The Lithuanian national audit office, the Valstybes Kontrole, performs three different functions: (1) it audits the state and all public institutions as the country’s supereme audit institution as well as (2) all use of European funds as its audit authority. In addition, (3) it monitors the soundness of the Lithuianian budget from a fiscal point of view, including the country’s compliance with the EU’s Maastricht criteria (independent fiscal institution).

At national level, the Dutch supreme audit institution, the Netherlands Court of Audit (Algemene Rekenkamer), is headed by three board members, who are appointed for life. However, board members can either end their term on their own initiative. They have to retire when they reach the age of 70. The Dutch Supreme Court (Hoge Raad) can also decide to end their mandate following misconduct, based on the compatibility law.

A solemn ceremony was held in Strasbourg to honour the �Ϸ��վ's late President David Maria Sassoli, who died the previous week. Following this sad occasion, the main point on the agenda for the January 2022 plenary session was the already scheduled mid-term election of �Ϸ��վ's President, 14 Vice-Presidents and 5 Quaestors. �Ϸ��վ also debated the programme of activities of the French Council Presidency, with Emmanuel Macron, President of the French Republic.

De un vistazo - Partial renewal of members of the European Court of Auditors - 14-01-2022

On 10 January 2022, �Ϸ��վ's Committee on Budgetary Control (CONT) held a hearing on the partial renewal of members of the European Court of Auditors (ECA). Subsequently, CONT gave a favourable opinion on three candidates: Czech nominee Jan Gregor (renewal), Latvian nominee Mihails Kozlovs (renewal) and Slovenian nominee Kristijan Petrovič (new candidate). CONT gave an unfavourable opinion, however, on the renewal of Polish nominee Marek Opioła's mandate. A plenary vote is scheduled for the January session.

Briefing - Nominations for Members of the European Court of Auditors - 16-12-2021

The Policy Department for Budgetary Affairs in the European �Ϸ��վ (EP) is about to draw up an in-house briefing on national nomination procedures for Members of the European Court of Auditors (ECA). The purpose of the briefing is to provide relevant information to the Members of the Committee on Budgetary Control (CONT) ahead of hearings of Members-designate of the ECA (of which there will be 8 in the course of 2022). In order to develop a better understanding of the national procedures, we are interested to see if and how national chambers are involved in the nomination process.

On 29 October 2020, the Polish government proposed the nomination of Marek Opioła, as a candidate for membership of the European Court of Auditors (ECA). There is currently no Polish member of the ECA, since Janusz Wojciechowski took office as European Commissioner on 1 December 2019. �Ϸ��վ's Committee on Budgetary Control (CONT) held a hearing with the nominee on 7 December, and subsequently delivered an unfavourable opinion. A vote in plenary is scheduled for the December plenary session.

Briefing - Nomination to the European Court of Auditors: Role of the European �Ϸ��վ in the appointment procedure - 07-12-2020

Members of the European Court of Auditors (ECA) are appointed by the Council, after consultation with the European �Ϸ��վ. The ECA consists of 27 members, one national from each of the 27 European Union Member States. Candidates for membership are proposed by their respective Member States, and appointed for a renewable term of six years. Members are required to perform their duties in complete independence and in the general interest of the EU. This Briefing takes appointments since 2009 (the beginning of the seventh parliamentary term) as its starting-point. At the end of that legislature, �Ϸ��վ adopted an important resolution detailing the principles and selection criteria for the nomination of members of the ECA, such as the requirement that members do not serve more than two terms of office. Even though the opinions delivered by the European �Ϸ��վ are not legally binding, they have become a powerful tool in the appointment procedure. With the adoption of a resolution in 2014, �Ϸ��վ further shaped the selection criteria it will apply when examining a candidate. The publicity surrounding these hearings and the questionnaire answered by the candidates make it difficult for the Council to over-ride any negative opinion delivered by �Ϸ��վ. The analysis illustrates the extent to which �Ϸ��վ's democratic scrutiny of the ECA influences the process of appointment: even though the Council has three times appointed a candidate despite an unfavourable opinion by �Ϸ��վ, in two other cases, nominees withdrew their candidacy after �Ϸ��վ delivered a negative opinion, and in another, the government of the Member State concerned withdrew the nomination and proposed a new candidate.

In 2016, the terms of ten out of the 28 Members of the European Court of Auditors comes to an end. Five candidates among six nominees for the current renewal are new faces. After their presentation at a meeting of the Committee on Budgetary Control (CONT) and the subsequent vote on each candidature, it is up to the European �Ϸ��վ's plenary to decide which of the candidates to recommend to the Council as suitable to be appointed.
