Executive Vice-President Dombrovskis and Commissioner Gentiloni have been invited to the seventh Recovery and Resilience Dialogue under the Recovery and Resilience Facility Regulation. The previous RRD took place on 2 May. This briefing first presents a state of play of the Recovery and Resilience Plans and the impacts of the July partial recalculation of grants’ allocation. It then focuses on the �Ϸ��վ’s resolution of 23 June and the Commission’s Review Report of end July. A third section deals with the latest Recovery and Resilience Plans. The following sections deal with the RePoweEU, the 2022 Semester and financing aspects of the Facility.

We discuss the full inclusion of the owner-occupied housing costs (OOHCs) in the EU's harmonised index of consumer prices (HICP). We briefly review the main methods used for including these costs into consumer price indices, and in particular the reasons why the EU authorities prefer to adopt the net acquisitions approach rather than the rent equivalence approach, as other major countries did. We also argue that in the current scenario an acceleration of the EU's roadmap towards a full inclusion of OOHCs in the HICP would be desirable. This paper was provided by the Policy Department for Economic, Scientific and Quality of Life Policies at the request of the committee on Economic and Monetary Affairs (ECON) ahead of the Monetary Dialogue with the ECB President on 15 November 2021.

Podrobná analýza - Owner-Occupied Housing Costs and Monetary Policy: Goals and Challenges for the Euro Area - 29-10-2021

Owner-occupied housing costs represent an important expenditure for households and should be included in the Harmonised Index of Consumer Prices. Conceptual and practical challenges must be resolved before this can be implemented. Estimates suggest that these costs would have a small impact on monetary policy. At the same time, different degrees of home ownership in the euro area mean that their inclusion may affect countries differently. Significant complementarity with other EU policies, like financial stability, are unlikely to materialise. This paper was provided by the Policy Department for Economic, Scientific and Quality of Life Policies at the request of the committee on Economic and Monetary Affairs (ECON) ahead of the Monetary Dialogue with the ECB President on 15 November 2021.

Podrobná analýza - How should housing be treated in the HICP? - 29-10-2021

The ECB has approved a plan to include a measure of the cost of owner-occupied housing in the HICP. This paper reviews the various methodologies that are used to incorporate this element into consumer price indices. It recommends the use of a rental equivalence approach rather than the net acquisitions approach currently used in Eurostat’s experimental price index of owner-occupied housing. This paper was provided by the Policy Department for Economic, Scientific and Quality of Life Policies at the request of the committee on Economic and Monetary Affairs (ECON) ahead of the Monetary Dialogue with the ECB President on 15 November 2021.

Briefing - European business statistics - 27-09-2017

This note seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's Impact Assessment (IA) accompanying the above proposal submitted on 6 March 2017 and referred to �Ϸ��վ’s Committee on Industry, Research, and Energy (ITRE). The proposal aims to reduce the administrative burden for business, in particular SMEs, by eliminating the fragmentation of the European business statistics legislation and repealing 10 different legal acts in this field. This concerns information on the producer prices, turnover, employment, production output, as well as trade, investment flows and prices. The proposal is also considered by the Commission as a priority area in the context of the modernisation of EU law. According to the Commission, the harmonisation of business statistics at the European level is needed in order to implement wider priorities such as the 10 priorities of the Juncker Commission. In this regard, the Commission proposes to establish a common legal framework for the development, production, and dissemination of European business statistics.
