The Commission announced in a 2020 communication on a new consumer agenda that it would look into revising the directive following the turmoil caused by the mass cancellations during the COVID-19 pandemic. The proposal is the result of two years of stakeholder consultations and a reassessment of the current rules. The main changes focus on securing travellers' rights and improving insolvency protection. Other key changes include extending the directive's scope to lay down rules on contracts between package organisers and service providers. In the European ºÏ·¨²©²ÊÍøÕ¾, the file has been referred to the Committee on the Internal Market and Consumer Protection (IMCO). After the European elections, a rapporteur was reappointed on 30 September 2024. In the meantime, the Council adopted its negotiating mandate on 18 December 2024. Second edition. However, not all tourism in rural areas is necessarily considered to constitute rural tourism. Rural tourism, whose origins lie in agritourism and farm stays, is typically built on experiences that are specific to the countryside, often includes physical activities connected with nature, is usually small in scale and involves a large number of small private businesses. It can bring numerous benefits to local communities, in particular diversification of farm income, job creation, and retention of services in rural areas, thus preventing depopulation. However, negative consequences can include physical damage to ecosystems caused by too many visitors, pressure on local infrastructure, and higher prices for services and housing for local residents. Rural tourism can face challenges such as inadequate transport, water and sewage capacity, as well as depopulation and a resulting lack of human resources necessary for tourism services. Specific challenges are also expected regarding the green and digital transitions. While tourism is primarily a Member State competence, the EU strongly supports the tourism sector and current EU strategic documents lay out a vision for sustainable EU tourism in the future. The certificate with a QR code shows if a person has been vaccinated, tested negative or recovered from Covid-19. It is free of charge, available on paper or on a smartphone, and valid in all EU Member States. The two regulations apply from 1 July 2021 to 30 June 2022. Currently, 35 non-EU countries have signed a bilateral agreement with the EU, to accept each other’s Covid-19 certificates. The aim of the EUDCC is to facilitate safe cross-border movement during the Covid-19 pandemic. Member States remain free to use it for other purposes, according to national law. They can also not require it at all. In February 2022, the Commission presented a proposal to extend its use by one year, while making some amendments (e.g. to accept more types of tests). This overview shows which Member States are using the EUDCC for purposes other than cross-border travel (data as of 22 February 2022). It indicates where and from whom it is required, as well as which proofs are accepted. Some countries use a different name for the certificate: e.g. CovidCheck, SafePass, Corona/health pass(port).
