Im Vorfeld der Anhörungen im Herbst 2024 hat das Europäische Parlament die Verfahrensregeln angepasst, die für die Mitglieder der zweiten Kommission von der Leyen gelten werden. Zunächst werden die Interessenerklärungen aller designierten Kommissionsmitglieder vom für Rechtsfragen zuständigen Ausschuss eingehend überprüft. Anschließend erscheint jedes designierte Kommissionsmitglied zu einer einmaligen Bestätigungsanhörung vor dem zuständigen Ausschuss oder den zuständigen Ausschüssen. In der Vergangenheit wurde bei Anhörungen hauptsächlich deshalb Kritik an einigen designierten Kommissionsmitgliedern geübt, weil sie nicht über ausreichendes Fachwissen in ihren jeweiligen Geschäftsbereichen verfügten, ihre Antworten vage waren und sie sich mit politischen Zusagen zurückhielten. Anhörungen in der jüngeren Vergangenheit hatten auch mögliche Interessenkonflikte in Bezug auf den zugewiesenen Geschäftsbereich und Bedenken hinsichtlich der Integrität des Kandidaten zum Gegenstand. Seit der Amtseinführung 2004 nutzt das Europäische Parlament seine Rolle bei der Ernennung der Kommissionsmitglieder, um bestimmte kontroverse Kandidaten ersetzen zu lassen und Anpassungen an bestimmten Geschäftsbereichen durchzusetzen, wobei es laut den Verträgen das Kollegium nur als Ganzes ablehnen oder billigen kann. Während einige Sachverständige sich gegen eine übermäßige Politisierung der Bestätigungsanhörungen aussprechen, begrüßen andere die höhere Rechenschaftspflicht der Kommission gegenüber dem Europäischen Parlament und bewerten die engeren politischen Bande zwischen den beiden Organen positiv und als Schritt in Richtung der weiteren Demokratisierung der Beschlussfassung der EU. Die Bestätigungsanhörungen sind inzwischen ein wichtiges Instrument des Europäischen Parlaments, um die Kommission zur Rechenschaft ziehen zu können und sich stärker in die Festlegung der Agenda der EU einzubringen.
