Plenary Insights – April 2025 

Each plenary session, DG COMM assembles public opinion data related to key agenda topics:

  • Conclusions of the European Council meeting of 20 March 2025: 74% of EU citizens say that their country has benefited from being a member of the EU which is the highest result on record for this question since it was first asked in 1983. The main reasons why respondents say their county benefit from EU membership is that the EU contributes to protecting peace and strengthening security (35%). Two thirds of EU citizens (66%) want the EU to take a more important role in protecting them against global crises and security risks in the future. ()
  • EU Preparedness Union Strategy: Nearly half (47%) of EU citizens say they have a flashlight or candles accessible, while more than a third (36%) keep a home pharmacy for emergencies. Around three in ten (29%) keep an emergency supply stock or pack of drinks or food, while around one in five keep an emergency supply of water for cooking and hygiene, or a battery-powered radio (both 20%).  ()
  •  New European Internal Security Strategy: The fight against terrorism and crime remains a key issue for Europeans: 20% want the European Ϸվ make it a priority. The issue is most pressing for people in Sweden (40%), but also in Denmark (28%), Germany (26%), the Netherlands (26%) and France (25%). ()
  •  Human rights and democracy in the world: The protection of human rights in the EU and worldwide is the third most important value the citizens want the European Ϸվ to protect (22%), right after peace (45%) and democracy (32%) (). For young people (aged 16-30), respect for human rights is the most important principle of democracy (38%) ()
