During the November III plenary session, the European �Ϸ��վ is expected to vote on the second von der Leyen Commission as a whole. This vote should be the penultimate step in the investiture process that began after the European �Ϸ��վ elections. If the Commission obtains �Ϸ��վ's consent – by a majority of the votes cast – the European Council will then appoint its members by qualified majority, allowing the new Commission to take up its duties for the expected starting date of 1 December 2024.

The hearings of the Commissioners-designate before the European �Ϸ��վ's committees are scheduled to take place between 4 and 12 November 2024. Depending on the results of the hearings, the plenary vote on the entire Commission is likely to take place during the November plenary session (25-28 November) or the December session in Strasbourg. Before such a vote, President-elect Ursula von der Leyen will present the full college and its programme. Considering that the incumbent Commission was appointed until 31 October 2024, it is already certain that the new Commission will not be able to enter into office by the time the mandate of the current one ends. The outgoing Commission will thus remain in office until the formal appointment of its replacement, although questions arise as to its powers in that period.

These public confirmation hearings form the backdrop to �Ϸ��վ's confirmation vote on the College of Commissioners put forward by Ursula von der Leyen, following her re-election as Commission President by the European �Ϸ��վ in July 2024. In addition to an overview of the process, setting its historical and political context, this volume contains a briefing on each of the Commissioners-designate and their portfolios. Each of these briefings highlights some of the key issues and recent developments in the portfolio, as well as looking back on �Ϸ��վ's activity in the area in the last parliamentary term.

Den Bestätigungsanhörungen der designierten Kommissionsmitglieder vor den Ausschüssen des Europäischen Parlaments kommt bei der Unterrichtung des Europäischen Parlaments vor seiner Entscheidung über die vorgeschlagene Zusammensetzung des Kollegiums der Kommissionsmitglieder große Bedeutung zu. Im Vorfeld der Anhörungen im Herbst 2024 hat das Europäische Parlament die Verfahrensregeln angepasst, die für die Mitglieder der zweiten Kommission von der Leyen gelten werden. Zunächst werden die Interessenerklärungen aller designierten Kommissionsmitglieder vom für Rechtsfragen zuständigen Ausschuss eingehend überprüft. Anschließend erscheint jedes designierte Kommissionsmitglied zu einer einmaligen Bestätigungsanhörung vor dem zuständigen Ausschuss oder den zuständigen Ausschüssen. In der Vergangenheit wurde bei Anhörungen hauptsächlich deshalb Kritik an einigen designierten Kommissionsmitgliedern geübt, weil sie nicht über ausreichendes Fachwissen in ihren jeweiligen Geschäftsbereichen verfügten, ihre Antworten vage waren und sie sich mit politischen Zusagen zurückhielten. Anhörungen in der jüngeren Vergangenheit hatten auch mögliche Interessenkonflikte in Bezug auf den zugewiesenen Geschäftsbereich und Bedenken hinsichtlich der Integrität des Kandidaten zum Gegenstand. Seit der Amtseinführung 2004 nutzt das Europäische Parlament seine Rolle bei der Ernennung der Kommissionsmitglieder, um bestimmte kontroverse Kandidaten ersetzen zu lassen und Anpassungen an bestimmten Geschäftsbereichen durchzusetzen, wobei es laut den Verträgen das Kollegium nur als Ganzes ablehnen oder billigen kann. Während einige Sachverständige sich gegen eine übermäßige Politisierung der Bestätigungsanhörungen aussprechen, begrüßen andere die höhere Rechenschaftspflicht der Kommission gegenüber dem Europäischen Parlament und bewerten die engeren politischen Bande zwischen den beiden Organen positiv und als Schritt in Richtung der weiteren Demokratisierung der Beschlussfassung der EU. Die Bestätigungsanhörungen sind inzwischen ein wichtiges Instrument des Europäischen Parlaments, um die Kommission zur Rechenschaft ziehen zu können und sich stärker in die Festlegung der Agenda der EU einzubringen. Als Grundlage diente ein Briefing von Eva-Maria Poptcheva aus dem Jahr 2014 in einer aktualisierten Fassung von Maria Diaz Crego vom September 2019.

�Ϸ��վ has been trying to strengthen its powers to conduct in-depth investigations into contraventions or maladministration in the implementation of European Union law since 2012, but has so far failed to gain the consent of the Commission or the Council for the modification of the legal framework applicable to its committees of inquiry. These powers were also discussed as part of the Conference on the Future of Europe. This paper updates a 2021 EPRS publication on the European �Ϸ��վ's committees of inquiry and special committees. It offers an overview of the legal framework currently applicable to the �Ϸ��վ's committees of inquiry and gives an insight into the proposal put forward by �Ϸ��վ in 2012 to modify that legal framework, and the subsequent negotiations with the other institutions. It presents the different types of inquiry that can be dealt with by �Ϸ��վ's inquiry committees, the investigative powers granted to them, and the types of inquiry that can be dealt with by special and standing committees of the European �Ϸ��վ.
