Adam Szłapka, President-in-Office of the Council. – Mr President, honourable Members of the European Ϸվ, MrCommissioner, I reaffirm the EU's steadfast commitment to support the Belarusian people in their pursuit of a free, democratic, sovereign and independent country. Our policy towards Belarus is firmly rooted in the Council Conclusions of February 2024 and October 2020.

Following the fraudulent presidential elections of August 2020, which were neither free nor fair, the EU has consistently condemned the persecution and intimidation campaigns against all segments of Belarusian society by the Lukashenka regime, including human rights defenders, journalists, independent trade unionists, civil society representatives and persons belonging to national minorities. We have persistently called for the immediate and unconditional release of all political prisoners and reiterated our commitment to hold those responsible for human rights violations and abuses to account. Some of the detainees have life‑threatening conditions and require urgent medical assistance. Such treatment of prisoners and detainees is in violation of international law and Belarus's own commitments. We are particularly concerned about the situation of Dzianis Salamanovich, who, after a medical operation last year, has been kept in solitary confinement. We urge that he be released immediately on humanitarian grounds.

Belarusian sovereignty and identity are increasingly under threat. In addition to wide‑scale domestic repression, the Belarusian regime has been complicit in Russia's illegal war of aggression against Ukraine. Besides political, military and logistical support, it has contributed to the illegal deportation of Ukrainian children from the territories of Ukraine temporarily occupied by Russia. Since 2021 the regime has also orchestrated hybrid attacks at the EU's external border, including the instrumentalisation of migrants, in complicity with Russia for political purposes.To address those violations, the EU has implemented several rounds of targeted sanctions, both individual and sectoral, aimed at holding accountable those responsible for repression and human rights abuses.

Honourable Members, in line with the EU's gradual approach, the EU stands ready to take further restrictive and targeted measures as long as the Belarusian authorities continue this action. In addition to sanctions, the EU continues to provide meaningful support to Belarusian civil society, independent media and human rights defenders. The EU supports and commends the efforts of the Belarusian democratic forces and civil society. Sviatlana Tsikhanouskaya will meet with EU foreign ministers ahead of the Foreign Affairs Council on Sunday, the same day as the so-called presidential election in Belarus. This meeting will provide an opportunity to send a clear message of solidarity to Belarusian people who strive for a free, democratic, sovereign and independent Belarus as a part of the European family.

The European Union remains united in its determination to stand alongside the Belarusian people in their fight for freedom. We will persist in applying pressure on the regime while supporting those working towards a better future for Belarus.

Andrius Kubilius, Member of the Commission. – MrPresident, dear colleagues, dear honourable Members of the European Ϸվ, for me, it's the first time to come back here to this position in a new capacity, so it's emotional, but of course, it's also very close to my heart to speak about the situation in Belarus.

The ongoing repression, arbitrary detentions and widespread human rights violations, as well as restrictions on any genuine political participation and lack of credible opposition candidates, clearly do not provide the context for free and fair elections in Belarus. The so-called presidential elections on 26January are not an exercise in democracy, but rather a facade orchestrated by the Lukashenka regime to cling to power. The regime decision not to timely invite the OSCE's Office for Democratic Institutions and Human Rights to observe the elections, in full contradiction with its international commitments, is yet another proof of the total absence of credibility of the electoral process in Belarus.

Honourable Members, the situation in Belarus is alarming. More than 1200 political prisoners still remain behind bars in appalling conditions, with many of them being denied any contact with the outside world. Many brave individuals who dared to dream of a free Belarus have been silenced, exiled or forced into hiding. Civil society organisations and independent media have all been dismantled. Since the fraudulent elections of August 2020, tens of thousands of Belarusians have faced brutal repression, arbitrary arrests, torture and even death. Belarusians have seen their dictator becoming the accomplice in a war that they do not support, gradually giving up the country's sovereignty, prosperity and identity under the pressure of Russia.

In response, the European Union has taken decisive measures to isolate the regime and support Belarusian people. In December, we adopted the latest package of sanctions on Belarus, targeting those responsible for human rights violations against the Belarusian people.

The EU has also continued to raise awareness on the situation of political prisoners and urge their immediate and unconditional release. We are standing together with the suffering heroes of the Belarusian fight for democracy, Siarhei Tsikhanouski, Maria Kalesnikava, Viktar Babaryka, Andrzej Poczobut and Ales Bialiatski, and hundreds of others.

Last year, the European Union launched a dedicated dialogue with democratic forces and Belarusian civil society, led by Sviatlana Tsikhanouskaya. We have opened doors to Belarusians fleeing persecution. Over 400000 now live in the European Union. We are supporting efforts to achieve justice, leading the work on resolutions at the Human Rights Council, and we are supporting the International Accountability Platform for Belarus.

In December, we have reaffirmed our commitment with a new contribution of EUR30 million for the people of Belarus. This brings our overall support to EUR170 million since 2020, and when Belarus will embark on a democratic transition, the European Union stands ready to provide support to stabilise its economy and reform its institutions, through a comprehensive plan of economic support of up to EUR3 billion. Through the Belarus Days organised in December, the European Union has sent a powerful message of support to the Belarusian people and their democratic aspirations.

Honourable Members, we will continue to be united and determined in exercising pressure on the regime and demanding justice for the crimes committed. We will also continue our solidarity with Belarusian society, including by welcoming Belarusian citizens, especially youth and students, to the European Union. We will work together with the European Ϸվ and other public and non-governmental organisations to help the people of Belarus realise their rightful place as a free and democratic nation in a peaceful Europe.

Ondřej Kolář, on behalf of the PPE Group. – Mr President, ladies and gentlemen, dear colleagues, four years ago, Aliaksandr Lukashenka stole the election from the Belarusian people and proclaimed himself a president for the sixth time. Since then, the repressions against his own people have hardened. The regime brutally suppressed all protests. Freedoms which we enjoy and are used to in our society simply ceased to exist in Belarus.

Many of Lukashenka's opponents had to leave the country. Those who didn't ended up behind bars, tortured and deprived of their basic rights. Some have even disappeared. Lukashenka has made Belarus a puppet state completely in the hands of Russia's barbaric regime, which abuses Belarus in many ways, including its brutal war against Ukraine and hybrid pressure on the European Union.

And I am more than sure that Lukashenka will steal the election – if we may call it so – again this week. We all know that, yet we have been unable to find ways how to counter this. We've been unable to find ways how to help those Belarusians who want to live in freedom. And we need to change that.

We must impose effective sanctions on the Belarusian regime and companies, and prevent their circumvention, we must find effective visa policies that would help those who are unsafe in Belarus, and much more. Please let the tabled resolution be a guidebook on what needs to be done.

Tobias Cremer, on behalf of the S&D Group. – Mr President, dear colleagues, imagine a country where a strongman was about to enter his fourth decade of absolute rule while grooming his own son to become his successor. To be honest, to me this sounds much more like a medieval monarchy than 21st century Europe. But here we are.

Aleksander Lukashenka, widely known as Europe's last dictator – at least until Putin vied for that title – is now preparing for another sham election to secure his seventh term in office. But let's be clear: this is no election worthy of its name. Instead, with unparalleled suppression, with arbitrary imprisonment of political opponents and with an oligarchic regime that makes theAncien Régime look almost progressive, Lukashenka is dragging his country further back into the dark ages.

Yet there is one key weakness. Whereas medieval kings could have invoked the divine to justify their rule, Lukashenka has nothing but Vladimir Putin. Already at the last election in 2021, a majority of Belarusians defied the repressions, defied disinformation and voted for Sviatlana Tsikhanouskaya as their President. They took to the streets in their tens of thousands to fight for their European future, and it was only thanks to Putin's tanks that Lukashenko could cling on to power. This is why today both Lukashenko and Putin are terrified of the Belarusian people, and they are right to be so, because no propaganda, no intimidation and no gun barrel can extinguish the Belarusian people's thirst for freedom.

And this is why we have this resolution here. This is why we show our solidarity. This is why we call for the immediate and unconditional release of all 1250 political prisoners, and, finally, for free and fair elections. Because, colleagues, Belarusians are not the Kremlin's serfs; Belarusians are a proud European people and their rightful place is here among us, the free societies of Europe, and in the 21st century.

Małgorzata Gosiewska, w imieniu grupy ECR. – Panie Przewodniczący! Szanowni Państwo! Antywybory organizowane przez reżim Łukaszenki to cyniczna farsa, która ma na celu wzmocnienie jego władzy. Europa nie może być bierna. Musimy działać zdecydowanie i wysyłać jasny komunikat. Nie będziemy tolerować reżimu, który depcze prawa człowieka i podstawowe wartości demokratyczne.

Po pierwsze, powinniśmy rozmawiać z reżimem językiem ultimatum. Koniec półśrodków, koniec kompromisów. Sankcje powinny być skierowane do kluczowych sektorów gospodarki, które wspierają reżim: eksport nawozów, produktów naftowych i innych zasobów. Powinny również objąć firmy europejskie działające na Białorusi. Mamy takie. Odetnijmy też reżim od międzynarodowych transakcji finansowych. Równocześnie musimy zawiesić nad Łukaszenką i jego otoczeniem miecz Damoklesa, Międzynarodowego Trybunału Karnego. To, co się dzieje na Białorusi, to nie tylko naruszanie praw człowieka, to zbrodnie przeciw ludzkości.

Po drugie, musimy wesprzeć siły demokratyczne, które są prawdziwymi reprezentantami narodu białoruskiego. Współpraca z nimi to nie tylko kwestia moralna, ale i strategiczna. To pokazanie, że Europa wspiera tych, którzy walczą o wolność i godność. Musimy jasno oddzielić reżim od narodu. Łukaszenka nie jest Białorusią, a jego reżim nie reprezentuje jej obywateli.

Szanowni Państwo! Europa musi być bastionem demokracji i obrońcą praw człowieka. Jeśli zignorujemy cierpienie Białorusinów, zdradzimy wartości, na których zbudowany jest cywilizowany świat. Żywie Biełaruś!

Helmut Brandstätter, on behalf of the Renew Group. – Mr President, dear colleagues, it's 31 years that this dictator, this ruthless dictator, imprisons and tortures his opponents. He brutally represses the public and hands over his country to the Kremlin. By the way, it's interesting there are no Patriots here, no Patriots speaking. Why? Because they are Putin's propagandists. They wouldn't be critical to Lukashenka because they are all in one camp. It's not a patriotic camp. It's a camp against Europe.

It's hard for us, for Europeans, to imagine what is really happening in Belarus. But it's a terrible reality every day for these people. They are fellow Europeans. They deserve what we have – a free country, freedom. Every vote counts, and now Lukashenka wants to steal another election. But he's not a president. He's illegitimate. He's a criminal, and he belongs at a tribunal.

We are on the side of the freedom‑loving people in Belarus, of the strong opposition, the Belarusian democratic forces, and with MsTsikhanouskaya, who was here with us. We will work together. She's very optimistic. I can only say Zhyve Belarus!

Mārtiņš Staķis, on behalf of the Verts/ALE Group. – MrPresident,Commissioner, colleagues every day 1500 political prisoners in Belarus – teachers, students, journalists, parents, wake up in the cells not for crimes, but for daring to dream of freedom. Among them Dzmitry Kuchuk, leader of the dissolved Belarusian Green Party, sentenced for six years in prison simply for standing up for his beliefs.

Since the stolen elections of 2020, the Lukashenka regime has turned Belarus into a prison, crushing dissent with torture, blackmail and fear. Here's what we must do: hit the regime where it hurts and target Belarus' lifeline, its economy. Sanction potash, oil and other key exports, close every loophole that fills Lukashenka's coffers, crush enablers and hold these cronies accountable, freeze their assets, deny them visas, and support the Belarusian people – fund independent media, human rights defenders and activists, and support the families of political prisoners. Europe must fund humanitarian aid and offer asylum to families who flee persecution. If we fail to act decisively, we send a green light to every dictator watching. Please support this resolution – and Zhyve Belarus.

Jonas Sjöstedt, för The Left gruppen. – Herr talman! Kollegor! Den 26 januari går Belarus till val. Valet sker mot bakgrund av en våldsam repression i landet. I belarusiska fängelser sitter ledande företrädare för oppositionen fängslade, andra är i landsflykt.

Belarus saknar fria medier och mötes- och organisationsfrihet. Förutsättningarna för fria val saknas helt. Lukasjenko, landets de facto diktator, vet att han inte skulle vinna ett fritt och rättvist val.

Den belarusiska oppositionen fortsätter sitt modiga arbete för demokrati och för att landet inte ska slukas av Ryssland. Det är oppositionen som är hoppet om frihet och demokrati, aktivisterna i människorättsorganisationen Viasna, de som organiserar fria fackföreningar, de som sitter i fängelse för att de kräver verkliga fria val.Det är de som bär på löftet om en bättre framtid för Belarus.

Baltarusija jau virš 30 metų valdoma autokratinio, sovietinio stiliaus Aleksandro Lukašenkos režimo. Jeigu prieš 2020 m. rinkimus daug žmonių tikėjo, kad Baltarusijoje pagaliau ateis permainų vėjai, tai šių metų sausio 26 d. parodomieji rinkimai, deja, nieko nežada naujo. Visiškai užgniaužęs bet kokią opoziciją ir bet kokią nepriklausomą mintį, režimas taip bando save ir vėl tiktai įtikinti, legitimizuoti. Nemanau, kad Lukašenkos režimas yra toks stiprus, kaip gali atrodyti iš išorės. Jis laikosi tik Rusijos subsidijų pagalba. Jis yra kaip milžinas molinėmis kojomis, kurios gali bet kuriuo metu subyrėti. Faktiškai Baltarusija yra perleidusi savo suverenitetą Rusijai, todėl tie mechanizmai, kuriuos dabar tvirtiname, sankcijos, visa kita, manau, vienu ar kitu metu suveiks. Tačiau manau, kad tiesiausias ir greičiausias kelias padėti Baltarusijai – didinti visapusišką įtaką Baltarusijos visuomenei, palaikyti ir paremti nevyriausybinį sektorių ir opoziciją ir dėti pastangas išlaisvinti Baltarusijos politinius kalinius. Neatmesčiau ir kalinių diplomatiniu būdu pasikeitimo, kaip buvo padaryta su Putino režimu. Tokia versija būtų... (posėdžio pirmininkas iš kalbėtojo atima žodį)

Michał Kobosko (Renew). – Panie Przewodniczący! Szanowni Państwo! Cieszę się, że także moja inicjatywa, by poważnie porozmawiać na temat Białorusi na sesji plenarnej, została przyjęta. Unia Europejska musi dziś jasno zadeklarować, że te tak zwane wybory nie będą uznane przez społeczność międzynarodową. Żadna decyzja podejmowana w cieniu represji, przemocy i fałszerstw nie może być uznana za wolę narodu. Nie musimy czekać do wyniku wyborów, od początku nie mają nic wspólnego z demokracją.

Rozwiązaniem nie jest jednak oczekiwanie na odejście, na śmierć Łukaszenki czy Putina. To nie rozwiąże problemu. Musimy działać wspierając białoruską opozycję, niezależne media, takie jak telewizja Biełsat, oraz młode pokolenie Białorusinów marzące o demokracji. Myśleć o zrębach przyszłego państwa prawa na Białorusi.

I ostatnia rzecz. Białorusini patrzą na Ukraińców, czerpiąc z nich przykład. Każdy sukces Ukrainy jest nadzieją dla Białorusi. Białoruś, tak jak Ukraina, nie jest skazana na Rosję. To, że jest to możliwe historycznie, pokazał przykład Polski. Nie możemy być tylko obserwatorami. Sankcje muszą działać, a nasza solidarność musi być jasno i twardo wyrażona.Żywie Biełaruś!

Leila Chaibi (The Left). – Monsieur le Président, chers collègues, je veux vous parler d’AleksandrIarochouk, un syndicaliste emprisonné en Biélorussie. Son seul crime est de s’opposer pacifiquement au régime de Loukachenko. En prison, Aleksandr n’a le droit de voir sa femme qu’une fois par an. Il ne sort de sa cellule que quelques jours, quelques minutes par jour. En tant qu’ennemi du régime, sa sentence peut être étendue sans aucune raison. En Biélorussie, on sait quand on rentre en prison, mais on ne sait pas quand on en sort.

C’est Maksim Pazniakou, un syndicaliste en exil, qui m’a raconté tout cela. Il m’a raconté la manière dont le régime écrasait la voix des travailleurs, dans un pays où les syndicats indépendants sont interdits depuis2022. Vous n’avez pas le choix: soit vous signez pour le seul syndicat autorisé, marionnette politique de Loukachenko, soit vous acceptez de vivre dans la terreur et l’oppression.

Pour Aleksandr, Maksim et pour tous les autres, l’Europe doit réagir. Chers collègues, il est urgent de prendre des sanctions contre la Fédération des syndicats de Biélorussie et, d’abord, d’exiger la libération des 1200prisonniers politiques. La Biélorussie libre nous regarde. Soyons au rendez-vous!

Νικόλαος Αναδιώτης (NI). – Κύριε Πρόεδρε, εύχομαι καλή και ευλογημένη χρονιά. Εκφράζουμε φυσικά την αλληλεγγύη μας προς τον λαό της Λευκορωσίας στην πορεία του για τη διεκδίκηση των δημοκρατικών ελευθεριών του. Καταδικάζουμε κάθε προσπάθεια του καθεστώτος Λουκασένκο για νοθεία της εκλογικής διαδικασίας μέσω αποκλεισμών και απαγορεύσεων πολιτικών αντιπάλων. Όμως οι ευρωπαϊκοί θεσμοί δεν αντέδρασαν στην αντιδημοκρατική, παράλογη ακύρωση των προεδρικών εκλογών στη Ρουμανία. Δεν σεβάστηκαν το δημοκρατικό εκλογικό αποτέλεσμα στη Γεωργία ούτε τις επιθυμίες του γεωργιανού λαού. Δεν εφαρμόζουν κυρώσεις εναντίον της Τουρκίας ανάλογες με αυτές που πρέπει να επιβάλλουν στη Λευκορωσία. Η Ευρωπαϊκή Ένωση αντιδρά για τη Λευκορωσία, όμως δεν συγκινείται, όπως φαίνεται, στον ίδιο βαθμό από τις χιλιάδες διώξεις και φυλακίσεις τούρκων και κούρδων αντιφρονούντων, δημοσιογράφων και πολιτικών από το καθεστώς Ερντογάν. Η Ευρωπαϊκή Ένωση δεν ανησυχεί και δεν συγκινείται από την επεκτατική πολιτική της Τουρκίας εναντίον δύο κρατών μελών —της κατεχόμενης Κύπρου και της απειλούμενης με casus belli Ελλάδας.

David McAllister (PPE). – Mr President, dear Commissioner Kubilius, ladies and gentlemen, as a number of speakers previously have already pointed out, it is actually for the seventh time that Belarus is staging the ritual of electing MrLukashenka as President, in a climate of fear and repression against free media, civil society and genuine opposition. Over 1300 political prisoners– including nearly all of Lukashenka's former rivals – remain imprisoned for challenging the fraudulent 2020 elections. Opposition has been eradicated and Belarusians abroad have been robbed of their voting rights.

And still, hope is not lost. Belarusian democratic forces, led by Sviatlana Tsikhanouskaya, continue their tireless fight for freedom. I recall her words in this House: 'the EU, from Lisbon to Minsk, is a nightmare for Putin, but for us it's a reality we strive to live in'.

The European Union needs to act as a multiplier of these efforts. On the one hand, we will financially and politically support the democratic forces. On the other hand, we will put Lukashenka and his henchmen under even stricter sanctions by mirroring those adopted against Russia.

Francisco Assis (S&D). – Senhor Presidente, Senhor Comissário, o regime bielorrusso é um regime fantoche que se presta a servir, de forma canina, a narrativa imperialista de Putin. Daqui a uns dias, realizar-se-á uma nova farsa eleitoral para que o ditador Lukashenko se perpetue no poder.

A União Europeia não pode deixar o mundo esquecer os opositores políticos que enchem as prisões da Bielorrússia, a começar por Mikalai Khilo, detido há quase um ano sob a acusação de ter insultado o ditador. Este funcionário da delegação da União Europeia na Bielorrússia foi, há dias, condenado a quatro anos de cadeia. Ele continua a ser funcionário da União Europeia. É preciso apoiá-lo, bem como à sua família. É preciso que a sua prisão tenha consequências.

A oposição tem apelado a que a população se revolte. Nas eleições de 2020, o povo foi para as ruas exprimir a sua revolta e o regime tremeu, mas a repressão violenta apoiada pela Rússia levou a melhor. O regime de Lukashenko não existe fora da sua osmose com o regime de Putin.

E, por isso mesmo, enfraquecer Putin é enfraquecer, irremediavelmente, Lukashenko e criar uma oportunidade para os bielorrussos se livrarem desta terrível ditadura.

Gheorghe Piperea (ECR). – Domnule președinte, pe bună dreptate, regimurile politice din Venezuela, Rusia și China, bineînțeles și Belarus, sunt de condamnat. Sunt de condamnat pentru că sunt totalitare. Considerăm șefii acestor state, dictatori eternizați la putere. Premiem dizidenții care li se opun. Însă în UE dizidenții sunt ștampilați extremiști și ținuți la distanță de procesele decizionale prin cordonul sanitar.

În Uniunea Europeană anulăm alegerile dacă nu ne convine rezultatul pe baza probelor de la serviciile secrete și ne prefacem apoi că în acest fel apărăm democrația și libertatea. Cum ne face asta diferiți de regimurile lui Lukașenko și Maduro? Din fericire, poporul a perceput minciuna. Peste 100000 de oameni au manifestat pe străzile Bucureștilor în data de 12 ianuarie, cerând democrație și libertate.

Democrația nu este un privilegiu, este un drept. Uniunea Europeană va pierde încrederea cetățenilor și a lumii dacă va continua șarada scutului democratic european. Nu vom permite asta!

Per Clausen (The Left). – Hr. formand! Belarus' despotiske leder, Aleksandr Lukasjenko, gør sig på søndag klar til endnu engang at stjæle et valg. I cirka 30 år har han med hård hånd styret Belarus, og selvom der har været flere valg, har ingen været fri eller fair, og på søndag bliver det en gentagelse. Vi så i 2020, hvordan opposition, civilsamfund og pressen - alle, der turde sige ham imod - risikerer at ende som politiske fanger. Det er derfor vigtigt, at vi støtter oppositionen i Belarus. Det handler om at støtte de mennesker, der kæmper for lønmodtagerrettigheder, dem, der kæmper for frie fagforeninger. Det er ting, som massivt undertrykkes. Det handler også om kvinde- og LGBT+-rettigheder, som undertrykkes, som de gør alle steder, hvor den ekstreme højrefløj har magten. Det er også vigtigt at støtte den kamp. Vi skal give asyl til de desertører, der kommer fra Belarus, fordi de frygter at blive en del af Ruslands krig mod Ukraine. Kort og godt. Vi har sagt mange ting. Nu er tiden kommet til handling.

Milan Mazurek (NI). – Vážený pán predsedajúci, ste už pre celý svet naozaj smiešni. Možno to ešte nevidíte, ale už nikto neberie Európsku úniu vo svete vážne. A kto by aj mohol brať Európsku úniu, ktorá celý svet neustále poúča prakticky o všetkom, vážne v stave, kedy nie je schopná vyriešiť si svoje vlastné základné problémy. Tu riešime Bielorusko. Potom idete poúčať Rusko, chcete poúčať dokonca Donalda Trumpa a Spojené štáty americké. Vyhrážate sa tu Muskovi, vyhrážate sa tu Zuckerbergovi, chcete celý svet donútiť, aby vás počúval a rešpektoval, a pritom sa z vás už každý otvorene smeje. And while there is large public focus on Russia's war of aggression against Ukraine, or the manipulated elections in Georgia, or Russia's unsuccessful attempts to turn the majorities around in Moldova, we need to keep the Belarus dictatorship on the agenda and support the legitimate representatives like Sviatlana Tsikhanouskaya.

In our resolution, we have enumerated some of the more than a thousand inmates, and I have been the political godfather for many years of Pavel Seviarynets, who is innocent and who is in prison– one of those who are active in democratic parties.

I call on the Council and the Commission, please check on the on the agenda of sanctions where Belarus serves as an escape route for sanctions against Russia. There are issues where we have not imposed sanctions on Belarus, so goods are sent to Belarus and further transported to Russia. I think civilian trucks is one of these examples, so please have a look where we can close this gap where it exists.

Twarz wolnych ludzi pragnących demokracji i niepodległości dla swojego kraju. 5 lat temu Białorusini w wyborach powiedzielinie dyktaturze Łukaszenki, ale te wybory zostały im ukradzione. Łukaszenka sfałszował wybory. Setki tysięcy ludzi wyszło wtedy w proteście na ulice Mińska. Te protesty zostały przez reżim krwawo stłumione, a białoruskie więzienia zapełniły się tysiącami więźniów politycznych. Wielu z nich przebywa za kratami do dziś. Nie wolno nam o nich zapomnieć. Nie wolno nam zapomnieć o laureacie Pokojowej Nagrody Nobla Alesiu Bialackim, o Andrzeju Poczobucie, o Maryi Kalesnikawie i o tysiącach innych represjonowanych.

Za kilka dni Łukaszenka ogłosi swą reelekcję. Tego ponurego widowiska, jakie odbędzie się 26 stycznia na Białorusi, nie można nazwać wyborami. Jednak słowa potępienia wobec reżimu nie są już wystarczające. Europa nie może być tak beznadziejnie bezradna. Należy zdecydowanie zaostrzyć sankcje wobec Białorusi. Do Unii ciągle trafiają towary z Białorusi, na przykład nawozy. Jakikolwiek handel z Białorusią wzmacnia finansowo brutalną dyktaturę. Czas z tym skończyć.

Rasa Juknevičienė (PPE). – Mr President, dear colleagues, the Belarusian nation has deep European roots. Russia enslaved this nation back in the Tsarist era, when it annexed most of the Polish-Lithuanian Commonwealth. We Poles, Lithuanians and Belarusians commemorate the heroes of the uprisings against Tsarist Russia together. They are the pride of our common history.

Let's make no mistake: Belarus is not Russia. The Kremlin would very much like the Belarusian nation to disappear completely so that Belarus would not remain on the map of Europe. Belarus, ruled by the dictator Lukashenka today is the result of the colonial, imperial policy of Russia. Our interest is a democratic Belarus. Therefore, we must support by all means the tireless struggle of Sviatlana Tsikhanouskaya and her supporters for the European future of their state.

En écrasant, en emprisonnant ceux qui s’opposaient à lui, il a réussi à se maintenir au pouvoir, dans la plus pure tradition des régimes autoritaires: absence d’état de droit, absence de libertés et prévalence absolue de la force. La situation n’a en rien changé. Il continue d’emprisonner ceux qui ont encore le courage de s’opposer à lui, et cela à la veille de nouvelles «élections», ou prétendues telles.

Cela, nous ne devons cesser de le dénoncer, de même que nous devons nous rappeler que Loukachenko est un dictateur qui, en tant que fidèle allié de la Russie, seconde VladimirPoutine dans sa guerre indigne contre l’Ukraine. Pour le peuple biélorusse, mais également pour nous-mêmes, nous devons dénoncer les violations des droits de l’homme qui en cours en Biélorussie et activement combattre la guerre hybride menée par Minsk –et, à travers elle, par Moscou– contre l’Union européenne, dont la forme la plus ignoble est assurément l’utilisation d’êtres humains, de migrants amenés à nos frontières dans le but de déstabiliser notre Union.

Restons unis, défendons la démocratie à l’intérieur comme à l’extérieur de notre Union, de tout cœur avec SviatlanaTsikhanouskaïa et toutes les forces démocratiques de la Biélorussie!

Niestety reżim białoruski to autorytarna dyktatura, państwo, gdzie wykonywana jest kara śmierci, a naród białoruski jest zakładnikiem w rękach uzurpatora Łukaszenki. Obecnie według informacji stowarzyszenia „Wiasna” w więzieniach, aresztach przetrzymywanych jest 1254 więźniów politycznych. Wielu z nich to uczestnicy protestów z 2020 r. po sfałszowanych wyborach prezydenckich. Ale wśród tych więźniów jest również Andrzej Poczobut. Andrzej Poczobut, o którym polska delegacja zawsze będzie mówić, przypominać, został uwięziony za fikcyjne zarzuty i cały czas jest przetrzymywany. Jest Polakiem, jest Białorusinem.

Unia Europejska stoi na straży wartości i musi stać na straży tych wartości - to podstawowe zadanie. Chcemy jeszcze wyraźnie jedną rzecz powiedzieć. Nikt w tej sali, nikt w Europie, polska prezydencja nie uznamy tzw. wyborów prezydenckich, które Łukaszenka i jego reżim organizuje w najbliższy weekend. Reżim Łukaszenki to również kolaborant Putina. O tym pamiętajmy. Żywie Biełaruś!

Russifikaatio eteni. Putinin suunnitelma eri heimojen, Venäjän heimojen, yhdistämisestä oli selkeästi liikkeessä silloin, kun me vielä haaveilimme Valko-Venäjän demokraattisesta tulevaisuudesta.

Venäjän rooli on vähän samantapainen kuin Ukrainassa, mutta keinovalikoima on erilainen. Tomas Tobé (PPE). – MrPresident, Commissioner, when the Soviet Union collapsed in the early 1990s, there was hope for millions of people who had suffered for decades under communist dictatorship and oppression. We were right to be hopeful. Just look at the Baltic states: prosperous democracies, and a proud part of the European family today. However, as we all know, freedom is not yet won everywhere. Therefore, we must stand with the people of Ukraine, Moldova, Georgia and, of course, Belarus, in their pursuit of democracy.

Not in this fake election, but one day Lukashenka's regime will answer for its crime. I will continue to hope until the white, red and white flag once again flies over Minsk.

Reinhold Lopatka (PPE). – MrPresident, dear Commissioner, dear colleagues, the people of Belarus have faced brutal repression for years from Lukashenka's regime, and therefore it is our obligation to keep this issue on our agenda.

The August 2020 elections were rigged and were followed by violence aimed at silencing civil society, and therefore we have to support civil society in Belorussia in their struggle for democracy. I think this is one of the biggest crises in our neighbourhood, and we have to condemn all politically‑motivated arrests and violence against activists, and all forms of repression.

Free and fair elections overseen by the OSCE, the Council of Europe and other international organisations are crucial for restoring democracy, and the so-called presidential elections on the 26January, next weekend, are not free and fair – they are a farce, like Sviatlana Tsikhanouskaya said, a real farce.

Miriam Lexmann (PPE). – Vážený pán predsedajúci, za 30 rokov Lukašenkovej vlády boli tisíce a tisíce ľudí nezákonne odsúdených, väznených, mučených a dokonca aj zmiznutých. Žiaľ, aj mnohí moji priatelia vrátane lídra bieloruských kresťanských demokratov Pavla Severinca sedia vo väzení len preto, že túžia po slobode. Lukašenko sa podieľa na zločinoch Putinovho režimu, snaží sa oslabiť Európsku úniu inštrumentalizáciou migrácie, ale slúži aj ako komplic pri zločinoch, ako je násilné odvlečenie detí z Ukrajiny do takzvaných bieloruských rekreačných táborov. Jednou zposledných bášt odporu voči autoritárskemu režimu predstavujú cirkvi. A práve na tie sa momentálne diktátor Lukašenko zameral. Preto by som z tohto miesta chcela odsúdiť jeho útok na všetky cirkvi a náboženské spoločenstvá, ktoré sa momentálne vďaka novému zákonu v Bielorusku dejú. Už o pár dní budeme svedkami takzvanej špeciálnej volebnej operácie, pri ktorej sa Lukašenko stane už siedmykrát samozvaným prezidentom. Už teraz však vieme, že tieto voľby nebudú slobodné, a nebudeme ich výsledok môcť uznať. Apreto musíme rozmýšľať nad tým, ako sprísniť sankcie voči Bielorusku a ako podporiť viac opozíciu, ktorá stojí na strane slobody ademokracie.

I 30 år – i 30 år – har han hakat sig fast vid makten genom att begå systematiska övergrepp mot mänskliga rättigheter, genom att fängsla journalister och oppositionella. Han har gång på gång stulit presidentvalet, och nu är det dags att EU sätter hårt mot hårt, för det är Svjatlana Tsichanouskaja som är den rättmätiga presidenten i Belarus.

Vi måste ha hårdare sanktioner mot Belarus. Lukasjenka måste ställas till svars för sina övergrepp och våldet mot sin egen befolkning och för sin inblandning i Rysslands krig mot Ukraina.

Putinkramare och diktatorer har ingen plats i Europa, och friheten måste försvaras varje dag. Det är vårt ansvar för det belarusiska folkets kamp för frihet.

Mie mi se pare inacceptabil, și ca avocat, și ca europarlamentar, și ca fost parlamentar, senator, în România, să văd cum un conglomerat de țări, o organizație care pare mai mult de tip privat, își permite să intre în fiecare țară și să-și aroge dreptul de a face ordine.

De unde aveți dumneavoastră acest drept? Nu vă place Putin, nu vă place Trump, nu vă place Lukașenko. Nici nouă nu ne place Ursula von der Leyen, care comandă, împreună cu toată Comisia Europeană, să se implice în alegerile din România.

Deci, acuzați Belarus de ceea ce voi ați făcut în România și ați anulat alegerile, iar mie mi-ați interzis să candidez pentru că nu vă place ce vorbesc? Atenție, cu ce măsură judecați, cu aceeași veți fi judecați!

We should all be grateful, us Poles, Belarusians, Lithuanians, for our great common heritage that we share, the heritage of the great Polish-Lithuanian Commonwealth. And we should certainly never take part in such hours of hatred against anybody, especially each other.

So, I strongly condemn – yes, I condemn – this language of hatred, this language of contempt, this offensive language. I strongly condemn what you do here. You don't want to make business with your neighbours? Then don't! But if you really want to change this world for the better, you should do business instead of instigating the overthrowing of governments, presidents all over the world. This is shameful. God bless Belarus!

Andrius Kubilius, Member of the Commission. – Mr President, dear colleagues, let me say a few words in conclusion. First of all, we need to remember that Belarus is in the geographical centre of Europe and in the close neighbourhood of several members of the European Union, including Lithuania, Poland and other countries. That is why we want Belarusian people to have the possibility to enjoy the same freedoms as we are enjoying now. And we would like to behave like previous generations of European politicians who wanted that we – Lithuanians, Poles, Romanians, Slovaks – also would have possibility to enjoy freedoms when we had no such a possibility.

The Belarusian people are fighting a battle for freedom. They deserve our solidarity, not only in words but in actions. Their struggle is our struggle for human dignity, democracy and peace. Once again today, we call on the regime to stop the repression; to stop its complicity in Russia's war of aggression against Ukraine; to release all political prisoners; and to allow the Belarusian people to freely realise their right to democratically elect their leaders of their country and to make a democratic decision on the geopolitical direction of their country.

The European Union will stand firm in all its commitments, and we will continue to support those who courageously fight for democracy and justice.

Adam Bielan (ECR), in writing. – The situation in Belarus has been increasingly worsening. We all remember the rigged elections and the subsequent demonstrations that took place in 2020. Since then, the world has been profoundly impacted by the deterioration of human rights in the region,ranging from forced exiles, deliberate repression of religious freedom, political opposition and overall of Belarusian citizens and the creeping isolationism plaguing Belarus.

Belarus has become a jail, whose wardens are nobody but Mr. Lukashenka, Putin’s puppet. But the situation’s outcome is felt across borders: migration has now been weaponised, and it is evident now that we need a common and more structured response to protect our Eastern flank.

In this context, we urge our European institutions and all Member States to jointly determine solutions to hold Lukashenka’s regime accountable for its crimes and to support Belarusian civil society both within the country and in exile.

Τα τελευταία χρόνια παρατηρούμε μια ανησυχητική πολιτική επιλογή της ΕΕ: τη μη αναγνώριση αποτελεσμάτων εκλογικών διαδικασιών σε τρίτες χώρες, όπως πρόσφατα στη Γεωργία, τη Λευκορωσία και τη Βενεζουέλα. Ακόμη και όταν οι παρατηρητές του Ευρωπαϊκού Κοινοβουλίου καταγράφουν προβλήματα που δεν αλλοιώνουν το αποτέλεσμα, η ΕΕ συχνά καταφεύγει στην αμφισβήτησή τους. Αυτή η στάση υπονομεύει τις ίδιες τις δημοκρατικές αρχές που πρεσβεύει.

Είναι ανεπίτρεπτο να απορρίπτεται η βούληση των λαών, ειδικά όταν το αποτέλεσμα δεν εξυπηρετεί τα ευρωπαϊκά συμφέροντα. Παραδείγματα όπως τα δημοψηφίσματα για το Ευρωσύνταγμα σε Γαλλία και Ολλανδία, ο εξαναγκασμός της Ιρλανδίας σε δεύτερο δημοψήφισμα για τη Συνθήκη της Λισαβόνας, οι απειλές κατά της Ελλάδας στο δημοψήφισμα του 2015 και οι πιέσεις στο Brexit, φανερώνουν την ασυνέπεια της ΕΕ. Την ίδια στιγμή, η Ένωση διατηρεί «business as usual» σχέσεις με μονάρχες που παραβιάζουν θεμελιώδη δικαιώματα.

Αντί να παρεμβαίνει με πολιτικές σκοπιμότητες, η ΕΕ οφείλει να προωθεί τη δημοκρατία με διάλογο, συνεργασία και ενίσχυση θεσμών. Μόνο με σεβασμό στη λαϊκή κυριαρχία μπορούμε να ενισχύσουμε την εμπιστοσύνη στους θεσμούς και να προωθήσουμε την ειρήνη παγκοσμίως.

We need to put this weekend’s fake presidential “elections” in Belarus in a wider context.

Belarus is increasingly aligning itself with authoritarian regimes such as Russia, China, Iran, and North Korea, becoming part of an emerging global Axis of Aggression. The ongoing repression of Belarusian citizens, coupled with full support for Russia’s military aggression against Ukraine, imply that the Belarusian regime must be held accountable in the same manner as Russia.

However, the EU restrictive measures against Belarus apply only to almost 300 individuals and 40 entities.

We seem also not to be serious on the regime’s accountability for crimes against humanity and aggression. There is only one investigation of the crimes against humanity invoked in Lithuania on the basis of universal jurisdiction, with no concrete results to show, and a single referral to the ICC by Lithuania, and no real discussions on the establishment of a special tribunal.

I do not see any reason for our inaction that, in fact, is detrimental to our solidarity with the Belarusian people.
