The EU Digital Technologies and Policies (EUDTP) conference aims at bringing together policymakers and researchers, professionals and scholars to discuss and enable exchanges and collaborations about broad-impact digital technologies in EU society and economy. Given the nature of addressed challenges and issues, the conference is inter-disciplinary, and encourages participation and exchange of different scientific disciplines, engineers, computer and data scientists, mathematicians, physicists; but also law scholars, economists, sociologists, historians, political scientists, or philosophers. EPRS will host the second day of the conference which will focus on the social impact and regulation of digital technology in the EU.

Artificial intelligence (AI) is being employed in ever more scientific disciplines, enabling scientific breakthroughs and becoming an indispensable tool in the scientific process. Many applications of AI are clearly beneficial for scientific development, as the latest Nobel Prize awards in Chemistry and Physics uniquely attest. To reap the full benefits of the development and uptake of AI in science, the EU needs to tackle important challenges, including concerns about its strategic autonomy, novel trends in scientific work, disparities of the labour market.. For this reason, the European Commission (EC) is working on a European AI in Science Strategy, shaped together with the European scientific community. One of the EC's political priorities is to support the development of AI and other frontier technologies by pooling all European capacities and resources.

However, AI also has the potential to interfere with the ethical conduct of scientific research and the open deliberation on its outcomes. Even before the massive advent of AI, there was an ongoing trend towards an inflation of scientific publications. The abusive use of Large Language Models, based on generative AI, to write scientific papers is aggravating this trend. This could eventually lead to a situation where the number of publications is so large that human researchers can no longer keep up, leaving them dependent on summaries and alerts delivered by AI, or even requiring AI for 'peer reviewing'. A similar situation could play out in generating grant applications and evaluating them. Live scientific dialogue risks being replaced by an automatic exchange between different AI applications.

At the same time, transparent use of AI may facilitate scientific communication, providing oversight against abuse, while helping researchers keep abreast of their field and equipping them for multi-disciplinary work. Tackling these issues requires a delicate balance to make the most of AI capabilities, without letting it dominate the process. This may call for the establishment of agreed standards aiming at guaranteeing research integrity and enforcing ethical scientific communication. Implementation and enforcement of such standards can be greatly facilitated by technological advances, including AI.

This event aims to lay the ground for a fruitful debate that looks into this topic from all angles, from the undeniable advantages to the risks associated with an extensive deployment of AI together with the ways to counter them. MEPs, together with the EC and researchers, will discuss the opportunities and challenges of the use of AI in science.

On Thursday 5 June 2025, EMPL will hold a public hearing on the "Artificial Intelligence at the workplace". The objective of this hearing is to focus on harnessing the potential and advantages of digital transformation, including algorithmic management and AI in the workplace while at the same addressing the corresponding risks and challenges.

The hearing is organised as part of the process of collecting expertise for the purpose of the ongoing EMPL legislative own-initiative report on "Digitalisation, artificial intelligence and algorithmic management in the workplace - shaping the future of work". The experts will share with Committee Members their expertise on issues such as the typologies of algorithmic management and AI systems in the workplace, how they are being integrated in the workplace, and provide an overview of existing legislation, such as the Platform Work Directive. They will also comment on any need for addressing legal challenges, including risks for fundamental rights, as well as practical challenges in view of reaping the full benefits of algorithmic management and AI. Social partners will also share their views on challenges and opportunities, as well as on their respective roles for shaping AI at the workplace.

On 15 May 2025, from 11:15 to 12:30, the FISC Subcommittee will host a public hearing on "The implementation of the 2 Pillar framework in view of international developments and the EU-US relations".

With the change of government in the United States, the hearing will assess the implications for the EU's approach to global tax governance and explore the implementation of the OECD's 2-Pillar framework. This framework aims to address global tax challenges by ensuring that multinational corporations pay at least a minimum level of taxes and contribute their fair share to public finances in the countries where they operate.

Additionally, the discussion will examine how these developments influence ongoing tax negotiations at the UN level and what role the EU can play in shaping a fair and sustainable global tax system. The hearing will provide an opportunity a platform for experts to assess the current state of international tax cooperation and discuss potential avenues for future reforms.

On 15 May 2025, from 10:00 to 11:15, the FISC Subcommittee will host a public hearing on “The future of EU anti-avoidance tax rules, including simplification”.

This public hearing will take stock of the EU's progress in tackling corporate tax evasion and avoidance, with a particular focus on the EU anti-avoidance framework--particularly the Anti-Tax Avoidance Directives (ATAD I & II). It will explore how the current framework can be modernised to better reflect today's economic realities, technological developments, and the administrative needs of Member States, including updates on key legislative initiatives such as the Unshell proposal.

At the same time, the hearing will highlight the need to simplify and harmonise EU anti-avoidance rules to reduce complexity, enhance legal certainty, and ease compliance for both businesses and tax administrations, ultimately contributing to a fairer and more efficient internal market.

LIBE Committee also discussed on 8 of April the progress in tackling drug trafficking and organised crime, focusing on the work of the EU Council’s Horizontal Working Party on Drugs (HDG) and insights from the European Commission.

As the current EU Drugs Strategy and Action Plan near their end, the Committee reviewed lessons learned and upcoming challenges. Mr Łukasz Jędruszak, representing the Polish Presidency of the HDG, highlighted the growing threat of synthetic opioids and the need for harm reduction, innovation, and foresight. A strategy evaluation is planned for mid-2025. Mr Jo de Cock of DG HOME emphasized efforts to dismantle trafficking networks and improve drug shipment detection. Key issues included rising drug-related violence, asset recovery, and strengthening Europol and Eurojust.

On 8 April 2025, the LIBE Committee held a key exchange with representatives from the World Shipping Council and the European Sea Ports Organisation to discuss the European Ports Alliance and its Public-Private Partnership—a central initiative in the EU’s fight against drug trafficking and organised crime.

This discussion builds on the European Commission's Communication of 18 October 2023 on the EU Roadmap to fight drug trafficking and organised crime, where the European Ports Alliance was introduced as a flagship initiative.

In an exchange of views to take place on Tuesday, 13 May, MEPs will address the fight against trafficking of hazardous waste with representatives of public authorities and NGOs.

Environmental crime, and waste trafficking in particular, is a serious threat to our environment, health and economies. The criminal trafficking of hazardous waste is intensifying in many Member States, growing in scale and sophistication.
This exchange of views will start off with a discussion with representatives of the judicial and police cooperation EU agencies, Europol and Eurojust. In the following panel, MEPs and representatives of the Polish government and of the World Wide Fund for Nature (WWF), an NGO, will assess the current situation of this criminal phenomenon, including the need for a reinforced coordinated approach at EU level.

On April 23, 2025, Anu Talus, Chair of the European Data Protection Board (EDPB), presented the Board’s 2024 Annual Report to the Members of the LIBE Committee. Her presentation highlighted the EDPB’s key achievements and strategic priorities over the past year.

Among the year's most significant milestones was the adoption of the EDPB Strategy 2024-2027, which sets the direction for the Board's future work. The year also saw a noticeable rise in consistency opinions, demonstrating strengthened collaboration between national data protection authorities. The Board continued to play a crucial role in shaping EU legislation by providing legal advice and guidance to the EU co-legislators.

In addition, stakeholder engagement intensified throughout the year, reflecting the EDPB's commitment to transparency and demonstrating the Board's expanding global presence. The EDPB also expanded its cross-regulatory cooperation, working closely with authorities responsible for implementing the Digital Services Act (DSA), Digital Markets Act (DMA), and, in the near future, the AI Act. On the international front, the Board increased its global engagement, solidifying its position as a key player in worldwide data protection efforts.

On April 23, 2025, Wojciech Wiewiórowski, the European Data Protection Supervisor (EDPS), appeared before the LIBE Committee to present the highlights of the EDPS 2024 Annual Report. His intervention provided an overview of the institution’s key activities and focus areas over the past year.

Mr. Wiewiórowski outlined the enforcement actions taken by the EDPS, as well as the volume of data breach notifications received. He discussed the growing challenges and opportunities presented by artificial intelligence, underscoring the need for strong data protection safeguards as technology evolves. The EDPS's expanding international engagement was also emphasized, reflecting the body's active role on the global data protection stage.

During the question-and-answer session, Mr. Wiewiórowski responded to a broad range of inquiries from the LIBE Members. These included questions on the EDPS's operational budget and mission-related expenses, as well as its role in addressing data protection and cybersecurity concerns. He also spoke about the ongoing collaboration with Europol and Frontex, and shared insights into the EDPS's position on EU-US data transfers.

Ateliere - Tax incentives and investments in the EU: best practices - 15-05-2025 - Chestiuni fiscale

This study evaluates the effectiveness of tax incentives, with a particular focus on incentives for research and development (R&D). It analyses different design options for tax incentives and shows that input-based R&D tax incentives appear to be the most effective in stimulating additional R&D investment.

Taking into account the lessons learnt from empirical evaluations and the restrictions imposed by Pillar Two, refundable, volume-based tax credits with a broad scope remain a convincing way forward for R&D tax incentives.

On 13 May 2025, the Committee on Legal Affairs will hold a public hearing on Reporting obligations.

The Draghi Report on The Future of European Competitiveness concluded that the EU needs to reduce bureaucracy for undertakings to strengthen EU competitiveness. This has become the Commission's guiding principle, which set the goal to reduce red tape by, at least, 25% for companies and 35% for SMEs. On 26 February 2025, the Commission published the first Omnibus Package, including the proposal 2025/0045 (COD) to amend the scope and content of reporting obligations under the Corporate Sustainability Reporting Directive ((EU) 2022/2464). JURI committee decided to organise a public hearing to elaborate on the changes for reducing administrative burdens for businesses without compromising objectives of relevant EU laws. The programme of the hearing has interventions from representatives of bodies active in the field of non-financial sustainability reporting, auditing entities and business operators, such as SMEs. The hearing will be preceded by a presentation of a study on the same topic.

Ateliere - Building European Leadership for the Second Quantum Revolution - 20-05-2025 - Prognoză științifică

The world is undergoing a second quantum revolution, its promise the ability to manipulate matter at its most fundamental, quantum, level. Quantum technologies will allow a wealth of applications, ranging from quantum computers able to perform complex calculations beyond the reach of conventional supercomputers, simulations able to open new avenues of research in material and biological sciences, sensors capable of looking inside cells, to eavesdrop-proof communications. Quantum technologies will play an important role in the next stages of the digital transition and form a key element of future European competitiveness, but as highlighted in the Draghi report European leadership in this field is still far from assured.

The European Union has taken considerable initiatives to promote the development of quantum technologies, such as supporting research via the Quantum Technologies Flagship, fomenting the development of a quantum communication infrastructure with EuroQCI, or deploying quantum accelerators with supercomputers of the European High Performance Computing Joint Undertaking. Most recently, the European Chips Act included measures to foster the manufacturing of quantum chips in the EU.

Building on the success of STOA's previous workshop on quantum technologies, this event aims to take a renewed look at the state of the art of quantum technologies, and discuss the EU's future strategic approach in this area as well as the upcoming Quantum Act.

Public hearing on "Advancing International Humanitarian Law (IHL) and International Human Rights Law (IHRL) in Conflict Zones and Fragile Contexts to Protect the Most Vulnerable"

The hearing will be structured in two panels. The first panel, moderated by DROI Chair Mr Satouri, will provide successful examples of practical ways to strengthen compliance with IHL and human rights protection in conflict situations, featuring voices from the field. The second panel, moderated by DEVE's standing rapporteur for humanitarian affairs Ms Pajín, will focus on the role that the EU and Member States can play in promoting IHL and the humanitarian principles in order to strengthen protection in fragile contexts.

The panellists will include representatives of OCHA, UN Women, ICRC, Geneva Call, MSF and the IRC. Each panel will be followed by a Q&A session with MEPs.

The takeaways from this hearing will also feed into the preparations of the DEVE own-initiative report entitled "Humanitarian aid in a time of polycrisis: reaffirming our principles for a more effective and ambitious response to humanitarian crises".

On 6 February 2025 the EPRS is organising an online policy roundtable dedicated to the European Court of Justice's landmark ruling in Costa v ENEL (1964). In that decision, the ECJ proclaimed, for the first time, the principle of primacy of EU law, thereby acknowledging the coexistence of national law and Community law and providing for rules of conflict solving between the two legal orders. The event will focus on the origins and context of this landmark case, as well as the current significance of the principle of primacy in the EU legal order. The speakers will include Professor Amedeo Arena from the University of Naples, Professor Sacha Garben from the College of Europe in Bruges, María José Martínez Iglesias, former Director for Legislative Affairs in the Legal Service of the �Ϸ��վ, and Rafał Mańko, policy analyst in the Citizens' Policies Unit of the Members' Research Service. The roundtable will be moderated by Micaela Del Monte, Head of the Citizens' Policies Unit.

IMCO Members travelled to Italy to gather information on several key areas of their legislative work. The MEPs looked specifically at the implementation of EU legislation at local level and assessed its impact on the business world. They delved into consumer protection issues, and also problems faced by the automotive industry.

The delegation explored how digital and artificial intelligence (AI) hubs can support digital transformation and industrial innovation. They also discussed the challenges that tech start-ups face in enhancing their artificial intelligence models and how to develop new business ideas in the single market.

The delegation had a busy schedule of meetings set up with key stakeholders, including consumer protection bodies, industry associations, think tanks, academics, and local authorities, as well as digital and AI hubs.

In accordance with Article 53 of Regulation (EU) no 2018/1725 (Data Protection Regulation for EU Institutions) “[t]he European �Ϸ��վ and the Council shall appoint the European Data Protection Supervisor by common accord for a term of five years, on the basis of a list drawn up by the Commission following a public call for candidates. [...] The list of candidates drawn up by the Commission shall be public and shall consist of at least three candidates".

On the basis of the list drawn up by the Commission, the competent committee of the European �Ϸ��վ may decide to hold a hearing in order to enable it to express a preference. On 18 November 2024, the European �Ϸ��վ received the short list of candidates required by the two appointing authorities to conduct their internal procedures and appoint by common accord the European Data Protection Supervisor.

The purpose of the hearing is to examine tax incentives for clean energy, aviation, and maritime transport, with a particular focus on the recommendations from the Draghi report. The discussion will explore how fiscal measures can support the green transition and enhance sustainability in these key sectors.

In particular, policy experts on the transport and logistics sectors and on key industries sectors, together with representatives from academia and the OECD, will provide valuable perspectives on the role of tax incentives in making aviation and maritime transport more sustainable.

The Committee on Budgets traveled to Latvia in order to learn more about the budgetary implications of enhancing the EU preparedness, focusing in particular on defence spending, in relation to recent geopolitical shifts. As conflicts do not only materialise in conventional forms but also through hybrid threats, significant financial resources can be required not only as defence spending but also across various domains.

The BUDG Members participating were Hélder Sousa Silva (head of the mission, EPP), Andrzej Halicki (EPP), Jean-Marc Germain (S&D), Nils Ušakovs (S&D), Julien Sanchez (PfE), Tobiasz Bocheński (ECR) and Alexander Jungbluth (ESN). Mr Roberts Zile (ECR) accompanied the mission.

From 14 to 16 April 2025, Members of the Committee on Petitions will carry out a fact-finding visit in Austria following several petitions on the EU Deforestation Regulation (EUDR) and the challenges related to wolf population management. During the three-day visit, they will engage with affected citizens, policymakers and stakeholders to assess the impact of the EUDR and examine the implications of wolf population management for farming.

IMCO held a public hearing on the safe internet use for minors. Industry stakeholders, consumer associations, national enforcement authorities, experts on children’s rights, data protection authority and the European Commission have all participated.

Discussions focused on the various issues that minors face as vulnerable consumers when it comes to social media use and engagement with online tools. The hearing also delved into the implementation of the EU rules called the Digital Services Act, for the protection of minors in the digital space.
