In the European Commission's communications, returning policy objectives are geared towards making tourism greener, more digital, more competitive and – since the COVID-19 pandemic – more resilient. The Commission has also set out several initiatives to improve the travel experience by protecting the rights of passengers and making tourism more accessible for people with disabilities. In addition, the EU makes use of digital tools for issuing or refusing travel authorisations, processing biometric data and protecting travellers' personal data. Furthermore, it addresses the environmental impact of tourism with legislation that encourages energy efficiency and the use of alternative fuels. It also promotes eco-friendly accommodation and little-known destinations in order to cope with overtourism. Service providers in the travel industry face several challenges and opportunities. The sector is affected, among other things, by new taxation rules. Service providers will be able to collect more reliable information on hosts and their short-term rental properties. Funding for tourism is spread across several EU programmes. Some are meant to make the sector more resilient, others to support businesses, protect the environment or encourage cultural exchange. However, improvements in road safety fell short of the EU goals of decreasing the number of road deaths by 50 % between 2001 and 2010, and by an additional 50 % between 2011 and 2020. Directive (EU) 2015/413 facilitating cross-border exchange of information on road safety-related traffic offences – the Cross-border Enforcement (CBE) Directive – is one of the pillars of the policy framework to improve road safety in the EU. It aims to help improve road safety by tackling the relative impunity of non-resident drivers. The revision, announced in the European Commission's sustainable and smart mobility strategy in 2020, seeks to address key shortcomings in existing rules. According to Commission estimates, 40 % of cross-border offences are committed with impunity, either because the offender is not identified or because the fine is not enforced. The Commission tabled its proposal to revise the CBE Directive on 1 March 2023 as part of the road safety package. In the European ºÏ·¨²©²ÊÍøÕ¾, the file was assigned to the Committee on Transport and Tourism (rapporteur: Kosma ZÅ‚otowski, ECR, Poland). From 2010 to 2014, Tzitzikostas served as the deputy regional governor for the Central Macedonia Region and head of the Thessaloniki Metropolitan Area. From 2007 to 2009, Tzitzikostas was a member of the Greek ºÏ·¨²©²ÊÍøÕ¾ with the Nea Demokratia Party (EPP). Born in 1978, Tzitzikostas graduated in government and international relations at Georgetown University, Washington DC, in 2000. He then earned a master's degree in European Public Policy and Economics from University College London. CO2 emissions from heavy-duty vehicles (HDVs) have grown steadily and account for over a quarter of road transport CO2 emissions. On 14 February 2023, the European Commission tabled a legislative proposal to revise Regulation (EU) 2019/1242 setting CO2 emission standards for new HDVs in the EU. The proposed revision would expand the scope of the regulation to include urban buses, coaches, trailers and additional types of lorries. The average CO2 emissions of trucks and coaches, compared with 2019 levels, would have to fall by 45 % from 2030, by 65 % from 2035, and by 90 % from 2040 onwards. The proposal set a target date when all newly registered urban buses would have to be zero-emission vehicles. The co-legislators reached a provisional agreement on the proposal in January 2024. The regulation was adopted on 14 May 2024, entered into force on 26 June 2024, and started applying from 1 July 2024. Fifth edition. The IA's qualitative and quantitative analysis draws on several data sources, such as an IA supporting study, studies in the policy field, ex-post evaluations and stakeholder consultation; however, the IA supporting study does not appear to be fully referenced, to the detriment of transparency. The IA explains in detail the analytical methods used in a dedicated annex. The IA presents a well-evidenced problem definition and a balanced description of the policy measures and policy options; however, the offer of options is partially rather limited. In the comparison of options, the IA transparently notes that the stakeholders have differing views on the options, and recognises uncertainties in the estimates of hassle cost savings. The analysis would have benefited from some clarification relating to the effectiveness assessment and the scoring of proportionality and subsidiarity. The IA considers that the initiative is relevant to small and medium-sized enterprises (SMEs), and, consequently, an SME test was performed. However, SMEs are not differentiated by size classes (micro, small and medium enterprises) in the analysis, and the mitigating measures could have been explained more in detail.
