Motion for a European Ϸվ resolution on the humanitarian situation in Sudan, in particular the death of children trapped by fighting

Ϸվ,

having regard to the Convention on the Rights of the Child and its Optional Protocols,

having regard to the statements on Sudan by the UN Special Representatives of the Secretary-General for Children and Armed Conflict and on Violence against Children,

having regard to the African Charter on the Rights and Welfare of the Child,

having regard to the 12 May Declaration by the Spokesperson on the EEAS on the Commitment to protect civilians in Sudan,

having regard to Rule 144 of its Rules of Procedure,

A.whereas since 15 April 2023, the Sudanese Armed Forces and the Rapid Support Forces have been fighting each other over power which led to severe human suffering, with now 24.7 million people in need of humanitarian assistance, including more than 13 million children;

B.whereas at least 350 children have been killed since mid-April, including 71 who died from hunger and illness in a Khartoum based orphanage;

C.whereas 70% of health facilities in the areas affected by the conflict are out of service, depriving children and their families of access to essential healthcare;

D.whereas nearly 2 million people have already been displaced as a result of the ongoing conflict;

E.whereas despite international mediation efforts, so far, all efforts to ensure a cease-fire, a return to a civilian-led government, and lasting peace have been unsuccessful;

F.whereas before the current crisis, nearly 7 million children in Sudan were out of school and around 3 million children were affected by malnutrition;

G.whereas there have been credible reports of widespread looting, attacks against civilians and cases of sexual and gender-based violence;

1.Calls on all parties to the conflict to immediately halt hostilities, respect mediation agreements and de-escalate the situation;

2.Encourages all parties to resume negotiations towards a civilian-led government, as previously agreed;

3.Severely condemns the killing of civilians, in particular of children, and recalls that systematic killing of civilians and the targeting of hospitals are war-crimes;

4.Strongly condemns all violence against civilians, including sexual and gender-based violence; underlines the importance of ending impunity and ensuring accountability for human rights violations;

5.Stresses that all civilians and especially children must be able to access essential supplies and must be able to evacuate from combat zones;

6.Stress that all parties must fulfil their obligations under international humanitarian and human rights law;

7.Calls on all parties to guarantee safe, unimpeded and unconditional access for humanitarian actors to be able to operate, regardless of ongoing hostilities;

8.Expresses its gratitude for the important work humanitarian personnel, and condemns any attacks on them;

9.Deplores the announcement by the Foreign Ministry to declare the Head of UNITAMS as persona-non-grata and calls for the immediate reversal of this decision;

10.Instructs its President to forward this resolution to the VP/HR, the Council, the Commission, the militaries of Sudan, the African Union, and UNITAMS.
