The revision of the animal welfare legislation announced by the Commission in May 2020 is a core element of the farm to fork strategy. It includes the revision of Council Regulation (EC) N° 1/2005 on the protection of animals during transport. The aim is to ensure harmonisation of rules for effective enforcement and implementation, the core challenge being to strike a balance between ethical, economic, environmental and social considerations. The transport of billions of animals within and outside ...

The impact assessment (IA) defines the problems, their drivers, the objectives and the options of the initiative in a robust intervention logic. It is based on several sources, including the 'fitness check' of current EU animal welfare legislation, an external supporting study and stakeholder feedback. The IA presents a range of policy options; however, for some options, it does not provide alternatives. The assessment of the options' impacts (economic, social, environmental, animal welfare) is qualitative ...

In the framework of the 'farm to fork' strategy, the Commission committed to a complete overhaul of the animal welfare rules. Accordingly, on 7 December 2023 it published a proposal on the welfare and traceability of dogs and cats, together with a proposal for a new regulation on animal welfare in transport. At present, the rules on the protection of dog and cat welfare across the EU are not harmonised. The proposal therefore aims to establish EU standards for the breeding, housing and handling of ...

Εν συντομία 11-10-2023

Farming of animals for fur raises significant concerns regarding animal welfare, the environment and public health. A European Citizens' Initiative, 'Fur Free Europe’, calls for an EU-wide ban on the keeping and killing of fur animals as well as the placing of farmed fur and fur products on the EU market. Ϸվ is expected to hold a debate on the subject during its second plenary session in the month of October.

The protection of animals at the time of slaughter is regulated at EU level by Council Regulation (EC) No 1099/2009. The regulation states that all animals should be stunned prior to having their throats cut. However, in order to ensure that some religious communities can consume meat in accordance with their precepts, and on the basis of the fundamental right to freedom of thought, conscience and religion, enshrined in the Charter of Fundamental Rights of the European Union, a possible derogation ...
