Deferral of call for applications for WiFi4EU

With reference to the failed launch and subsequent withdrawal of WiFi4EU, the EU initiative under which the EU will help fund free public Wi‐Fi access in public spaces, is the Commission aware that in March, despite the go-ahead having been given for registration of data, the portal through which municipalities were supposed to apply was blocked in the space of just a few hours?
After this initial instance of inefficiency, the Innovation and Networks Executive Agency (INEA) then cancelled the call for applications in May. Given that it is essential that municipalities, and particularly very small ones, meet the growing public demand for Internet connectivity in order to take full advantage of the opportunities digitalisation offers, we believe the contribution the Commission could make to this field is of strategic importance.
In light of the above, could the Commission provide an explanation for what has happened so far and the reasons why INEA then cancelled the call for applications?
Furthermore, would the Commission not agree that this initiative, which was announced by Mr Junker himself in his State of the Union speech in September 2016, should be relaunched, the portal reopened and new deadlines for submitting applications set?
