While virtual worlds can boost children's creativity and motivation to learn and even help them heal from diseases, they also pose multiple challenges, not least regarding privacy and exposure to harmful and illegal content. Both the European Union (EU) and the private sector have taken steps to protect children in virtual worlds, but there is still much to be done to ensure that children are not exploited or harmed in this environment.

Briefing - Teachers: Key to achieving the European education area - 19-04-2024

Teachers play an essential role in providing high-quality education and making education a rewarding experience for all learners. This makes teachers key to achieving a true European education area (EEA) that offers improved access to quality education and lifelong learning for all. However, the current shortage of teachers is a widespread issue across the European Union (EU). Not only is the teaching workforce ageing but the profession has become less attractive owing to factors such as challenging working conditions and perceived low societal recognition. Teacher shortages are more acute in certain subjects, specialisations and geographic areas. There is also a significant gender disparity in the teaching profession at various educational levels across the EU. Against this backdrop, the 2023 Education and Training Monitor – the European Commission's annual report on EU education and training systems – put a spotlight on the teaching profession, focusing in particular on teacher shortages across the Member States. The report noted that, while shortages are an increasing concern, reinforcing the teaching profession's attractiveness requires a balanced policy approach to both teacher recruitment and teacher retention. While the organisation and content of education fall under the responsibility of the Member States, the EU is working on boosting the prestige of the teaching profession and has launched several initiatives to offer professional education and development opportunities to educators. Examples include providing EU-level guidance on various topics relating to the teaching profession, establishing the Erasmus+ teacher academies that create communities of practice, and promoting cross-border teacher mobility. Over the years, the European �Ϸ��վ has expressed continued support for teachers and for making the teaching profession more attractive. In February 2024, it held a plenary debate on the working conditions of teachers in the EU, with the participation of the European Commissioner for Innovation, Research, Culture, Education and Youth.

Briefing - Progress on the European Commission's 2021-2027 digital education action plan - 16-03-2023

In a rapidly changing and increasingly digital world, the COVID-19 pandemic has further increased the need to develop the use of technology in education and training. Appropriate skills and competences, as well as digital infrastructure and equipment, are key in this regard. When adapting education to the digital age, ensuring equity and inclusion is crucial, too. The 2021-2027 digital education action plan (DEAP), the European Commission's flagship initiative adopted in September 2020, calls for high-quality, inclusive and accessible digital education supported by reinforced cooperation and exchange at EU level. The two strategic priorities set out in the plan are the development of a high-performing digital education ecosystem and the strengthening of citizens' digital skills and competences. Several actions were put forward to support these priorities. Implementation of each of these actions is already on track or completed. For instance, the Council adopted its recommendation on blended learning approaches in November 2021, and the Commission published ethical guidelines on the use of artificial intelligence and data in teaching and learning for educators in October 2022. In the second quarter of 2023, the Commission is expected to present proposals for two Council recommendations, namely on the enabling factors for digital education and on improving the provision of digital skills in education and training. In 2024, the Commission is due to carry out a comprehensive review to evaluate the DEAP's outreach and impact and, if necessary, propose additional measures or modifications. In its March 2021 resolution on shaping digital education policy, the European �Ϸ��վ acknowledged the DEAP's extended scope and ambition. At the same time, it urged that digital transition funds be used to increase education systems' digital capacity, and stressed the need to close the digital divide and ensure quality digital education based on a lifelong learning approach. According to �Ϸ��վ, financial support for teachers' professional development is also crucial.

This study, commissioned by the European �Ϸ��վ’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the FEMM Committee, examines the importance of sexuality education as an integral part of sexual and reproductive health and rights of children and young people in the EU. The study presents evidence for the effectiveness of sexuality education and its importance to achieve gender equality, to prevent gender-based violence and to improve health and well-being of young people. It provides an overview of the legal and policy frameworks and describes commitments made by the EU and EU Member States regarding sexuality education. Further, it examines the status of sexuality education in the EU and barriers to its successful implementation. The study concludes with recommendations for the EU institutions and Member States aimed at structurally improving the situation of sexuality education in the EU.

Studio - The quality of traineeships in the EU - 14-01-2022

This European Added Value Assessment, commissioned by the European �Ϸ��վ's Committee on Employment and Social Affairs, seeks to provide relevant inputs for the �Ϸ��վ’s legislative-initiative report, 'Quality traineeships in the EU' (2020/2005(INL)). The research paper aims to estimate the European added value of a reinforced 'Quality Framework for Traineeships'. During a traineeship, the trainee can learn things that are useful professionally. However, socio-economic costs can arise if traineeships replace regular employment. Low-quality traineeships do not lead to significant productivity gains, and social costs can arise with unpaid traineeships limiting the career opportunities of those from disadvantaged backgrounds.

The study concludes that the EU Anti-racism Action Plan 2020-2025 reflects the diversity of remedy measures identified in the specialist literature. Despite of the limited steering and monitoring within EU programmes of their contribution to the fight against racism, except for the CERV programme, there is a significant share of projects that are addressing racism related topics, also reflecting a diversity of remedy measures. There is a need for further building on existing good practices / incentives developed by programmes and implementing institutions.

Briefing - Erasmus 2021-2027: The Union programme for education, training, youth and sport - 05-07-2021

The Erasmus 2021-2027 proposal was published on 30 May 2018. Establishing a new programme ensures the continuation of the Erasmus+ funding programme for education, training, youth and sport. While Erasmus+ 2014-2020 offered mobility opportunities to more than 4 million people, the new programming period aims to reach up to 12 million participants. The new generation programme maintains a lifelong learning approach and works towards the adoption of a European Education Area by 2025. Flagship initiatives include the European University Networks and the European Student Card. The new regulation also focuses on inclusion and aims at greater simplification for end-users. It incorporates sports in the main structure of the programme, expands the use of digitalisation, supports new areas of knowledge and introduces DiscoverEU, a new mobility initiative. Stakeholders agree that the previous programme has been highly beneficial but lessons need to be learnt to help the next generation programme run more efficiently and effectively. The �Ϸ��վ and Council reached agreement on the proposal following the overall agreement on the 2021-2027 multiannual financial framework, and it was adopted in May 2021. Third edition. The 'EU Legislation in Progress' briefings are updated at key stages throughout the legislative procedure.

Il nuovo programma Erasmus+ proposto dalla Commissione intende coinvolgere fino a 12 milioni di partecipanti. Manterrà un approccio orientato all'apprendimento permanente e contribuirà altresì al conseguimento degli obiettivi del quadro strategico per la cooperazione nel settore dell'istruzione e della formazione 2021-2030, della strategia dell'UE per la gioventù 2019-2027 e del piano di lavoro dell'UE per lo sport 2021-2024, così come all'attuazione dello spazio europeo dell'istruzione entro il 2025. Tra le sue iniziative faro figurano le reti universitarie europee e la carta europea dello studente. Durante la tornata di maggio il Parlamento europeo dovrebbe procedere alla votazione in seconda lettura sul testo concordato a seguito dei negoziati interistituzionali.
