The amendment reads as follows: 鈥榃hereas there is a need for a comprehensive peace-building approach involving civilian specialists to implement practical measures for peace; whereas local and international NGOs perform crucial conflict prevention and peaceful conflict resolution activities, and it is of the utmost importance to make the most of their experience.鈥�
