A gazdasági és monetáris unió (GMU) intézményeinek fő feladata az európai monetáris politika meghatározása, az euró kibocsátásával kapcsolatos szabályok megalkotása és az árstabilitás biztosítása az EU-ban. Ezek az intézmények a következők: az Európai Központi Bank (EKB), a Központi Bankok Európai Rendszere (KBER), a Gazdasági és Pénzügyi Bizottság, az eurócsoport és a Gazdasági és Pénzügyi Tanács (Ecofin).

A közvetlen adózás területét az európai jogszabályok nem szabályozzák közvetlenül. Mindazonáltal jó néhány irányelv és az Európai Unió Bíróságának (EUB) ítélkezési gyakorlata meghatározzák a társasági és a személyi adózás harmonizált normáit. Ezen túlmenően intézkedések történtek az EU-n belüli adókijátszás és kettős adóztatás megelőzése érdekében.

Az adóztatás a tagállamok előjoga, az EU hatásköre e téren csak korlátozott. Mivel az uniós adópolitika célja az egységes piac zökkenőmentes működése, a közvetett adózás összehangolását már a közvetlen adózás előtt megkezdték. Ezt követően erőfeszítéseket tettek az adókijátszás és az adókikerülés problémájának leküzdésére. Az uniós adóügyi jogszabályokat a tagállamoknak egyhangúlag kell elfogadniuk. Az Európai Parlamentnek joga van ahhoz, hogy adóügyi kérdésekben konzultáljanak vele; a költségvetési kérdésekben még társjogalkotó is.

A közvetett adók közé a hozzáadottérték-adó és az alkoholra, dohányra és energiára kivetett jövedéki adók tartoznak. A közös héarendszer általánosságban azon termékekre és szolgáltatásokra vonatkozik, amelyek kereskedelme az Európai Unión belüli fogyasztásra irányul. A jövedéki adót bizonyos termékek értékesítésére vagy használatára vetik ki. Az EU jogalkotási tevékenységeinek célja a héával kapcsolatos jogszabályoknak a belső piac megfelelő működésének biztosítása céljából történő koordinálása és közelítése, valamint az alkohol, a dohány és az energia fogyasztási adóinak harmonizálása. Az Unió héára és jövedéki adókra vonatkozó jogszabályai értelmében a Parlament szerepe a konzultációs eljárásra korlátozódik.

In this framework, four European Citizens’ Panels have been organized to allow citizens to jointly think about the future they want for the European Union • Panel 1 - "Stronger economy, social justice, jobs, education, culture, sport, digital transformation" • Panel 2 - "EU democracy, values, rights, rule of law, security" • Panel 3 - "Climate change, environment, health" • Panel 4 - "EU in the world, migration" This publication presents the recommendations that emerged from the citizens’ Panel 1 on ‘Stronger economy, social justice, jobs, education, culture, sport, digital transformation’, along with background information on the European �Ϸ��վ’s positions and the EU’s activities related to the recommendations. This paper has been produced at the request of Guy Verhofstadt, chair, on behalf of the European �Ϸ��վ's delegation to the Conference on the Future of Europe.

BUDG-ECON Committee meeting on 13 December 2021 Executive Vice-President Dombrovskis and Commissioner Gentiloni have been invited to the fourth Recovery and Resilience Dialogue under the Recovery and Resilience Facility Regulation. This briefing first provides an overview of the Recovery and Resilience Plans, presenting observations and figures based on publicly available information. Further sections deal with the pending assessment of some Recovery and Resilience Plans; the implementation of the Recovery and Resilience Facility, with a presentation of the financial and loan agreements and of operational arrangements; the assessment of milestones and targets; the provisions on disbursements and Commission’s delegated acts. The briefing also presents the state of play of disbursements under the Facility. Furthermore, the briefing provides some information on the regional and euro area dimensions and highlights the relationship between the Facility and the European Semester going forward. The EC is expected to adopt its opinions on the 2022 DBPs by end of November and the Eurogroup is expected to discuss these opinions on 6 December 2021.
