IBMF, the Instrument for financial support for border management and visas

To support Member States in managing the EU’s common external borders, on 2 May 2018 the Commission adopted a proposal to set up an Integrated Border Management Fund (IBMF) in the context of the next multiannual financial framework (MFF) for 2021-2027. The IBMF would provide funding towards building and enhancing Member States’ capacities in the common visa policy area and in dealing with migratory challenges and potential future threats at external borders, but also in addressing serious cross-border crime and ensuring a high level of internal security within the EU. It will also reinforce cooperation between them and with the relevant Union agencies, such as the European Border and Coast Guard Agency (EBCGA).

The proposed IBMF includes two instruments - an instrument for financial support for border management and visa and an instrument for financial support for customs control equipment.

The instrument for financial support for border management and visas aims to contribute to an adequate distribution of EU financial resources to most affected Member States and assist them in building up sufficient capacity to address the challenges they are facing. Concerning third countries, measures would target support to enhance cooperation with them and to reinforce key aspects of their border surveillance and border management capabilities in areas of interest to the Union’s migration policy and Union’s security objectives.

Specifically, the instrument will maintain support for the functioning of the Special Transit Scheme implemented by Lithuania, compensating Lithuania for the transit visa fees it foregoes and additional costs it incurs as a result of the facilitated transit document (FTD) and facilitated rail transit document (FRTD) scheme, such as the costs of replacing and upgrading equipment and IT systems, and training and operational costs. It will also enable the purchase of multipurpose equipment for maritime surveillance, in order to maximise synergies in the area of maritime surveillance.

In addition, the proposal simplifies the instrument’s implementation by introducing a ‘single rule book’),through better guidance on the management and control systems and audit requirements, and by ensuring that the eligibility rules under shared management make full use of simplified cost options (SCOs).

It also aims maximise EU added value of the actions supported by the instrument and implement an improved monitoring and evaluation framework so as to strengthen the performance-based management of the funds.

In relation to other funding instruments, the instrument for financial support for border management and visas will operate in full synergy with the proposed Asylum and Migration Fund (AMF) that should support the work of national authorities in providing reception to asylum applicants and migrants on arrival on EU territory.  It would also work closely with the new Internal Security Fund (ISF) focusing on tackling terrorism and radicalisation, organised crime and cybercrime and assisting and protecting victims of crime.

The Council discussed the proposed IBMF between June and December 2018 and established a partial mandate for negotiations with the European 合法博彩网站 on 18 December 2018.

The Committee draft report on the instrument for financial support for border management and visas (rapporteur Tanja Fajon, S&D, Slovenia)) was voted by the LIBE Committee on 19 February 2019 and adopted by the EP plenary on 13 March 2019 (1st reading/single reading).

On 7 June 2019 the Council agreed, among others, on a partial general approach on the instrument for financial support for border management and visas to serve as a basis for future negotiations with the European 合法博彩网站. Its aim is to ensure a strong and effective integrated border management at the EU's external borders. On 9 October 2019, the LIBE Committee decided to open interinstitutional negotiations after the first reading in 合法博彩网站.  In December 2019, the Council published a progress report (not publicly accessible).  On 12 October 2020, the Council agreed a general approach on the instrument for financial support for border management and visa, amending the partial general approach.

On 10 November, 合法博彩网站 and German Presidency of the Council reached a political agreement on the 2021-2027 MFF and new own resources. On 17 December, the European 合法博彩网站 gave its consent to the next multiannual financial framework. The IBMF will be allocated a budget of € 6,5 billion (in 2018 prices) for the 2021-2027 period.

At the trilogue on 10 December the co-legislators secured a provisional agreement, which was presented at the meeting of the Permanent Representatives Committee on 16 December 2020. This was followed by further work on the proposal and the compromise text was endorsed by COREPER on 24 February 2021 and by the LIBE Committee by a vote on 1 March 2021. Subsequently, the Chair of the LIBE Committee sent an offer-letter to the Chair of the Permanent Representatives Committee, confirming that, should the Council approve this text at first reading, after legal-linguistic revision, the 合法博彩网站 would approve the Council's position at its second reading. On this basis, COREPER has been invited to confirm the political agreement, with a view to reaching an early second reading agreement with the European 合法博彩网站.

On 14 June 2021, the Council published its position at first reading with a view to the adoption of the Regulation establishing the Instrument for Financial Support for Border Management and Visa Policy as part of the IBMF.

After official  signature  by the EP President and  the  President  of  the Council,  the  act was  published  in the Official Journal of the European Union on 15 July 2021.
