This in-depth analysis gives an overview of European actions for rare diseases to date and identifies opportunities and gaps for further EU level actions to improve diagnosis, care, and treatment for rare diseases. This document was provided by the Policy Department for Economic, Scientific and Quality of Life Policies at the request of the Committee on Public Health (SANT).

Allikas : © Euroopa Liit, 2024 - EP Dokumendid - Think Tank - Euroopa Parlament Mon, 17 Jun 2024 22:00:00 GMT IPOL_STU(2024)754210_ET_20240618 Lühitutvustus - Living in the EU: Education and Health - 30-04-2019 /thinktank/et/document/EPRS_ATA(2019)635568 The European Union complements national health and education policies, in particular those with a cross-border dimension. The main responsibility for health and education, however, lies with the governments of its Member States. This combination explains the spread in government expenditure on national welfare policies among the Member States, and in particular in individual direct payments for health. In terms of the gender gap in the area, women with tertiary education still suffer employment gaps. Moreover, national differences in the number of hospital beds available and people suffering from obesity, mainly concentrated among elderly people, also stand out.

Allikas : © Euroopa Liit, 2019 - EP Dokumendid - Think Tank - Euroopa Parlament Tue, 30 Apr 2019 14:22:07 GMT EPRS_ATA(2019)635568_ET_20190430 Lühitutvustus - European Union action on cancer - 21-10-2015 /thinktank/et/document/EPRS_ATA(2015)569037 Cancer is a major public health concern in terms of disease burden and economic cost. Prevention and early detection are key. The European Union (EU) contributes to tackling cancer with awareness-raising, guidance, investment in research, as well as information and coordination.

Allikas : © Euroopa Liit, 2015 - EP Dokumendid - Think Tank - Euroopa Parlament Wed, 21 Oct 2015 12:22:00 GMT EPRS_ATA(2015)569037_ET_20151021 Uuring - Towards a Harmonised EU Assessment of the Added Therapeutic Value of Medicines - 08-06-2015 /thinktank/et/document/IPOL_STU(2015)542219 TThis study, produced for the ENVI Committee by Policy Department A, investigates the possibility of a harmonised EU approach concerning the assessment of the added therapeutic value (ATV) of medicinal products. It reviews the current EU legal and policy framework and looks at the state-of-play within all 28 Member States. In addition, it presents the results of an in-depth analysis on the use of ATV in six selected EU countries. The study closes with policy recommendations on how a possible European harmonisation of the ATV assessment might be taken forward within the current legal framework.

Allikas : © Euroopa Liit, 2015 - EP Dokumendid - Think Tank - Euroopa Parlament Mon, 08 Jun 2015 22:00:00 GMT IPOL_STU(2015)542219_ET_20150608 Briefing - The European Year for Development: Health - 26-03-2015 /thinktank/et/document/EXPO_BRI(2015)549027 Although enjoying the highest possible standard of health is a human right, millions of people suffer from preventable and curable diseases. The Millennium Development Goals strongly emphasised health, leading to increased investment in the health sector. Major progress has been made in reducing child and maternal mortality, and in combatting communicable diseases, but several regions will not meet the health targets. The Ebola outbreak has drawn attention to the need for international cooperation in health matters. ºÏ·¨²©²ÊÍøÕ¾ is very conscious of the lessons learnt from the Ebola crisis. The Sustainable Development Goals are likely to include new health considerations and to propose universal health coverage. Promoting and supporting equitable access to health care is a focus of EU development cooperation. EU aid in areas such as nutrition, water and sanitation and climate change also improves health. ºÏ·¨²©²ÊÍøÕ¾ considers health a fundamental right and has called for clear financial thresholds to ensure that sufficient EU aid goes to health and education.

Allikas : © Euroopa Liit, 2015 - EP Dokumendid - Think Tank - Euroopa Parlament Wed, 15 Apr 2015 22:00:00 GMT EXPO_BRI(2015)549027_ET_20150326 Briefing - Reducing air pollution - National emission ceilings for air pollutants - 23-03-2015 /thinktank/et/document/EPRS_BRI(2015)551344 Despite significant progress in recent decades, air pollution levels in the European Union still have adverse impacts on the environment and on health. The European Commission estimates that health-related costs of air pollution in the EU range from 390 to 940 billion euros per year. The proposed directive, which would replace the current National Emission Ceilings Directive, sets binding national reduction objectives for six air pollutants (SO2, NOx, NMVOCs, NH3, PM2.5 and CH4) to be met by 2020 and 2030. It will also implement the Gothenburg Protocol as amended in 2012. The European Commission estimates that implementation costs would range from 2.2 to 3.3 billion euros per year. Stakeholders have been divided over the level of ambition of the proposed ceilings. Both EU advisory committees have issued opinions and some national parliaments have made comments on the proposal. The Council held an orientation debate in June 2014. The ENVI Committee is expected to consider the draft report in April 2015. A more recent edition of this document is available. Environmentalists and politicians have called for action to address this ecological, economic and social threat. In September 2013, the European Commission proposed a harmonised approach. Under the proposal there would be a ban on the import, sale, growing, use or release of selected species in the EU.

Allikas : © Euroopa Liit, 2013 - EP Dokumendid - Think Tank - Euroopa Parlament Thu, 28 Nov 2013 23:00:00 GMT LDM_BRI(2013)130675_ET_20131128 Uuring - Workshop Proceedings on "e-Health" - 15-11-2013 /thinktank/et/document/IPOL-ENVI_AT(2013)518739 This report summarises the presentations and discussions at the Workshop on e-Health, held at the European ºÏ·¨²©²ÊÍøÕ¾ in Brussels, on Tuesday 24 September 2013. This limited legal basis has made possible the adoption of support programmes and the delimitation of the scope of competence of some EU bodies and agencies. This briefing note provides information on the structure of health care systems with respect to cross-border health care in selected Member States. It examines to what extent rulings from the European Court of Justice (ECJ) have caused Member States to make legislative or administrative changes, and the challenges that have been experienced in this regard. Although patient mobility has increased, the current volume of patient mobility seems to be relatively low (around 1% of overall public expenditure on healthcare). Cross-border challenges predominantly concern planned healthcare as opposed to other forms of care. For planned care, the key challenge is the nature of the authorisation procedures which remain in place as a way of protecting national systems. The terms and application of the authorisation scheme are the central subject matter for the ECJ judgments.
