This study evaluates the effectiveness of tax incentives, with a particular focus on incentives for research and development (R&D). It analyses different design options for tax incentives and shows that input-based R&D tax incentives appear to be the most effective in stimulating additional R&D investment.

Hearings EMPL

On Thursday 5 June 2025, EMPL will hold a public hearing on the "Artificial Intelligence at the workplace". The objective of this hearing is to focus on harnessing the potential and advantages of digital transformation, including algorithmic management and AI in the workplace while at the same addressing the corresponding risks and challenges.

Under Rule 193 of the Rules of Procedure, a committee is permitted to organise a hearing with experts, where this is considered essential to its work on a particular subject. Hearings can also be held jointly by two or more committees. Most committees organise regular hearings, as they allow them to hear from experts and hold discussions on the key issues. Workshops

Workshops are organised by the policy departments and the Scientific Foresight Unit (STOA) and administered in accordance with the Financial Regulation. They are not necessarily held in public but may be held during a Committee meeting.
