15.2. La répression croissante et systématique contre les femmes en Iran

Die Präsidentin. – Als nächster Punkt der Tagesordnung folgt die Aussprache über sieben Entschließungsanträge zur zunehmenden und systematischen Unterdrückung von Frauen in Iran().

Lukas Mandl, author. – Madam President, thank you very much, dear colleagues, the mullah regime in Iran was founded in 1979, quite as the European Ϸվ, which was founded the very same year.

Ϸվ will exist much longer than the mullah regime in Iran: that is what I am convinced of and what I strive for. Not to mention that I was born the very same year and also intend to live longer than this mullah regime, which is cruel against women in the first place, against everybody who is standing up for freedom, liberty, democracy, human dignity, rule of law, who is just a part of freedom movements such as 'Women, Life, Freedom' which are clearly mentioned in our resolution.

I thank the co-negotiators, I thank Hannah Neumann and Michael Gahler for putting the issue on the agenda, and I thank all the political groups for a nearly unanimous decision on nearly each and every point in this resolution.

The biggest threat for Islam is Islamism. Of course, Islamism part of the problem, but Islam is part of the religious world, and we protect freedom of religion while we fight Islamism, political Islam and the terrorism that results from it.

Alessandra Moretti, autrice. – Signora Presidente, onorevoli colleghi, in Iran il regime continua a intensificare la sua oppressione e le donne ne pagano il prezzo più alto: cliniche per curare le donne che si rifiutano di indossare correttamente l'hijab. Così opera il governo iraniano! Li definiscono trattamenti scientifici e psicologici facoltativi ma sappiamo che c'è ben poco di facoltativo in queste misure.

È ciò che è successo anche a Ahoo Daryaei, studentessa che dopo essersi spogliata in segno di protesta, è stata etichettata come pazza, rinchiusa in un sospetto ospedale psichiatrico e, fortunatamente, rilasciata. Queste pratiche non solo violano i diritti umani, ma utilizzano la psichiatria come arma di repressione.

La vera follia, però, è quella di un regime che reprime, tortura, uccide. La vera patologia è anche quella delle Guardie rivoluzionarie che, come questo Parlamento ha chiesto più volte, devono essere inserite nella lista delle organizzazioni terroristiche dell'Unione europea.

Non possiamo tollerare che la lotta per la libertà venga repressa e violentata, come il regime iraniano sta portando avanti. Ahoo Daryaei e tutte le donne iraniane meritano il nostro sostegno e meritano azioni concrete. Donna, vita, libertà!

Abir Al-Sahlani, author. – MadamPresident, her name is Mahsa Jina Amini. Her name is Nasrin Sotoudeh. Her name is Ahoo Daryaei. Her name is the fight. The fight for every woman in Iran.

Two years ago, I stood here in the plenary trying to echo the message of these women, and two years later, I stand here once more. The situation is even worsening. Women are no longer only facing arbitrary detention, torture and abuse, but also declaration of insanity by the Iranian regime. Women and their right to peaceful, free and equal life is completely discredited, delegitimized and cast aside by the words of lesser men.

Women and their rights, when they fight for that, they are declared insane. These lesser men are afraid because by declaring these women insane, they are depriving them from the right to a just trial where their words would be a fight, a show, a proof of the struggle for the existential rights. They are afraid, these men, because two years later, despite all tools of repression, the struggle continues and the fire and the Iranian women's hearts remain alit.

Let us continue the fight. Let us continue to raise the voices of every woman in Iran, Farsi, Azeri, Kurdish, Baháʼí, Armenian, and make the Iranian regime understand that the women of the world will never stop until every woman in Iran is free. Jin, Jiyan, Azadî. Woman, life, freedom. Now, tomorrow and as long as it takes.

Adam Bielan, author. – Madam President, the human rights situation in Iran is increasingly deteriorating. Compulsory hijab laws, backed by harsh penalties, is just one facet of the oppression. In every aspect of life – marriage, divorce, custody and public presence – women face systemic discrimination.

The regime weaponises its interpretation of Islamic law to restrict women's autonomy, criminalising their defiance. In its prisons, women and girls are systematically targeted with acts of sexual assault and rape – methods of torture that reflect the regime's utter disregard for human dignity and rights.

The international community cannot remain passive. Today, we applaud the resilience of Iranian women and stand with them in their fight for justice. We commend the European Union's recent expansion of sanctions on Iran for its military support to Russia, and call for sanctions under the EU global human rights sanctions regime to be extended to all those responsible for human rights violations in Iran.

Hannah Neumann, author. – Madam President, Ahoo Daryaei, like so many women in Iran, was harassed by agents of the regime. They tore her clothes, claiming she was dressed too loosely, and to expose the absurdity of these actions Ahoo stood her ground in public in her underwear. The regime's response? They declared her mentally ill. Now they even plan to open clinics to treat women – to 'treat' women – who refuse to comply with hijab laws. This is not care, dear colleagues, this is repression disguised as medicine.

These tactics are not new. In 16th century Europe, women were called 'crazy' and burned as witches. Not because they were dangerous, but because they challenged misogynist power structures. The Inquisition was a tool of defamation and control, and so are the clinics of this regime.

But the only one who is sick here is the Islamic regime. Sick with paranoia, terrified of women who dare to show their hair or sing a song. And the only thing that Iranian women are suffering from is being sick of this regime – a regime that crushes their freedom and denies their future.

Ahoo Daryaei is not a patient. She is the remedy, a symbol of courage and resistance against repression, like so many others, whose names we don't even know.

Sebastiaan Stöteler, auteur. – Voorzitter, beste vrouwen in Iran, jullie hebben het zwaar en jullie kunnen rekenen op de steun van The Patriots for Europe in jullie strijd voor vrijheid. Hoewel andere partijen het cordon sanitaire belangrijker vonden dan een eensgezinde verklaring van dit parlement ter ondersteuning van jullie penibele situatie, hebben de Patriots gewoon mee onderhandeld over de tekst en zijn onze suggesties ook gewoon overgenomen.

Voorzitter, ik citeer: "O Profeet, zeg tegen jouw vrouwen en dochters en tegen de vrouwen van de gelovigen dat zij een deel van hun bovenkleding over zich heen laten hangen. En zeg tegen de gelovige vrouwen dat zij hun blikken neerslaan en hun kuisheid bewaren. De mannen zijn de toezichthouders van de vrouwen, omdat Allah de één boven de ander bevoorrecht heeft en omdat zij van hun eigendommen uitgeven aan de vrouwen. En wat betreft de vrouwen waarvan jullie ongehoorzaamheid vrezen: vermaant hen, negeert hen en slaat hen."

In soera4, aya11, staat over de verdeling van erfenissen dat de man recht heeft op een nalatenschap voor een deel dat twee keer zo groot is als dat van een vrouw. En soera2, aya282, schrijft met betrekking tot het strafrecht voor dat de getuigenis van een man evenveel waard is als die van twee vrouwen.

En dan hebben we het nog niet eens over de onterechte en neerbuigende aantijgingen over het gebrek aan intelligentie van vrouwen, zoals die in verschillende islamitische rechtsbronnen te lezen staat.

En nu zitten we hier met deze verschrikkelijke situatie van de vrouwen in Iran en is het wachten op een blauwe kaart van een van mijn collega's hier, om mij te vertellen dat die verschrikkelijke situatie van de vrouwen in Iran niets met de islam te maken heeft. Ik kan wachten, beste collega's.

Rima Hassan, auteur. – Madame la Présidente, pour certains, la lutte féministe consiste à invisibiliser le sort de certaines femmes, comme les femmes palestiniennes, et à traiter de manière sélective et idéologique le sort d'autres femmes. C'est particulièrement vrai pour les femmes iraniennes.

La gauche s'est toujours battue pour le droit des femmes à disposer librement de leur corps, à choisir leur chemin de vie et à garantir leurs droits fondamentaux. Mais, face à cela, l'extrême droite et la droite tentent aujourd'hui de s'approprier la lutte féministe sur fond d'obsession idéologique islamophobe. Nous ne sommes pas dupes.

L'hypocrisie européenne se soucie bien peu du combat courageux et inspirant des femmes iraniennes qui sont trahies par ceux qui instrumentalisent leur lutte. Ce combat doit être mené au-delà des récupérations politiques opportunistes. Nous devons exiger la libération immédiate de toutes les femmes incarcérées pour avoir refusé de porter le voile, sans s'attaquer à celles qui le portent par choix. Nous devons soutenir tous les véritables alliés de cette lutte pour les libertés, toutes les libertés, et accueillir les réfugiés iraniens et les réfugiées iraniennes persécutés pour leur engagement.

L'Union européenne ne cesse de perdre en crédibilité politique et diplomatique en se fourvoyant dans des doubles standards. «Femme, Vie, Liberté» pour toutes les femmes opprimées!

Javier Zarzalejos, on behalf of the PPE Group. – Madam President, Commissioner, violence against women in Iran is state-sponsored and institutionalised.How many women have been executed? How many girls and women assaulted, beaten or lethally hurt?Women are the most powerful force for change. That is why the regime targets women: the ayatollahs fear them.

Maryam Akbari Monfared is one of the longest-held female political prisoners in Iran: she has been in prison for 15 years without one single day of leave. The regime's judiciary kept her in prison for an additional five years, and in January this year they condemned her to an additional three years on fabricated charges.Her crime? She was seeking justice for her three brothers and one sister executed in the early 80s during the massacre of political prisoners. A mother of three daughters, she was taken to Evin prison to, they say, provide some explanation at midnight, 29December. She never returned home.

From inside prison, she wrote: 'Finally, one day, I will sing the song of victory from the summit of the mountain, like the sun.' So be it.

Margarita de la Pisa Carrión, en nombre del Grupo PfE. – Señora presidente, señora comisaria, señorías, la aplicación de la ley de la 󲹰í —base del régimen islamista en Irán— es una realidad que algunos aquí no se atreven a condenar, dejándola incluso fuera del texto. Ignorar el papel de la 󲹰í distorsiona las causas fundamentales de la brutalidad ejercida contra las mujeres en Irán. Les pido, por lo tanto, el apoyo a la enmienda del Grupo Patriotas por Europa en este sentido.

Reconocer las causas no es xenofobia, es esencial para salvar vidas, tanto en los países de origen como aquí en Europa.

Nos preocupa también la política de puertas abiertas que importa esto a Europa. Las mujeres de Irán son muy claras: debemos considerar a la Guardia Revolucionaria Islámica como una organización terrorista y abandonar las relaciones con el régimen iraní y escuchar al pueblo. Que se las escuche a ellas, a las mujeres. Son las mujeres quienes, con gran valentía, están empujando para que haya un cambio verdadero por la libertad y la democracia.

Este Parlamento debe abandonar su hipocresía y mostrarse unido frente a esta lacra. Es lamentable que por las exigencias de los Grupos Renew y Verts/ALE hayamos sido excluidos de la Resolución común. No estaremos al lado de las mujeres si no se llevan a cabo estas acciones.

Beatrice Timgren, för ECR gruppen. – Herr talman! En gång levde Irans kvinnor med frihet som vi idag tar för givet; möjligheten att klä sig som man vill, studera och till och med demonstrera. Friheten och många juridiska rättigheter försvann när islamisterna tog makten. Jihad blev obligatoriskt och kvinnors frihet begränsades. Nu värderas kvinnors röst lägre än männens i rättsprocesser.

Samma islamism breder ut sig även här. Istället för att konfrontera hotet springer vänstern förtryckarnas ärenden genom att tysta legitim kritik med anklagelser om islamofobi. Vi får aldrig böja oss för islamisterna. Vänta inte tills det är för sent. Var inte naiva. Bekämpa islamistförtrycket med kraft. Stoppa invandringen och islamismfinansieringen och inför nolltolerans mot hederskultur. Försvara den frihet som generationer svenskar och européer har kämpat för.

Sophie Wilmès, au nom du groupe Renew. – Monsieur le Président, il y a deux ans, MahsaJînaAmini, 22ans, perdait la vie suite aux blessures infligées par la police iranienne des mœurs. La raison? Un hidjab mal porté.

Il y a à peine quelques semaines, ce sont les images d'AhouDaryaei qui nous ont fortement émus et qui symbolisent un énième acte de résistance des femmes dans la République islamique d'Iran. Par son acte, AhouDaryaei, et celles qui l'ont précédée, nous rappelle aussi à notre devoir, à nous, les Européens: celui de soutenir les femmes d'Iran qui défendent leurs droits fondamentaux, trop souvent au péril de leur vie, face à un pouvoir répressif et violent.

L'Europe doit renforcer sa pression sur le régime de Téhéran. Exigeons que le droit des femmes soit strictement respecté et que celles et ceux qui manifestent pacifiquement dans ce sens soient libérés sur-le-champ. Soutenons de façon plus appuyée la société civile qui œuvre pour une société iranienne plus juste et plus inclusive et, comme l'a déjà demandé le Parlement, qualifions enfin les gardiens de la révolution islamique pour ce qu'ils sont, une organisation terroriste.

Ingeborg Ter Laak (PPE). – Voorzitter, in elkaar geslagen, gemarteld en zelfs verkracht worden, puur en alleen omdat je als veertienjarig meisje je hoofddoek afdoet. Dat is de realiteit voor meisjes in Iran als ze opgepakt worden door de moraalpolitie. Sinds de protesten van twee jaar geleden en de dood van Mahsa Amini is de situatie voor vrouwen en demonstranten alleen maar slechter geworden. In Iran ben je als vrouw een tweederangsburger.

Wil je geen hidjab dragen? Wil je zelf je kleding kiezen? Dan loop je het risico om in elkaar geslagen te worden, in de gevangenis te belanden of zelfs de doodstraf te krijgen. Alleen dit jaar al zijn 27vrouwen geëxecuteerd om hun kledingkeuze. En de daders, de verkrachters, de mishandelaars, de onderdrukkers? Zij gaan vrijuit. Het geweld is geïnstitutionaliseerd. Vrouwen zijn in Iran tweederangsburgers. We moeten dit blijven aankaarten, want zolang vrouwen worden onderdrukt, is het onze plicht om te blijven strijden voor hun rechten, waar dan ook ter wereld.

Lina Gálvez (S&D). – Señor presidente, señora comisaria, hoy nos convoca aquí un tema urgente: el de la lucha de las mujeres y de las activistas en Irán frente a un régimen que, desde hace décadas, ha hecho de la represión su principal herramienta de control, su propia esencia.

Desde las protestas por la trágica muerte de Mahsa Jina Amini, en 2022, hemos sido testigos de un recrudecimiento alarmante de las violaciones de los derechos humanos: mujeres valientes, activistas y defensoras de los derechos humanos son los blancos principales de detenciones arbitrarias, tortura, ejecuciones... entre ellas, Narges Mohammadi, ganadora del Premio Nobel de la Paz de 2023, encarcelada en condiciones inhumanas.

Porque las llamadas policías de la moral están matando, silenciando, enterrando en vida a las mujeres y, frente a esto, no podemos callar, no podemos permanecer en silencio. Es nuestra responsabilidad hacerlo aquí, en Europa, y en todo el mundo, porque las mujeres de Irán no están solas: estamos con ellas.

Silvia Sardone (PfE). – Signor Presidente, onorevoli colleghi, la repressione delle donne in Iran è spietata: arresti arbitrari, violenze brutali e persino esecuzioni sono all'ordine del giorno. I diritti femminili vengono sistematicamente schiacciati a causa di motivazioni religiose legate all'Islam. È fondamentale sottolineare che il motore di questo terrore è l'Islam radicale e la diffusione della sharia.

Dispiace osservare che in quest'Aula la sinistra esita a riconoscerlo chiaramente: vedo i banchi della sinistra totalmente vuoti. Poi, non so, probabilmente a loro non interessa quello che sta succedendo alle donne in Iran.

Condannare il regime iraniano è un passo necessario ma non è sufficiente. Bisogna anche opporsi con fermezza all'imposizione del velo islamico, che rimane un simbolo di oppressione per le donne.

E le femministe: dove sono quelle che riempiono le piazze, spesso a proposito, per denunciare il patriarcato? Perché non scendono in strada per alzare la voce contro certe comunità islamiche che trattano le donne come oggetto? Perché tacciono di fronte alle atrocità subite dalle donne iraniane? Perché sono assenti oggi in quest'Aula?

Bernard Guetta (Renew). – Monsieur le Président, géographie, histoire et idéologie, tout oppose l'Iran et la Russie. Tout, sauf la similitude de leurs régimes.

L'internement psychiatrique des opposants, c'est YuriAndropov, le patron du KGB, qui l'avait inventé, mais l'ayatollahKhamenei l'a poussé à la perfection en faisant du refus de porter le voile une maladie du dévoilement. Oui, une manifestation d'exhibitionnisme– il fallait y penser, vraiment.

Tout comme la réalité du pouvoir appartenait en URSS à l'appareil du Comité central et non pas aux institutions élues, elle n'appartient pas à Téhéran, aux institutions républicaines, mais au clergé chiite. Ces deux régimes sont les mêmes et le président russe, guide suprême de la Russie, l'a si bien compris qu'il s'appuie désormais sur les mollahs, comme il s'est toujours appuyé sur un patriarche orthodoxe dont la bénédiction vaut de l'or.

Ces régimes, tout les rassemble, et d'abord leur faiblesse grandissante.

Jessika Van Leeuwen (PPE). – Mr President, I'm here today to stand in solidarity with the courageous women of Iran in their efforts to break free from the chains of the Iranian regime.

Women journalists and activists are imprisoned, tortured, sexually abused and even executed simply because they are fighting for their rights. Iran is one of the few countries regularly executing women.

When I was born, my father's greatest wish for me was that I would never be dependent on a man. His wish was granted. Today, I stand here before you as an independent woman and a mother of four children, three of whom are girls. I wish the same independence and freedom for them.

Let us not forget the privilege we enjoy in this room: the ability to speak freely, to protest and to engage in activism without risking our lives.

But we cannot look away. We must stand with the brave women of Iran who are fighting for their freedom. This is for my courageous Iranian friend watching me right now, who stood up for her freedom so her daughter can grow up in freedom.

Women. Life. Freedom.

Evin Incir (S&D). – Mr President, 'Jin, Jiyan, Azadî', 'Women. Life. Freedom': these three Kurdish words resonate deeply, instilling fear in the Iranian regime. The words embody the strength, the wrath and defiance of women across the whole of Iran. That is why the regime is so afraid. Women, girls and other groups in Iran need our support. We must strive to be at least a bit as brave as they are.

In September 2024, the Iranian regime approved the oppressive protection of the family through promoting the culture of hijab and chastity law. These disgraceful measures must not go unchallenged. We must impose sanctions on those responsible.

Colleagues, the Iranian regime is on edge and so is also the Turkish – recently, the slogan 'Jin, Jiyan, Azadî' was banned in Diyarbakır, my birthplace. This is unacceptable, especially as the EU Member States remain silent.

Let us be clear: our priority should be democracy, peace and adherence to international law. If we fail to defend these principles, we will face grave consequences. You cannot pet a snake and expect not to be bitten.

Reinhold Lopatka (PPE). – MrPresident, Iran's regime is one of the most brutal on our planet. It kills and tortures its own citizens, with women most strongly persecuted.

The regime has been trying through all means to suppress the protests triggered by the death of the 22‑year‑old Mahsa Amini. In addition to arrests of numerous demonstrators, many death sentences were carried out in connection with nationwide protests.

The way Iranian authorities are dealing with the protesters, especially with young girls and women, is shocking and absolutely unacceptable. Although Iran is a UN member, has formally recognised the Universal Declaration of Human Rights, it is unfortunately among the five states in the world that most frequently apply the death penalty.

We must support the Iranian civil society and widen restrictive measures against the Islamic Republic of Iran.

Alice Teodorescu Måwe (PPE). – Herr talman! Irans ayatollor hatar inte bara judar och homosexuella – de hatar också kvinnor. Att vara kvinna i islamismens högborg är att sakna grundläggande mänskliga rättigheter, det är att förpassas till ett liv i mannens skugga och att kämpa för lika rättigheter med livet som insats.

EU behöver, för kvinnornas skull och regionens stabilitet, terrorstämpla det islamiska revolutionsgardet, införa bredare och hårdare sanktioner mot de iranska mullorna – inklusive mot den högste ledaren Khamenei – och isolera Iran diplomatiskt, vilket bland annat innebär att höga EU-representanter avhåller sig från att delta vid allehanda iranska invigningar, som varit fallet med Enrique Mora, till exempel.

För att regionen ska kunna återfå sin stabilitet behöver mullorna falla. För kvinnornas skull och för hela Mellanösterns skull.

Chciałbym, żeby z tej sali wybrzmiał dzisiaj jeden przekaz, który jest parafrazą walki o prawa polskich kobiet: nigdy nie będziecie szły same. Zawsze będziecie miały swoich sojuszników w tym parlamencie, w Parlamencie Europejskim.

Wysoka Izbo! Zbyt długo irański reżim stosował przemoc, by uciszyć głosy kobiet domagających się godności, wolności i równości. Brutalne zabójstwo Mahsy Amini nie było odosobnionym incydentem. Było wynikiem działalności reżimu, który postrzega autonomię kobiet jako zagrożenie. Od tego czasu niezliczona liczba kobiet została pobita, zatrzymana i stracona za korzystanie ze swoich podstawowych praw. Te represje nie dzieją się w próżni. Władze w Teheranie działają jako część osi zła, tworząc sojusze z innymi autorytarnymi reżimami, które podważają globalny porządek i stabilność. Powiązania między Iranem, Rosją i Koreą powinny niepokoić nas wszystkich.

Danuše Nerudová (PPE). – Mr President, imagine being beaten to death for how you wear your scarf. Imagine being thrown in prison for demanding your dignity. Imagine your voice silenced simply for wanting to live free.

This is the daily nightmare for countless women in Iran, and while they march in the streets risking their lives for freedom, we sit here year after year, passing resolutions. We condemn, we debate and yet their suffering does not end.

We must do more than just speak. We must act with all the power we have to stand with these women, to stand for the values we claim to protect. Because if we do nothing, their silence becomes our shame.

Davor Ivo Stier (PPE). – Poštovani predsjedavajući, kolegice i kolege, u tjednu kada obilježavamo Dan protiv nasilja protiv žena posebno je važno okrenuti pogled na situaciju u Iranu.

I unatoč nadama u promjenu politike s novom vlasti predsjednika Pezeškiana, Iran nastavlja sa sustavnom represijom žena, osobito kroz takozvanu moralnu policiju. Vlasti sve više ograničavaju prava žena, uključujući kroz nove zakone i propise. Žene koje krše zakone o hidžabu pojavljujući se u javnosti bez hidžaba često su zlostavljane, zatvarane, mučene, pa čak i ubijene.

Istovremeno, vidimo da Saudijska Arabija ide u drugom smjeru. Postupno, ali ipak u smjeru većih sloboda i prava za žene. I to moramo, dakle, uzeti u obzir u jednom širem regionalnom aspektu.

Stoga, podržavajući prava žena u Iranu podržavamo veću slobodu, stabilnost i prosperitet u cijeloj regiji šireg Bliskog istoka.

Isabel Benjumea Benjumea (PPE). – Señor presidente, este debate coincide con el segundo aniversario del terrible asesinato de Jina Mahsa Amini, una joven kurda iraní de veintidósaños, detenida en Teherán el 13 de septiembre de 2022 por —según el régimen— violar las leyes sobre el uso del velo en Irán. Simple y llanamente, por no querer llevar el velo. Tresdías después, falleció en el hospital debido a los abusos físicos sufridos bajo supuesta custodia policial. Su muerte desencadenó protestas masivas, lideradas por mujeres, en todo el país, unidas bajo el lema «Mujer, vida, libertad».

Mujeres que están pidiendo algo que aquí disfrutamos y que tal vez no valoramos: simple y llanamente, poder vivir en libertad y decidir la vida que quieren llevar.

Un régimen asesino, que ha asesinado el año pasado a 853personas con la pena de muerte, un régimen que debe recibir más sanciones y al que no podemos permitir que campe a sus anchas por Europa con representación diplomática.

No Irão, esse nome ecoa hoje na voz das mulheres que recusam o véu e, mesmo sob o açoite das chibatas e a escuridão dos cárceres, ousam dizer: «Nós somos a tempestade». O véu que lhes é imposto oculta a carne, mas não cobre a verdade que carregam, nem encobre a tempestade que os céus da Pérsia, pesados da mais indomável promessa jamais feita à alma humana, já anunciam. Elas são a tempestade. Os opressores que não compreendem a liberdade, porque não compreendem nem a chegada das tempestades nem a determinação das mulheres, estão condenados a ser varridos por umas e por outras. Elas são a tempestade. Um dia, o longo mas já decrépito grilhão da teocracia iraniana será abalroado por uma tempestade persa com o nome de mulher. Porque na sua essência, o Irão será sempre persa e a mulher será sempre livre. Os céus da Pérsia já não enganam e os véus do Irão já não aguentam. Elas são a tempestade.

Sebastian Tynkkynen (ECR). – Arvoisa puhemies, islamissa naiset ovat toisen luokan kansalaisia. Katsokaapa islamistisia valtioita, kuten Irania. Hallinto pakottaa naiset käyttämään peittävää huivia, hijabia. Jos näyttäydyt julkisesti ilman huivia, voit joutua vangituksi, kidutetuksi tai tapetuksi.

Kun iranilaista naista hiljattain epäiltiin huivirikkomuksesta ja hän kohtasi viranomaiset, hän protestoi riisumalla muitakin vaatteita. Lopputulos: pidätys ja passitus psykiatriseen laitokseen. Kyseessä ei ole vain yksittäistapaus. Iranin hallitus on kertonut aikeistaan avata niin kutsuttuja hoitoklinikoita naisille, jotka eivät tottele huivilakeja.

Kun Euroopassa on haluttu olla suvaitsevaisia kaikkia kohtaan, on suvaittu myös tällaisten ajatusten vyörymistä keskelle Eurooppaa. Se on ollut valtava virhe. Jos tulijalla on edes pienintäkään ymmärrystä tällaista naisten sortoa kohtaan, silloin viestin pitäisi olla selvä: Eurooppaan ei ole sinulla asiaa.

Helena Dalli, Member of the Commission. – Mr President, honourable Members, the EU has a clear and strong position on the human rights situation in Iran, and in particular on the situation of women and girls. This House plays a crucial role as your debates and resolutions highlight the need to keep holding the Iranian authorities accountable for human rights violations, particularly regarding Iranian women and girls.

Ϸվ 2023 Sakharov Prize for Freedom of Thought was rightly awarded to Mahsa Amini and the Woman Life Freedom movement in Iran, as clear recognition of the protest movement. We stand by them and support their aspiration for a future where their universal human rights and fundamental freedoms are respected, protected and fulfilled.

The Mahsa Amini protests have exposed the systematic discrimination against women and girls by Iranian authorities and, since then, women and girls have been one of the main forces trying to push for real change in Iran's policies.

In this context, we will continue to monitor the situation of student Ahoo Daryaei, also now that she has returned to her family after being detained by the Iranian authorities.

Both publicly and privately, we continue to call on Iran to eliminate, in law and in practice, all forms of systemic discrimination against women and girls in public and private life, and to prevent and ensure protection for women and girls against sexual and gender‑based violence in all its forms.

Since 2011, we have sanctions in place to target those responsible for human rights violations under the Iran Human Rights sanctions regime. In response to the 2022 protests alone, we adopted ten sanctions packages.

Our commitment to the situation of women and girls in Iran extends to UN fora as well, where the EU is a strong advocate of accountability mechanisms.

The EU will continue to monitor very closely the situation of women and girls and stands ready to react to all issues of concern, including through sanctions. At the same time, we continue to use every opportunity in our direct bilateral contacts with the Iranian authorities to convey the EU position and solicit a change in state policies: this will continue to be zero tolerance for human rights violations.
