With the agreement of the political groups, I wish to put to the House the following proposals for changes to the final draft agenda.

On Monday, the sitting is extended until 23.00.

On Tuesday, the vote on the report by Ms Borzan on 鈥榚mpowering consumers for the green transition鈥� is postponed to the May part鈥攕ession. The statement by the High Representative on the situation in Peru is moved to the third item in the afternoon, after Question Time with the Commission, and will be followed by the report by Mr听Lewandowski on 鈥楪uidelines for the 2024 budget 鈥� Section III鈥�.

On Wednesday, the debate and the resolution under Rule 144 on Iran, the case of Bernard Phelan and the case of Toomaj Salehi are taken off the agenda.

If there are no objections, these changes are approved.

We will now move to the changes requested by the political groups, starting with Tuesday.

The EPP Group has requested that the Council and Commission statements on 鈥榯he need for EU solidarity towards Italy facing an emergency situation due to the increased flows of migrants鈥� be added as the second point in the morning after the key debate.

Das zeigt, wir haben eine Sondersituation. Italien hat einen Notstand ausgerufen, und das gibt keinen guten Ausblick auf das, was uns dieses Jahr im Sommer erwarten wird. Deswegen glauben wir, dass es jetzt wichtig ist, 眉ber die Situation dort zu diskutieren. Andere L盲nder der Europ盲ischen Union haben angeboten, Italien zu helfen und zu unterst眉tzen.

Bisher ist das aber nicht materialisiert worden, es ist nicht konkret geworden. Bisher liegen keine konkreten Vorschl盲ge vor. Dieser Mangel an Solidarit盲t, den wollen wir als EVP-Fraktion im Parlament diskutieren. Italien hilft 鈥� ich m枚chte ausdr眉cklich Danke sagen an die Menschen in Italien, dass sie helfen, dass es keine Blockade von H盲fen gibt听鈥�, die Italiener wollen unterst眉tzen, und deshalb ist Solidarit盲t jetzt notwendig. Eine Debatte ist 眉berf盲llig.

D鈥檃bord, je suis surpris parce que je ne sais pas si on va faire un d茅bat 脿 chaque fois que, Monsieur听Weber, vous ferez une interview dans le Corriere della Sera ou 脿 chaque fois que Mme听Meloni passera une commande au听PPE. Mais je suis aussi surpris que la gauche tombe dans le pi猫ge et fasse une contre-proposition au moment o霉 nous allons valider les mandats interinstitutionnels pour des n茅gociations s茅rieuses sur ce sujet.

La position de mon groupe, vous la connaissez tous: responsabilit茅 et solidarit茅. Mais la responsabilit茅, c鈥檈st d鈥檃bord d鈥檃rriver 脿 une n茅gociation sur ce texte pour r茅gler le sujet de l鈥檌mmigration en Europe.

Alors, pour ces raisons, Madame la Pr茅sidente, on pense que ces d茅bats ne sont pas bienvenus aujourd鈥檋ui dans l鈥檋茅micycle, que le temps est 脿 la n茅gociation interinstitutionnelle et 脿 r茅gler justement le sujet de l鈥檌mmigration en Europ茅ens. Et nous voterons donc contre les deux propositions de la gauche et de la droite.

Also for Tuesday, the ECR Group has requested that an oral question on 鈥榰njustified interference by the Commission in the chosen nature policy of a Member State鈥� be added as the fourth item in the afternoon after the debate on the guidelines for the 2024 budget.

听听Bert-Jan Ruissen, namens de ECR-Fractie. 鈥� Voorzitter, commissaris Sinkevi膷ius heeft onlangs Nederland een brief gestuurd die voor grote opschudding heeft gezorgd. In deze brief over het stikstofbeleid probeert de commissaris de Nederlandse boeren en onze hele economie doelen en jaartallen op te leggen die niet zijn verankerd in de Europese wetgeving. Dat is institutioneel gezien natuurlijk zeer aanvechtbaar. De Commissie heeft toe te zien op de naleving van wetgeving die hier door medewetgevers, Parlement en Raad, is vastgesteld, op de naleving van de habitatrichtlijn bijvoorbeeld. Maar zij mag daar geen eigen agenda aan toevoegen. Dat doet zij in dit geval dus wel. Als ECR-Fractie vinden wij daarom dat de Commissie tekst en uitleg hierover moet komen geven en daarom stellen wij voor om onze mondelinge vraag te agenderen, de mondelinge vraag Unjustified interference by the Commission in the chosen nature policy of a Member State.

听听Christine Schneider, im Namen der PPE-Fraktion. 鈥� Frau Pr盲sidentin! Im Namen der EVP-Fraktion m枚chte ich den vorgeschlagenen Titel der ECR f眉r die Debatte 盲ndern. Als EVP-Fraktion beantragen wir folgenden Titel: Commission Statement on the unjustified interference by the Commission in the chosen nature policy in Member States and the impact of the proposed Nature Restoration Law on food and energy security.

Wir als EVP-Fraktion unterst眉tzen keine Einzelaktionen gegen bestimmte Mitgliedstaaten. Ein einseitiges Fokussieren auf einen bestimmten Mitgliedstaat wie in dem Fall die Niederlande ist unverh盲ltnism盲脽ig und wenig zielf眉hrend. Die Naturschutzpolitik muss in allen Mitgliedstaaten daf眉r sorgen, dass Lebensmittelsicherheit und der Ausbau erneuerbarer Energien und die Energiesicherheit gew盲hrleistet bleiben. Und genau dies gef盲hrdet die Kommission aktuell durch ihre Vorschl盲ge im EU-Naturschutzpaket mit dem Gesetz zur Wiederherstellung der Natur und der Verordnung zur nachhaltigen Anwendung von Pflanzenschutzmitteln. Wir beantragen, dass die Abstimmung namentlich stattfindet.

听听Anja Hazekamp (The Left). 鈥� Voorzitter, Nederland is een van de kleinste landen van de Europese Unie en tegelijkertijd een van de meest veedichte landen van Europa: 3,8听miljoen koeien, 11,3听miljoen varkens, 98听miljoen kippen, honderdduizenden melkgeiten, schapen en konijnen. In totaal zijn dat 115听miljoen landbouwhuisdieren op dat hele kleine stukje aarde. Door de intensieve Nederlandse vee-industrie lukt het niet om dierenwelzijn te waarborgen en om de natuur te beschermen. Afgedwongen door de hoogste rechters gaat Nederland eindelijk maatregelen nemen om de natuur te beschermen. Maar een enorme lobby van de bio-industrie doet er alles aan om deze bescherming te saboteren. Ik roep mijn collega鈥檚 dan ook op om niet mee te gaan in de lobby van deze vee-industrie. Sta op voor natuurbescherming, sta op voor dierenwelzijn en stem tegen het verzoek van de EVP- en de ECR-Fractie.
