Briefing - EU secure connectivity programme 2023-2027: Building a multi-orbital satellite constellation - 03-02-2023

Satellite communication is a strategic asset for governments and civil society alike. Complementary to terrestrial networks, it can contribute to seamless digital communication, even when such networks are absent or disrupted. Today, the EU does not have a dedicated infrastructure (including space and ground segments) to offer satellite communication services to governments, the economy or civil society. Several EU global partners and competitors are investing in parallel in such capabilities. On 15 February 2022, the European Commission presented a proposal to improve the resilience of EU communication services by developing and operating a multi-orbital connectivity infrastructure (with both space and ground segments), based on a public-partnership model. Governmental services would be operational from 2025, and private services at a later stage. �Ϸ��վ and the Council reached a provisional agreement on the proposal on 22 November 2022. �Ϸ��վ must now vote on the draft legislative act as modified by that agreement before the regulation can become law. An innovative mixed methods approach is used to investigate compliance with multilingualism obligations and the language regimes and practices of EU institutions, bodies and agencies, especially on EU websites. The fit with the linguistic skills of EU27 residents is also investigated. Policy recommendations are provided to enhance the transparency and accessibility of EU communication policy taking account of feasibility constraints.

Emanating from Russia in the east and the so-called Islamic State of Iraq and the Levant (ISIL) in the south, the EU has been increasingly hit by destabilising messages amounting – in different forms and to different degrees – to coherent hostile ‘strategic communications’ campaigns, or the processes of infusing communications activities with an agenda or plan to impact the behaviour of a target audience. Both Russia and ISIL have engaged in aggressive messaging and deceptive media campaigns, albeit with distinct narratives, targets and audiences. This paper analyses the ‘what’ and the ‘how’: the respective narratives of each actor, their specificities, their similarities and their differences. The analysis also draws attention to strategic communications efforts undertaken by the EU, which are vectored into defensive (react and respond) and offensive (probe and push) dimensions. This understanding of the present context finally allows for an evaluation of what actions can be taken to enhance the effectiveness of the EU’s own strategic communications.

Briefing - Media freedom in the Western Balkans: state of play - 04-05-2016

Media freedom is one indicator of a country's commitment to democracy, good governance and political accountability, and thus its readiness for EU membership. As such, it represents a key element in any aspiring country's EU enlargement agenda, along with other fundamentals such as the rule of law and economic governance. Each of the Western Balkan countries – Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Kosovo, Montenegro and Serbia – is at a different stage of the EU accession process. However, partly as a result of a common recent history, they face similar challenges in the area of media freedom, such as transition from the old regime and the Yugoslav wars, the global economic crisis, rule-of-law deficiencies, and widespread corruption. These factors directly influence the situation of media in the region and add to its complexity. As part of their EU agenda, the Western Balkan countries have largely aligned their relevant legislation with EU standards. However, inadequate implementation remains a concern. In all these countries, opaque media ownership, financial instability in the sector, intimidation and pressure on journalists, and poor working conditions, put spokes in the wheel of independent journalism, encourage self-censorship, and broadly interfere with the media's key role in informing the public. Solving media issues and transforming media institutions require long-term engagement, and largely depend on the domestic context and the countries' overall democratic consolidation. However, the EU is also committed to providing legal and financial support to enlargement countries, and to regularly monitoring how the media situation impacts on their overall readiness to join the EU.

Briefing - Ukraine after Minsk II: the next level - 16-03-2015

One month after leaders from France, Germany, Ukraine and Russia reached a 13-point peace agreement in Minsk on 12 February 2015 – Minsk II, a follow-up to the September 2014 Minsk Protocol – the ceasefire is shaky, although it has at least reduced the number of deaths in combat, and the pressure on the international community to act continues. While Russia denies accusations that it has been sending troops and weapons to support separatists in Ukraine's east, the undeclared 'hybrid war' is developing on all fronts. In the face of a shaky ceasefire and Ukraine's crumbling economy, the EU, the US and major international actors are discussing possible political, military, and economic responses to the deteriorating crisis. At the same time, EU Member States and NATO are stepping up efforts to counter Russia's 'information warfare'. The on-going crisis in Ukraine erupted after former President Viktor Yanukovych refused to sign an Association Agreement with the EU in November 2013 and sought closer ties to Russia. Russia's active role in the eastern Ukraine crisis has exposed divides in the EU and the international community on how to react to hybrid threats. It comes at a time when the effectiveness of the EU's Neighbourhood Policy, including the Eastern Partnership, is being questioned. This briefing is a follow-up to the 12 February 2015 briefing 'Minsk peace agreement: still to be consolidated on the ground'.
