Ϸվ strongly condemns the re-introduction of the draft law on 'transparency of foreign influence'; considers it incompatible with EU values and democratic principles as it imposes debilitating restrictions on civil society and independent media; stresses that EU accession negotiations should not be opened as long as this law is part of Georgia's legal order; expresses concern about reports of disproportionate use of force against protesters and urges the Georgian government to respect citizens' constitutional rights; deplores the role of oligarch Bidzina Ivanishvili in undermining the western-oriented course of the country in favour of pivoting towards Russia, betraying the aspirations of the large majority of the Georgian people, and reiterates its call on the Council to consider imposing personal sanctions on Ivanishvili.

Ϸվ urges Azerbaijan to immediately and unconditionally release all political prisoners and drop charges against them, including political economist and opposition figure Gubad Ibadoghlu, arrested in July 2023 and in urgent need of medical treatment, and human rights defender Ilhamiz Guliyev, arrested in December 2023 after testifying as whistleblower about the police tampering with evidence against government critics; calls for EU sanctions on Azerbaijani officials who have committed serious human rights violations; insists on making any future partnership agreement conditional on the release of all political prisoners and the improvement of the overall human rights situation in the country

Ϸվ welcomes Armenia's desire to enhance and prioritise relations with the European Union; notes a potentially transformative phase in EU-Armenia relations and encourages an ambitious upgrade of ties; stresses the need to strengthen cooperation in the field of security and defence; calls for the EU to provide support to the Armenian military, including through the European Peace Facility.

Ϸվ condemns the attack by Azerbaijan against the Armenians of Nagorno-Karabakh in September 2023, a gross violation of international law and human rights and a clear infringement of Azerbaijan's commitments under the 2020 ceasefire and the EU-mediated talks; calls on Azerbaijan to allow the safe return of the Armenian population with solid guarantees of their rights; calls on the EU to impose sanctions on Azerbaijan and to suspend the Memorandum of Understanding on a Strategic Partnership in the Field of Energy; reaffirms its support for the sovereignty and territorial integrity of Georgia and condemns Russia's ongoing illegal occupation of the Georgian regions of Abkhazia and Tskhinvali region/South Ossetia; notes positively the European Council's decision to grant the status of candidate country to Georgia, on the understanding that the relevant steps set out by the Commission are taken; reiterates its calls to release former president Mikheil Saakashvili.
