da 膰emo u narednom periodu sve 膷e拧膰e donositi rezolucije kojima 膰emo davati podr拧ku ljudima 膷iji 膰e 啪ivoti i imovina biti izgubljeni u ekstremnim vremenskim prilikama.

Osim nevi膽enog nevremena, ovu katastrofu o膷ito je poja膷ala i neadekvatna, ili 膷ak nelegalna, infrastruktura u lokalnim zajednicama nepripremljenim za ovakve doga膽aje. Pozivamo da se detaljno istra啪e eventualne nepravilnosti vezane uz rad kamenoloma u Jablanici 膷ije je kamenje, no拧eno vodenom bujicom, usmrtilo ljude. Ali u svakoj tragediji postoji ono ne拧to dobro, 拧to budi nadu. Ponovno smo svjedo膷ili nevjerojatnoj solidarnosti me膽u ljudima da pomognu jedni drugima, izla啪u膰i svoje 啪ivote kako bi pomogli drugima.

Kada nam je najte啪e, solidarno bri拧emo granice i razlike me膽u nama. Tako smo ju膷er svi zajedno gotovo jednoglasno izglasali mobilizaciju europskog Fonda solidarnosti. Bosna i Hercegovina, na啪alost, jo拧 uvijek nije punopravna 膷lanica i ne mo啪e automatski aplicirati za sredstva iz tog Fonda, ali je dobro da je Europska unija odmah reagirala na zahtjev BiH da aktivira Mehanizam civilne za拧tite i operativne snage brojnih na拧ih 膷lanica odazvale su se u rekordnom roku i ve膰 predano rade na terenu. No, to ne膰e biti dovoljno.

Pozivamo Europsku komisiju da 啪urno istra啪i mogu膰nosti prenamjene dijela pretpristupnih fondova koje koristi Bosna i Hercegovina, da ih se usmjeri na saniranje 拧tete. Taj dodatni korak solidarnosti bit 膰e od velikog zna膷aja za sve stradale. Stanimo jo拧 膷vr拧膰e uz stradale u Bosni i Hercegovini.

听听Siegbert Frank Droese, im Namen der ESN-Fraktion. 鈥� Herr Pr盲sident, meine Damen und Herren! Es ist selbstverst盲ndlich, dass die EU beim Hochwasser in Bosnien und Herzegowina hilft. Hier ist europ盲ische Solidarit盲t mal sinnvoll. Es ist auch irrelevant, ob Bosnien und Herzegowina EU-Beitrittskandidat ist oder nicht. Bei solchen Wetterereignissen steht die humanit盲re Hilfe im Vordergrund.

Dennoch, an dieser Stelle eine kritische Anmerkung: Es w盲re fair, den Menschen in Bosnien und Herzegowina klar zu sagen, dass ein EU-Beitritt sehr lange nicht auf der Agenda steht. Das gilt auch f眉r die anderen Kandidaten vom Westbalkan mit Ausnahme von Serbien und nat眉rlich erst recht f眉r die Ukraine und Moldau. In diesem Kontext der Hilfe sollte die EU auch nicht wieder die Chinakarte ziehen mit der Frage 鈥濿er hilft mehr?鈥�, zumal es sich am Ende eh zumeist um deutsches Steuergeld handelt. Es geht beim Hochwasser ausschlie脽lich um konkrete Hilfe f眉r die Menschen, die ohnehin in Armut leben, gerade in l盲ndlichen Gebieten. Geld f眉r Katastrophenschutz ist auch immer sinnvoll.

Bei anderen Milliarden, die die EU weltweit verteilt, muss aber gegengesteuert werden. Dies gilt besonders f眉r Formen eines Junktims mit sogenannten EU-Werten bei Hilfen aller Art. Wichtig bei allen Hilfen, auch f眉r die armen Menschen in Bosnien und Herzegowina, ist auch eine Kontrolle der Mittelverwendung. Eine Nachkontrolle der Mittelverwendung ist f眉r uns sehr wichtig. Bei einem Hochwasser ist die Verwendung klar, bei anderen Subventionen nicht so听鈥� gerade bei Gie脽kannenmillionen unserer europ盲ischen Steuerzahler f眉r NGOs der sogenannten Zivilgesellschaft. NGOs m眉ssen viel st盲rker kontrolliert werden, wenn sie EU-Mittel erhalten, auch in dieser Frage.

听听Carola Rackete, on behalf of The Left Group. 鈥� Mr President, on behalf of my delegation and The Left Group, I extend my condolences and solidarity to the communities affected by the catastrophic floods across Bosnia and Herzegovina.

Over 20 people have died in Bosnia already, with many still missing. The floods caused by Storm Boris a few weeks ago across central Europe killed many more. The storm in the US, called Helene, killed even more, and 11听000 people died in Libya last year. At the same time, the EU was spending EUR听123 billion on fossil fuel subsidies. So these are not natural phenomena. We shouldn't just mourn these irreplaceable lives as if there was nothing that could have been done to prevent it.

The fossil fuel-powered deadly storms shouldn't be called Boris or Helene. They should be called Storm TotalEnergies or Storm RWE or Killer Flood Eni. The people who were killed and were lost in the communities, they have been lost to a crime that is committed by the fossil corporations for the interests of profits over people's lives, and the EU and our regulations here, we are complicit in that and we are driving that climate breakdown.

I don't know how people in Bosnia could accept our sincere apologies, knowing that every day we are driving the breakdown of the climate system. Because we're not doing enough. We are still driving disaster capitalism just for the interests of fossil corporations. This really has to stop. We can never normalise the loss and the deaths of people.
