Plenary Insights – December 2024 

Each plenary session, DG COMM assembles public opinion data on key agenda topics:

  • European Council of 19 and 20 December: The latest Eurobarometer results published recently show that satisfaction with the EU’s response to Russia’s invasion of Ukraine has remained stable over the past six months, with 55% of citizens being satisfied (). 37% of respondents say that in order to reinforce its position in the world, the EU should focus on defence and security ().
  • EU Western Balkans Summit: Around half of respondents (51%) of the are in favour of further enlargement of the EU. Two-thirds or more in Spain and Lithuania (both 71%), Croatia (67%) and Hungary (66%) support this idea. However, support is the minority view in four countries: Austria (35% “for” vs 56% “against”), France (36% vs 50%), Germany (41% vs 50%) and Belgium (45% vs 46%).
  • Mis- and disinformation on social media platforms: While TV remains Europeans preferred way of accessing news, social media are gaining ground with an 11 pp increase between April/May 2022 and October 2023. Social media platforms are the biggest source of news for youth. () Almost eight in ten (78%) EU citizens are concerned about disinformation influencing people’s voting decisions. () When asked about the most important elements of free and fair electoral campaigns, the largest share of EU citizens select ‘debates and campaigns avoiding hate speech, manipulation and lies’ (46%). ()
  • Rights of persons with disabilities: The inclusion of persons with disabilities has become more important to the people in Europe. In a ranking of social policy issues, it has moved up three places since 2020. () in Europe asked citizens whether discrimination against people with disabilities is widespread in their country. Around half (49%) of respondents in the EU say that discrimination on the grounds of disability is widespread, while 47% say it is rare. The found that nearly half (48%) of respondents have heard of the European Disability Card.
