Motion for a European Ϸվ resolution on abolishing family allowances in cases linked to terrorism
Ϸվ,
–having regard to Rule 133 of its Rules of Procedure,
A.whereas, according to French newspaper Le Figaro[1], two sisters from Roubaix were sending their family allowances to their Jihadist brother;
B.whereas this is not an isolated case and Europol has already repeatedly alerted the Member States;
C.whereas Europol, in its European Union terrorism situation and trend report 2018, states that in addition to income from lawful employment, state subsidies and social benefits are the main sources of income for terrorism[2];
D.whereas according to its resolution of 12 December 2018 on findings and recommendations of the Special Committee on Terrorism, ‘the funding for Daesh [...] has been made possible through the active or passive involvement of certain states [...]’[3];
E.whereas the failure to take any measures could be regarded as passive complicity;
F.having regard, moreover, to the huge budget required for these family allowances, which are being reduced for honest citizens;
G.whereas these allowances are the sole responsibility of the Member States;
1.Calls on the Commission to propose that Member States abolish family allowances in cases of established links with terrorism.
