Motion for a European Ϸվ resolution on the humanitarian situation in Sudan in particular the death of children trapped by fighting

Ϸվ,

having regard to Rule 144 of its Rules of Procedure,

A.whereas on 15 April 2023, fighting erupted between the Sudan Armed Forces (SAF), led by General Al-Burhan, and the Rapid Support Forces (RSF), led by General Dagalo, after weeks of tensions over security force reform during negotiations for a new transitional government;

B.whereas hundreds of civilians have been killed and more than a million people have been displaced; whereas traffickers and smugglers are following groups of refugees and displaced people, abducting them and trying to sell them; whereas journalists and human rights defenders are being arbitrarily arrested, abducted and killed; whereas health centres, schools and water stations are under attack and the battles are around the centres of residential neighbourhoods;

C.whereas the latest violence has led to acute shortages of food, safe water, medicines and fuel, while the price of essential items have skyrocketed; whereas access to electricity and telecommunications is restricted;

D.whereas over 13.6 million children are in urgent need of lifesaving humanitarian support; whereas 618000 school age children have been displaced, which increases the risk of being recruited as child soldiers in armed groups;

E.whereas more than 280 children and 70 caregivers have been rescued from the Maygoma orphanage that has found itself in the midst of fighting in Khartoum; whereas the evacuation comes after more than 70 children died from hunger and illness in the facility since mid-April.

1.Calls for an immediate cessation of hostilities and sustained ceasefire; calls for a resumption of political negotiations to move toward a civilian-led government;

2.Calls for the immediate, full and safe humanitarian access to all those affected by the conflict;

3.Strongly condemns the deliberate targeting of civilians and the reported recruitment of children; recalls that deliberate attacks on civilians, the targeting of children and the recruitment and use of child soldiers constitute to war crimes and crimes against humanity;

4.Calls on both sides to respect international human rights, humanitarian and refugee law; Calls on the Sudanese authorities to ensure accountability for perpetrators of war crimes committed during the ongoing conflict;

5.Calls to fully re-established basic public services, as well as to immediately lift restrictions on telecommunications;

6.Strongly condemns all acts of attacks on humanitarian aid workers, journalists, HRDs and the continuous seizures of UN humanitarian supplies;

7.Urges the EU and its MS to increase their humanitarian assistance to Sudan, in particular through the provision of food, water and medical services;

8.calls for the establishment of humanitarian corridors to extract the most vulnerable, most notably children, into humanitarian safe-zones;

9.Reiterates its call on the EU and its MS to adopt measures to protect human rights and to adopt sanctions against perpetrators of human rights violations through the EUGHRS mechanism;

10.Instructs its President to forward this resolution to the Council, the Commission, the governments and parliaments of the MS and the UN.
