Diese Studie untersucht die Anwendung der Regeln zu staatlichen Beihilfen der EU bei Investitionen in die Infrastruktur des Seehafensektors und vergleicht Beispiele aus jüngster Zeit für staatliche Beihilfen an Seehäfen in Nord- und Südeuropa vor dem Hintergrund verschiedener Hafenorganisationsarten. Die Ergebnisse der Studie können für zukünftige Debatten über die EU-Hafenpolitik im Ausschuss für Verkehr und Fremdenverkehr (TRAN) verwendet werden.

Thema des Workshops war die Beurteilung von Vorteilen, Nachteilen und Hindernissen bei verschiedenen Instrumenten zur Finanzierung von Energieeinsparungen und Energieeffizienz. Die Kommission wird 2011 eine Überprüfung des EFF einleiten, indem sie einen Vorschlag für eine Verordnung und eine dazugehörige Folgenabschätzung veröffentlicht. Der vorliegende Bericht enthält eine unabhängige Bewertung des EFF und der Herausforderungen, mit denen die Mitgliedstaaten bei der Durchführung der EFF-Verordnung im aktuellen Programmplanungszeitraum konfrontiert sind. Außerdem werden - unter Prüfung verschiedener Optionen - Vorschläge für einen künftigen EFF unterbreitet.
