Kadis is professor of biodiversity conservation at Frederick University, where he also heads the Nature Conservation Unit and has been appointed as deputy president of the University Council. Between 2014 and 2023, Kadis served in two successive Cypriot governments without belonging to a political party. He was minister for education and culture (2014-2018), and minister for agriculture, rural development and environment (2018-2023). In the latter position, he was also responsible for fisheries and marine research. Born in Nicosia in 1967, Kadis graduated and obtained a PhD in biology from the University of Athens. After several research-related positions in Greece and Cyprus, he joined Frederick University in Cyprus in 2005, where he was appointed associate professor, founded the Nature Conservation Unit, and was Dean of the School of Education. He held these positions until 2014, apart from the period from July 2007 to February 2008 when he served as minister of health (as a member of the centre-right Democratic Party (DIKO). Kadis also chaired the Greek Cypriot Environment Committee from 2008 to 2014 as part of the government's (unsuccessful) efforts to reunify Cyprus. Corruption, defined by Transparency International as 'the abuse of entrusted power for private gain', is a threat for every country – and for the European Union (EU) institutions. According to a 2023 Eurobarometer survey, 70 % of the Europeans interviewed believed that corruption was widespread, and almost 75 % thought that there was corruption in the public institutions in their own country. At the same time, practices that may seem to represent less serious criminal behaviour, such as 'revolving doors' and conflicts of interests, are also detrimental to the democratic process, as they favour private instead of public interest and can potentially undermine trust in governments and institutions. High ethical standards in public administrations are an integral part of good governance, and like good governance they are an important pillar of democracy, one that the EU must uphold. The EU has a solid set of rules for EU officials and civil servants and, over time, has improved the ethical rules for members of its institutions, bodies and agencies. However, this framework is still fragmented and not always enforced robustly. Meanwhile the integrity of the European institutions is sometimes called into question, especially in the wake of major scandals. Since the adoption of the previous edition of the EU's long-term priorities in 2019, the EU has had to face major crises, including the COVID-19 pandemic, the energy crisis, and the change in the security environment following Russia's full-scale war against Ukraine. Are these global challenges reflected in the EU's new long-term political priorities or has the list of political orientations remained unchanged? Is the new Strategic Agenda more of a continuation or does it constitute a real shift? To answer these questions, this briefing examines the new Strategic Agenda, outlining its content, developments in its substance during the adoption process, and similarities and differences with the political priorities set in the previous institutional cycles. The findings of the analysis (see the table in the Annex) show that the Strategic Agenda 2024-2029 constitutes an important shift in the EU's political priorities compared with the previous Strategic Agenda, but that elements of continuity remain quite apparent nevertheless. The most obvious changes are the significance of security and defence, the importance granted to enlargement, the addition of new elements on EU competitiveness, and the salience of democracy (within the Union and in relations with third countries), which is a headline priority for the first time. Another noteworthy development is that less attention is paid to climate and environmental issues, even if some points were introduced during the drafting process. At the same time, there is a substantial degree of continuity with the Strategic Agenda 2019-2024. Less than 20 % of the policy aspects are completely new, even though the length of the Strategic Agenda document has increased by 25 %. This observation tends to indicate that the previous EU priorities remain relevant and that a reshaping of the Agenda (rather than starting from scratch) was considered sufficient. Interestingly, many of the elements added seem to be a reiteration of policy issues addressed by the European Council in its conclusions over the last 5 years. Thus, the document appears to be a collection of previously agreed positions rather than a new set of guidelines. She was the lead candidate for the European People's Party. In Ϸվ, the candidate needs to secure 361 votes, i.e. an absolute majority of all Members (currently 720). The President of the European Commission has taken on an ever more prominent leading role within the College of Commissioners, with the increasingly presidential system rather eclipsing the principle of collegiate decision-making. The Commission President also plays a crucial role in relations between the European Ϸվ and the Commission. When presenting their priorities to Ϸվ prior to being elected, the candidate for Commission President sets the course for the whole term, during which they will be called to account by Ϸվ. Building on this, Ϸվ plays an increasingly prominent role in political agenda-setting, shaping the EU's legislative programming together with the Commission and the Council. It considers the different types of consultation the Commission carries out at different stages in the process to ensure it consults broadly and comprehensively, as set out in the Better Regulation Guidelines (BRG). Moreover, the briefing outlines the function of the interinstitutional Transparency Register in relation to stakeholder consultation. Chapter 2 analyses in detail how these guidelines were applied in the specific case, starting with the feedback the Commission solicited on the inception impact assessment in December 2020 up until the adoption of the proposal on 11 May 2022. Maroš Šefčovič, born in Bratislava in 1966, studied at the Bratislava University of Economics and the Moscow State Institute of International Relations. In 2000, he attained a doctorate degree in law from the Comenius University of Bratislava. From 1990, he held several positions in the Slovak government, including a period as the country's ambassador to Israel (1999 to 2002). From 2004 to 2009 he was the Slovak Permanent Representative to the European Union. In July 2023, as part of his interinstitutional relations and foresight duties, Šefčovič presented the Commission's 2023 Strategic Foresight Report, which focused on putting 'sustainability and people's wellbeing at the heart of Europe's open strategic autonomy'. The Commission followed suit in 2008. The two institutions merged their instruments in a joint European Transparency Register in 2011 on the basis of an interinstitutional agreement (IIA); the Council remained only an observer at that time. This original Transparency Register was a voluntary system of registration for entities seeking to influence the EU decision-making process. Following a political review, a new improved registration system was introduced in January 2015. However, Ϸվ continued to call for a mandatory register for lobbyists interacting with the EU institutions, to ensure better standards for lobbying and more transparency. The Ϸվ, Council and Commission eventually agreed an Interinstitutional Agreement on a Mandatory Transparency Register, which entered into force on 1 July 2021. This time, the Council became a signatory to the agreement rather than just an observer. The new IIA is based on the conditionality principle and introduces other new features, including a reinforced structure for the follow up and management of the IIA. While introducing some principles to enhance a common culture of transparency, the IIA leaves the three signatories to implement the conditionality and subsequent complementary measures as they see fit.
