ATAG to the study - Using an own, newly elaborated functional definition of mobility poverty, this study first estimates mobility poverty in the nine EU outermost regions and assesses its effects on their transport and tourism sectors. It then reviews the Fit for 55 transport-related legislation and analyses its implications for these remote territories. It also outlines the main EU, national and regional measures tackling the adverse effects of both mobility poverty and the new climate legislation, and finally concludes with policy recommendations.

Briefing - Package travel and linked travel arrangements: Improving protection for travellers - 13-02-2025

On 29 November 2023, the European Commission adopted a proposal for a directive amending Directive (EU) 2015/2302 on package travel and linked travel arrangements, to improve protection for travellers and simplify and clarify certain aspects of the current directive. The Commission announced in a 2020 communication on a new consumer agenda that it would look into revising the directive following the turmoil caused by the mass cancellations during the COVID-19 pandemic. The proposal is the result of two years of stakeholder consultations and a reassessment of the current rules. The main changes focus on securing travellers' rights and improving insolvency protection. Other key changes include extending the directive's scope to lay down rules on contracts between package organisers and service providers. In the European �Ϸ��վ, the file has been referred to the Committee on the Internal Market and Consumer Protection (IMCO). After the European elections, a rapporteur was reappointed on 30 September 2024. In the meantime, the Council adopted its negotiating mandate on 18 December 2024. Second edition. Study - European Commission follow-up to European �Ϸ��վ requests 2022–2024 - 05-11-2024

This is the third edition of a study on the European Commission's follow-up to European �Ϸ��վ requests as expressed in non-legislative resolutions based either on ordinary own-initiative reports (INIs) or on Article 225 TFEU legislative-initiative reports (INLs). Analysing the Commission's replies in formal follow-up documents (for INIs) and in letters in reply to legislative-initiative reports (INL), this joint DG PRES and DG EPRS project seeks to support the European �Ϸ��վ's scrutiny power over the Commission and to facilitate the monitoring of the European Commission's follow-up to parliamentary resolutions. The study analyses how and to what extent the Commission has reacted to �Ϸ��վ resolutions in its follow-up documents, and whether it fulfilled the commitments it made in those documents.

Although the 2021-2027 multiannual financial framework does not provide for a separate budget line for tourism policy, during the 2022-2023 period the budget for tourism activities was earmarked under the single market programme.

A large share of tourism in the European Union takes place in rural areas. However, not all tourism in rural areas is necessarily considered to constitute rural tourism. Rural tourism, whose origins lie in agritourism and farm stays, is typically built on experiences that are specific to the countryside, often includes physical activities connected with nature, is usually small in scale and involves a large number of small private businesses. It can bring numerous benefits to local communities, in particular diversification of farm income, job creation, and retention of services in rural areas, thus preventing depopulation. However, negative consequences can include physical damage to ecosystems caused by too many visitors, pressure on local infrastructure, and higher prices for services and housing for local residents. Rural tourism can face challenges such as inadequate transport, water and sewage capacity, as well as depopulation and a resulting lack of human resources necessary for tourism services. Specific challenges are also expected regarding the green and digital transitions. While tourism is primarily a Member State competence, the EU strongly supports the tourism sector and current EU strategic documents lay out a vision for sustainable EU tourism in the future. Tourism projects can benefit from multiple EU funds and the sector is eligible for financial support for the transition to a more green and digital path under several EU programmes. �Ϸ��վ has been supportive of rural tourism and has highlighted that it contributes to the economic, social and environmental sustainability of rural areas, in particular making a positive contribution to safeguarding small-scale and diverse farming, tackling social inequalities and creating employment opportunities for women. �Ϸ��վ has called on the European Commission to 'ring-fence' a specific allocation for agritourism under the new common agricultural policy.

'This is Europe' – an initiative proposed by the President of the European �Ϸ��վ, Roberta Metsola – consists of a series of debates with EU leaders to discuss their visions for the future of the European Union. On 22 June, the Prime Minister of Croatia, Andrej Plenković, was the third EU leader to address the �Ϸ��վ since its Conference of Presidents endorsed the initiative on 28 April. Mr Plenković considered Croatia to be at the centre of EU integration and expressed his support for more shared competences in the area of health cooperation as well as for EU enlargement to Ukraine, Moldova, Georgia and the Western Balkans, especially Bosnia and Herzegovina.

'This is Europe' – an initiative proposed by the President of the European �Ϸ��վ, Roberta Metsola – consists of a series of debates with EU leaders to discuss their visions for the future of the European Union. Following the first speech in this series by the Italian Prime Minister, Mario Draghi, on 3 May 2022, the Irish Taoiseach (Prime Minister), Micheál Martin, was the second EU leader to address the �Ϸ��վ, on 8 June.1 Mr Martin suggested numerous ways to strengthen and further develop the Union, notably by increasing its budget. He also expressed his support for Treaty change, if necessary, as well as for Ukraine's application for EU membership, and stressed the need to protect EU values and apply EU laws.

The publication is part of �Ϸ��վ’s Strategic Execution Framework (2019-2021). The aim of this joint DG PRES and DG EPRS project on 'Improved reporting on European Commission follow-up to European �Ϸ��վ resolutions' is to facilitate monitoring of the Commission's follow-up to those resolutions.

In this framework, four European Citizens’ Panels have been organized to allow citizens to jointly think about the future they want for the European Union • Panel 1 - "Stronger economy, social justice, jobs, education, culture, sport, digital transformation" • Panel 2 - "EU democracy, values, rights, rule of law, security" • Panel 3 - "Climate change, environment, health" • Panel 4 - "EU in the world, migration" This publication presents the recommendations that emerged from the citizens’ Panel 1 on ‘Stronger economy, social justice, jobs, education, culture, sport, digital transformation’, along with background information on the European �Ϸ��վ’s positions and the EU’s activities related to the recommendations. This paper has been produced at the request of Guy Verhofstadt, chair, on behalf of the European �Ϸ��վ's delegation to the Conference on the Future of Europe.

Briefing - Domestic use of EU Digital Covid Certificates - 25-02-2022

Just before summer 2021, the EU adopted in record time (see timeline below) two regulations on the EU Digital Covid Certificate (EUDCC). The certificate with a QR code shows if a person has been vaccinated, tested negative or recovered from Covid-19. It is free of charge, available on paper or on a smartphone, and valid in all EU Member States. The two regulations apply from 1 July 2021 to 30 June 2022. Currently, 35 non-EU countries have signed a bilateral agreement with the EU, to accept each other’s Covid-19 certificates. The aim of the EUDCC is to facilitate safe cross-border movement during the Covid-19 pandemic. Member States remain free to use it for other purposes, according to national law. They can also not require it at all. In February 2022, the Commission presented a proposal to extend its use by one year, while making some amendments (e.g. to accept more types of tests). This overview shows which Member States are using the EUDCC for purposes other than cross-border travel (data as of 22 February 2022). It indicates where and from whom it is required, as well as which proofs are accepted. Some countries use a different name for the certificate: e.g. CovidCheck, SafePass, Corona/health pass(port). In all Member States, the EUDCC is accepted, but not all accept the three types of certificates: vaccination, test and recovery.
