Briefing - Revision of the European Works Councils Directive: Stronger social dialogue in a multinational context - 21-03-2025

European Works Councils (EWCs) are bodies that should guarantee employees the right to be consulted on important issues in large multinational companies active in multiple EU countries. However, EWCs have been criticised for being ineffective, on account of unclear definitions, non-dissuasive sanctions and ineffective access to justice. In February 2023, the European �Ϸ��վ called for legislative action to address the shortcomings identified and strengthen the functioning of EWCs. In response, the European Commission consulted European social partners and put forward a proposal in January 2024 to revise the 2009 directive. �Ϸ��վ's Committee on Employment and Social Affairs voted its report on 3 April 2024 just ahead of the elections. The Council then adopted its general approach on 20 June 2024. On 3 December 2024, the committee decided to enter interinstituional negotiations on the basis of the report, with the mandate confirmed by plenary vote on 19 December. Over the years, coordination of national policies through the European Semester has been enlarged to include key elements from employment and social policies that are mainly a national competence. Part of the European Semester is the annual Joint Employment Report. It triggers a debate on progress made towards achieving a more social Europe and on the adequacy of the indicators used. �Ϸ��վ expresses its opinion, without the Council being obliged to take it into account. �Ϸ��վ is scheduled to debate the report during the March plenary session. The Employment, Social Policy, Health and Consumer Affairs (EPSCO) Council, which is not bound by �Ϸ��վ's opinion, is due to adopt the Joint Employment Report on 10 March 2025.

While managing the demographic transition is the responsibility of Member States, it has also become one of the biggest challenges the EU is facing today. Briefing - Austria's National Recovery and Resilience Plan: Latest state of play - 17-12-2024

Austria's national recovery and resilience plan (NRRP) was updated on 9 November 2023 with the introduction of a REPowerEU chapter. The plan now totals €4 187 million, of which €3 961million are financed through Recovery and Resilience Facility (RRF) grants. The difference is financed through national resources. To implement the plan, Austria is leveraging further amounts beyond EU support from the national budget. Austria has requested the maximum amount of grants available (non-repayable support); it did not opt for requesting loans (possible until 31 August 2023). The Austrian economy has been in a slowdown since the end of the second quarter of 2022. There has been a lack of expansionary impetus both domestically and abroad, leading to a decline in economic output of 0.8 % in 2023. Economic indicators do not suggest an economic recovery for 2024 either – a moderate upturn in private consumption is unlikely to fully cushion a prolonged recession in industry and construction. Against this backdrop, Austrian gross domestic product (GDP) is expected to stagnate in 2024, according to recent estimates. From 2025, industrial output is expected to rise again slightly, restoring positive GDP growth (+1.5%). In Austria's NRRP, 56 % of EU resources will be allocated to the green transition, and (excluding the REPowerEU chapter) 36 % to the digital transformation – far more than the minimum targets set by the RRF Regulation (37 % and 20 % respectively). The plan includes a significant number of reforms with the potential to support lasting structural changes in other areas, such as the primary healthcare system, less red tape for business, and modernisation of the public administration. By the end of November 2024, Austria had received €1.19 billion: €700 million (net of pre-financing) for the first payment, based on the achievement of 44 milestones and targets, and the rest as pre-financing. Staidéar - European Commission follow-up to European �Ϸ��վ requests 2022–2024 - 05-11-2024

This is the third edition of a study on the European Commission's follow-up to European �Ϸ��վ requests as expressed in non-legislative resolutions based either on ordinary own-initiative reports (INIs) or on Article 225 TFEU legislative-initiative reports (INLs). Analysing the Commission's replies in formal follow-up documents (for INIs) and in letters in reply to legislative-initiative reports (INL), this joint DG PRES and DG EPRS project seeks to support the European �Ϸ��վ's scrutiny power over the Commission and to facilitate the monitoring of the European Commission's follow-up to parliamentary resolutions. The study analyses how and to what extent the Commission has reacted to �Ϸ��վ resolutions in its follow-up documents, and whether it fulfilled the commitments it made in those documents.

It takes into consideration the transformative role of the digital and green transitions and the labour market shifts determined by demographic changes. The analysis comprises a presentation of the various EU skills initiatives, assessing their impact, complementarity and gaps. And formulates a set of recommendations to address gaps identified in the EU skills policy. This document was provided by Fondazione Giacomo Brodolini to the Policy Department for Economic, Scientific and Quality of Life Policies at the request of the Committee on Employment and Social Affairs (EMPL).

Under the EU Treaties, Member States have to consider their economic and employment policies as a common concern, and coordinate their action within the Council. The Council adopts employment guidelines that must be reflected in the Member States' employment policies and reform programmes. Before adopting these guidelines, �Ϸ��վ is consulted on the draft, but the Council is not bound by �Ϸ��վ's opinion. During the October II plenary session, �Ϸ��վ is due to adopt an opinion on this year's employment guidelines, based on the report from the Employment and Social Affairs Committee.

The start of the new legislative cycle has energised the debate on the EU approach to tackling skills gaps, and MEPs are due to debate a Commission statement on closing the skills gap during the October II session.

Briefing - Confirmation hearings of the Commissioners-designate: Roxana Mînzatu – Executive Vice-President for People, Skills and Preparedness - 15-10-2024

Roxana Mînzatu became a Member of the European �Ϸ��վ in July 2024. She belongs to the Social Democratic Party in Romania, which is affiliated with the Socialists and Democrats Group in the European �Ϸ��վ. Mînzatu served as secretary of state in Bucharest, first at the Ministry of European Investments and Projects, then at the government's General Secretariat, where she had been coordinator for the Department for the integrated evaluation and monitoring of programmes financed from public and EU funds. Mînzatu was a member of the Romanian �Ϸ��վ from 2016 to 2020 and served as secretary of state at the Ministry of European Funds, and later as minister for European funds. She was also the president of the National Agency for Public Procurement. Mînzatu had previously served as Deputy Prefect in Brașov County. Born in 1980, Mînzatu has a master's degree in European Integration from the Christian University Dimitrie Cantemir in Bucharest. Before entering politics, she gained professional experience in various roles, including within the Romanian Business School Foundation of the Chambers of Commerce and Industry.

Briefing - EU traineeships directive - 24-09-2024

Youth unemployment in the EU is a perennial problem, with unemployment among the under 25s more than twice as high as among the general population. In this context, good quality traineeships can be a way for young people to enter into the labour market. However, some traineeships are essentially regular employment relationships in disguise. Some are of poor quality, with no or very low remuneration, no access to social protection and a weak learning component. There is also the issue of unequal access to traineeships arising from various social barriers. While traineeships are the competence of the EU Member States, the EU introduced a set of common standards in 2014 to promote high-quality traineeships. The European Commission evaluated implementation of these standards in 2022 and found progress towards better traineeships, but room for further action to address certain problematic and unlawful situations that can arise with respect to traineeships.

Europe is experiencing a significant demographic shift, which greatly influences daily life and requires comprehensive, integrated responses. As EU citizens enjoy longer, healthier lifespans, it is imperative for all Union policies to be proactive and facilitate the transition from an ageing society to one that embraces longevity. The demography toolbox, devised by the European Commission, incorporates insights from across the EU and presents a holistic strategy to address demographic transformation through four key areas: supporting parents, empowering younger generations, enhancing the well-being of older generations, and managing migration effectively. The toolbox acknowledges the importance of considering the geographical aspects of demographic trends, particularly in areas facing population decline and notable emigration of young workers. This briefing delves into the initiatives implemented following the release of two pivotal Commission communications: the green paper on ageing and the long-term vision for rural areas. It outlines the EU legislative instruments and programmes that bolster the four central components of the toolbox. Furthermore, the paper examines the demographic trends at regional and local level, focusing on the implementation of the Commission's Talent Booster Mechanism. The briefing also provides a synopsis of the EU cohesion funding mechanisms designed to mitigate the adverse impacts of demographic change. This briefing has been drafted at the request of a member of the European Economic and Social Committee, in the framework of the agreement between the European �Ϸ��վ and the Committee.

It introduces the first-ever EU rules regulating algorithmic management in the workplace. The directive is the outcome of difficult negotiations and sends a signal to taxi and food delivery drivers and domestic workers that the EU is determined to set straight platforms' use of gig work, albeit with less ambition than in the initial proposal.
