Cross-border exchange of information on road safety-related traffic offences
Road safety has improved significantly in the EU, with the number of road fatalities falling by more than 60 % in the last 20 years. However, improvements in road safety fell short of the EU goals of decreasing the number of road deaths by 50 % between 2001 and 2010, and by an additional 50 % between 2011 and 2020. Directive (EU) 2015/413 facilitating cross-border exchange of information on road safety-related traffic offences – the Cross-border Enforcement (CBE) Directive – is one of the pillars ...
Count Emissions EU: Measuring emissions from transport services
In July 2023, the European Commission tabled a package of three proposals for the greening of freight transport. Among them is a proposal for a single methodology for calculating greenhouse gas (GHG) emissions from transport services, referred to as CountEmissionsEU. The initiative covers both freight and passenger transport. It seeks to ensure that GHG emissions data provided regarding transport services are reliable and accurate, to allow fair comparison between transport services. It establishes ...
Single European Sky 2+ package
The Single European Sky (SES) initiative is about making EU airspace less fragmented and improving air traffic management in terms of safety, capacity, cost-efficiency and the environment. Its current regulatory framework is based on two legislative packages: SES I (adopted in 2004), which set up the principal legal framework, and SES II (adopted in 2009), designed to tackle substantial air traffic growth, increase safety, and reduce costs and delays and the impact of air traffic on the environment ...
Improving use of rail infrastructure capacity
In July 2023, the European Commission tabled a package of proposals aimed at greening freight transport. One of these proposals focuses on improving the use of rail infrastructure capacity. The proposed text suggests changes to the rules governing the planning and allocation of railway infrastructure capacity, which are currently outlined in Directive 2012/34/EU and Regulation (EU) No 913/2010. The goal of the changes is to enhance the management of rail infrastructure capacity and traffic so as ...
Revision of the Weights and Dimensions Directive
In July 2023, the Commission tabled a package of three proposals for the greening of freight transport, including one on the revision of the Weights and Dimensions Directive, which sets limits for heavy goods vehicles in international road transport. The proposal seeks to promote the use of zero-emission trucks by allowing these to exceed standard weight limits, while clarifying the rules on the use of heavier and longer vehicles in cross-border transport operations between countries, where such ...
Single Sky: Modernising airspace management
Following lengthy negotiations, the Council and ºÏ·¨²©²ÊÍøÕ¾ reached a provisional agreement on 6 March 2024 on rules for more efficient air traffic management and to improve sustainability in the aviation sector. The Council adopted the agreed text on 26 September 2024 and it now needs to be adopted by ºÏ·¨²©²ÊÍøÕ¾.
Transport and Tourism Committee in 2019-2024: Summary of key achievements
ºÏ·¨²©²ÊÍøÕ¾'s Transport and Tourism Committee (TRAN) worked on a number of legislative packages and proposals tabled by the European Commission during the 2019-2024 legislative term, including several proposals for legislative acts that were not concluded during the term. This paper gives a short overview of the key legislative files dealt with in TRAN over the past five years.
Combined transport
The EU's efforts to reduce the negative impacts of transport include promoting a shift from road freight transport to lower-emission transport modes. This includes promoting combined transport operations, during which, in addition to transport by road, transport by rail or water is used. The Combined Transport Directive, adopted in 1992, set out measures designed to increase the competitiveness of combined transport against road-only transport.
Examples of ºÏ·¨²©²ÊÍøÕ¾'s impact: 2019 to 2024 - Illustrating the powers of the European ºÏ·¨²©²ÊÍøÕ¾
As the European Union's only directly elected institution, the European ºÏ·¨²©²ÊÍøÕ¾ stands at the heart of European representative democracy, the foundation upon which the EU is built. Since its creation, the ºÏ·¨²©²ÊÍøÕ¾'s powers have evolved significantly, and it is now a fully fledged legislative body and forum for discussion and engagement, whose influence is felt in virtually all areas of EU activity. This paper offers an overview of the European ºÏ·¨²©²ÊÍøÕ¾'s main powers, demonstrating how they ...
Deployment of alternative fuels infrastructure: Fit for 55 package
On 14 July 2021, the European Commission presented the 'fit for 55' package of proposals to help reduce net greenhouse gas emissions by at least 55 % by 2030, compared with 1990 levels. The package included a proposal to revise the 2014 Directive on Alternative Fuels Infrastructure and turn it into a regulation. In the draft regulation, the Commission proposed binding targets for electric vehicle charging points and hydrogen refuelling points, electric charging for stationary aircraft at airports ...
