"Own Resources": Ϸվ's position on new EU revenue
Ϸվ has always been an advocate of new streams of income for the EU budget. The first new "own resource" since 1988 has been introduced in 2021. Three more are currently on the table.
In November 2023, Ϸվ has adopted its opinion under the consultation procedure for the package of new "Own Resources" as in June 2023, with the aim to introduce of income for the EU:
- revenue from emissions trading () - this is expected to generate EU budget revenue of about €7 billion (in 2018 prices) annually. It is expected to increase to about €19 billion per year from 2028, when revenues from the new ETS will also enter into the EU budget;
- the resources generated by the proposed EU carbon border adjustment mechanism () - this source of revenue is expected to generate about €1.5 billion per year as of 2028 for the EU budget; and
- a temporary statistical own resource based on corporate profits (would provide revenues of about €16 billion - in 2018 prices - per year).
The Council of the EU has yet to endorse the proposals unanimously. Member states then have to any new (which is the legal basis that provides for the revenue sources of the EU budget).

Background
In 2020, along with the current long-term EU budget (multi-annual financial framework 2021-2027), the EU institutions agreed on a . On that basis, the , introduced in 2021, was the first new source of EU revenue since 1988. At the end of 2021, the Commission proposed three further own resources, , but which EU countries have not yet adopted. MEPs urged member states to adopt the new EU income streams before EU elections in 2024.
